RESOLUTION NO. 9 4- 482
A RESOLUTION, WITH ATTACHMENTS, APPROVING IN
PRINCIPLE, THE DESIGNATION OF THE RAFAEL
HERNANDEZ HOUSING AND ECONOMIC DEVELOPMENT
CORPORATION, A NOT -FOR -PROFIT CORPORATION, AS
SPONSOR TO UNDERTAKE THE DEVELOPMENT OF THREE
(3) NEW SINGLE FAMILY HOMES AFFORDABLE TO
FAMILIES AND INDIVIDUALS OF LOW AND MODERATE
INCOME ON SEVERAL CITY -OWNED VACANT PARCELS
LOCATED IN THE WYNWOOD NEIGHBORHOOD, WHICH
ARE MORE PARTICULARLY AND LEGALLY DESCRIBED
IN THE ATTACHED EXHIBIT "A", SUBJECT TO SAID
CORPORATION PROVIDING EVIDENCE ACCEPTABLE TO
THE CITY OF FIRM COMMITMENTS FOR PROJECT
CONSTRUCTION AND PERMANENT FINANCING;
DIRECTING RAFAEL HERNANDEZ HOUSING AND
ECONOMIC DEVELOPMENT CORPORATION TO PREPARE
AND FINALIZE PROJECT PLANS AND
SPECIFICATIONS, CONSTRUCTION AND PERMANENT
FINANCING, AND CONSTRUCTION SCHEDULE TO BE
SUBMITTED WITHIN TWELVE (12) MONTHS OF THE
DATE OF THIS ACTION FOR FINAL CONSIDERATION
AND APPROVAL BY THE CITY COMMISSION.
WHEREAS, there exists in the City of Miami, a. severe
shortage of housing within the affordability range of families
and individuals of low and moderate income; and
WHEREAS, the City Commission recognizes that participation
of both the public and private sector is necessary to foster the
development of housing affordable to low and moderate income
families and individuals in the City; and
WHEREAS, in an effort to promote the development of
affordable housing in the City, the City Administration
recommends the granting of development rights to the Rafael
Hernandez Housing and Economic Development Corporation, for the

development of three (3) new single family homes on the City -
owned parcels, subject to certain terms and conditions
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. Rafael Hernandez Housing and Economic
Development Corporation, a not -for. -profit corporation, is hereby
designed, in principle, as sponsor to undertake the development
of three (3) new single family homes affordable to low and
moderate income families and individuals on several vacant City -
owned parcels located in the Wynwood neighborhood, more
particularly described in Exhibit A, subject to said corporation
providing evidence acceptable to the City of firm commitments for
project construction and permanent financing.
Section 3. Rafael Hernandez Housing and Economic
Development Corporation is hereby directed to prepare and
finalize project plans and specifications, construction and
permanent financing, construction schedule which shall be
submitted within twelve (12) months of the date of this action
for final consideration and approval by the City Commission.
Section 4. This Resolution shall. become effective
immediately upon its adoption.

RECOMMENPATIQN :
It is respectfully recommended that the City Commission adopt the
attached resolution approving in principle, the designation of
the Rafael Hernandez Housing and Economic Development
Corporation, a not -for -profit housing corporation as sponsor to
undertake the development of three (3) new single family homes on
three (3) parcels of vacant land under city -ownership located in
the Wynwood neighborhood.

The Department of Development and Housing Conservation .recommends
ratification of the attached resolution, approving in principle,
the designation of the Rafael Hernandez Housing and Economic
Development Corporation, as sponsor to undertake the development
of three (3) new single family homes on three (3) parcels of
vacant land currently under city -ownership in the Wynwood
neighborhood.
The attached resolution requires that final designation of the
Rafael Hernandez Housing and Economic Development Corporation as
project sponsor is predicated upon the submission within twelve
(12) months, from the date of this conditional award, for the
City Administration's verification and the City Commission review
and approval:
1) Final, housing site plan, unit plan and specifications.
2) Verifiable evidence of firm commitments for construction
and permanent financing in accordance with the sponsor's
proposal to develop each parcel.

{ The City is in a position to assist the private sector in the
development of new homeownership housing, affordable to low and
moderate income families in the Wynwood neighborhood, by making
three (3) parcels of vacant land currently under city -ownership
available for such development. In an attempt to further promote
{ the development of new single family homes in the Wynwood
neighborhood, City Commission ratification of the attached
resolution is recommended.

It is my pleasure to inform you that a group of banks have joined
to form a consortium to provide construction financing to the
Rafael Hernandez Housing & Economic Development Corp. in order to
enhance the Wynwood area. Some of the banks in the consortium have
also agreed to,place families into these dwellings and provide long
term financing. Therefore, we are respectfully requesting that if
the City of Miami owns any land that can be used for said purposes,
that upon the approval of the funds from the consortium, that these
lands be deeded to the Rafael Hernandez Housing. Not only would
this enhance the tax base of the City but will show our concern and
commitment to these neighborhoods.

this matter, and should you require additional information, please.

Dear Mr. Hepburn:
On May 13, I visited your office with the purpose of discussing
alternatives to begin as soon as possible a project of affordable
housing in the Wynwood Area, in order to comply with the objectives
of this corporation. You indicated me that the city would be
willing to give us certain lots in order to build on them.
Specifically were mentioned three lots as follows:
98 NW 27TH_ STREET
3431 NW 6TH AVENUE
169 NW 35TH STREET
Afterwards, you told me that because of the problems with the sewer
capacity it seemed to be difficult to build in those lots. Your
recommendation was to discuss the matter with the officers of the
Department of Environmental Resources Management,'which I did.
They indicated me that most of the work to be done on the sewer
would be finished by the month of September 1994 and then all the
restrictions would be lifted. Based on this information we believe
that it would be feasible to build on the lots that you offered.
Therefore, by this means we are asking that the aforementioned lots
be transferred to the Rafael Hernandez Hbusiq4 and Economic
Development Corporation for the purpose of building affordable
housing on them for the Wynwood Area.

We are planning to use funds that would be available through a bank
consortium and the $100,000.00 from the Economic Development
Department that were promised to us.
Please notify us of the additional steps that need to be taken, as
soon as possible.
