RESOLUTION NO. 9 4— 486
A RESOLUTION AUTHORIZING THE CITY MANAGER TO
ACCEPT THE PROPOSED DONATION OF THREE (3)
REFRIGERATED/INSULATED TRAILERS, WITH A
COMBINED VALUE OF APPROXIMATELY $18,000, FROM
XTRA CORPORATION, TRANSPORT INTERNATIONAL
POOL, INC. AND PLM INTERNATIONAL, INC., FOR
USE BY THE DEPARTMENT OF FIRE -RESCUE FOR THE
PURPOSE OF TRANSPORTING AND STORING URBAN
SEARCH AND RESCUE (USAR) AND DISASTER MEDICAL
ASSISTANCE TEAM (DMAT) EQUIPMENT; FURTHER
AUTHORIZING THE CITY MANAGER TO ACCEPT FUTURE
DONATIONS, FROM TIME TO TIME AND FROM OTHER
SOURCES, NEEDED FOR THE CITY'S USAR AND DMAT
PROGRAMS, UPON THE CITY MANAGER'S FINDING
THAT SAID DONATIONS ARE NECESSARY FOR THESE
PROGRAMS AND WILL NOT NEGATIVELY IMPACT
AND/OR BECOME AN UNDUE FINANCIAL BURDEN TO
THE CITY.
WHEREAS, in an effort to develop a strong and effective
Disaster Response Program, the City of Miami Fire -Rescue
Department has joined with the fire departments from Coral
Gables, Hialeah, Village of Key Biscayne and Miami Beach to form
a regional and National Disaster Response Team; and
WHEREAS, the Miami Urban Search and Rescue (USAR) Task Force
is a 56 person, self-sufficient, medium -to -heavy rescue, quick
response disaster team, requiring only six hours notice to
respond to nationwide emergencies; and
WHEREAS, the team has the capability to operate 24 hours a
day for up to 10 days with over 200 volunteers, including

structural engineers, physicians, K-9 handlers, hazardous
materials specialists, EMTs, paramedics and professional
firefighters from our community; and
WHEREAS, the USAR Task Force is a non -funded program that
receives equipment through grants, donations and limited federal
resources and specialized training through their organizations;
and
WHEREAS, the City of Miami has received three (3)
commitments for donations of refrigerated/insulated trailers,
which will be used for transport and storage of USAR equipment
and for the Disaster Assistance Medical Team, from Xtra
Corporation, Transport International Pool, Inc., and PLM
International, Inc., in the approximate value of $18,000; and
WHEREAS, in the interest of expediency in initially setting
up the USAR and DMAT Teams in their operations, it is advisable
to authorize the City Manager to accept future donations, from
time to time and from other sources, needed for the City's USAR
and DMAT programs, conditioned upon the City Manager's finding
that said donations are necessary for these programs and will not
negatively impact and/or become an undue financial burden to the
City;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.

with a combined approximate value of $18,000, from Xtra
Corporation, Transport International Pool, Inc., and PLM
International, Inc., for use by the City of Miami Department of
Fire -Rescue for the purpose of transporting and storing Urban
Search and Rescue (USAR) and Disaster Medical. Assistance Team
(DMAT ) equipment.
Section 3. The City Manager is hereby authorized to
accept future donations, from time to time and from other
sources, needed for the City's USAR and DMAT. programs, upon the
City Manager's finding that said donations are necessary for
these programs and will not negatively impact and/or become an
undue financial burden to the City.
Section 4. This Resolution shall become effective
immediately upon its adoption.

It is respectfully recommended that the City Commission pass the
attached Resolution authorizing the City Manager to accept the
proposed donation of three (3) refrigerated/insulated trailers,
in the value of approximately $18,000, from Xtra Corporation,
Transport International Pool, Inc., and PLM International, Inc.,
for the purpose of transporting and storage of Urban Search and
Rescue (USAR) and Disaster Medical Assistance Team (DMAT)
equipment.
In addition, the Resolution authorizes the City Manager to accept
future donations to these Programs, from time to time and from
other sources, upon the City Manager's finding that said
donations are of need to these Programs and will not negatively
impact and/or become an undue financial burden to the City.
BACKGROUND:
The Department of Fire -Rescue is developing a strong and
effective Disaster Response Program in conjunction with the City
of Coral Gables, Hialeah, the Village of Key Riscayne and the
City of f"iami Beach. As a non -funded program it relies on
receiving equipment through grants, donations and limited federal
resources.
The equipment cache which is required to be pre -packaged, loaded
and ready to respond to disasters consists of heavy rescue
tools, medical equipment, hazardous material response equipment,
communications gear, technical search equipment, heavy rigging
equipment, tents, food, water and other gear; to support 56
people for up to 10 days. The cache weighs over 25,000 lbs. and
is required to remain highly mobile for over the road and/or air
transport. The USAR Task Force has received three (3)
commitments for donation of refrigerated/insulated trailers to be
of service in this regard.
In initially establishing this Task •Force there will be many
additional donations of equipment and materials from other
sources which will require expedient acceptance and inclusion in
the USAR and DMAT operational programs.
