RESOLUTION NO. 94-1- 478
A RESOLUTION AUTHORIZING PAYMENT IN THE
AMOUNT OF $50,000 TO THE OFFICE OF THE CHIEF
OF POLICE OF THE CITY OF NORTH MIAMI,
FLORIDA, SAID PAYMENT OFFERED BY THE CITY OF
MIAMI AS REWARD FOR INFORMATION WHICH LEAD UP
TO OR RESULTED IN THE ARREST AND CONVICTION
OF THE KILLER(S) OF CITY OF NORTH MIAMI
POLICE OFFICER STEVEN BAUER; ALLOCATING FUNDS
THEREFOR FROM THE CITY OF MIAMI GENERAL FUND,
FY '93-94, FOR SAID PAYMENT.
WHEREAS, pursuant to Resolution No. 92-1, adopted January 9,
1992, the Miami City Commission authorized and directed the City
Manager to make funds available in the amount of $50,000 as
reward for information leading up to or resulting in the arrest
and conviction of the killer(s) of North Miami Police Officer
Steven Bauer; and
WHEREAS, said Resolution stipulated that: (1) said arrest
must take place within 90 days from effective date of Resolution
No. 92-1; (2) said reward would remain in effect until
January 31, 1993; (3) the reward was not applicable to Law
Enforcement Officers; (4) the Chief of Police of the City of
North Miami, Florida, shall be the official administering said
reward; and (5) the reward money shall be transferred to the
Office of the Chief of Police of the City of North Miami upon
certification by the Chief of Police that there has been an
arrest and conviction fulfilling the reward condition; and

WHEREAS, North Miami Chief of Police Kenneth Each has
notified the City of Miami that, it is his opinion, and that of

his investigative staff, that the information received from
Mr. Lazaro Hernandez during the homicide investigation, and Mr.
I
Hernandez' subsequent testimony at the trial which concluded on
May 27, 1994, directly contributed to the guilty adjudication of
five named defendants for Murder in the First Degree of Detective
i
Steven Bauer; and

WHEREAS, the Miami City Commission, based upon Chief Each's
determination, authorizes the payment of $50,000 as reward for
information received from Mr. Lazaro Hernandez;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. Payment in the amount of $50,000 to the
Office of the Chief of Police of the City of North Miami,
Florida, is hereby authorized, said payment offered by the City
of Miami as reward for information which lead up to or resulted
in the arrest and conviction of the killer(s) City of Miami
Police Officer Steven Bauer, with funds therefor hereby allocated
from the City of Miami General Fund, FY '93-94, for said payment.

Seotion 3. This Resolution shall beoome effeotive
immediately upon its adoption.

the attached resolution authorizing the funding cif a sward for
the information which led to the arrest and conviction of North
miami Foijce officer Steven Bauer'a assailants, in an amount not
to exceed $50r000.
UCKGROUND :
On January 9, 1992, North Miami Police Chief Kenneth Each
appeared betore the Miami City Commiesion and requested their
aaaistance for a L-wward fund. on the floor, thus, originated
Resolution No. 92-1. An a result, a Hr. Lazaro Hernandez uame
forward and provided the information necessary for the arrest of
defendants Leonardo Fianqui, Pablo San Martin, Fearna,ndn
Fernandez, Ricardo Gonzalez and Pablo Abreau. Lazaro Hernandez'
testimony at trial was instrumental in the successful
adjudication of Lheae defendants. on May 27, 1994 the Courts
found the defendants guilty of Murder in the VlrksL Degree of
Detective Steven BauAr.
It is, therefore, recommended that the Resolution authorizing the
funding of Reward Monl.es for the information which led to the
arrest and conviction of off. Steven Bauer's assailants, in an
amount not to exceed $50,000, be adopted; with said reward ylven
to Mr. Lazaro Kernandez .
