RESOLUTION NO. 9 470
A RESOLUTION AUTHORIZING A CONTRIBUTION TO
THE YOUTH CRIME AND DRUG PREVENTION SOCCER
LEAGUE, IN AN AMOUNT NOT TO EXCEED $61,092
AND ALLOCATING FUNDS THEREFOR FROM THE LAW
ENFORCEMENT 'TRUST FUND, PROJECT NO. 690001,
INDEX CODE 290904-996, SUCH EXPENDITURE
HAVING BEEN CERTIFIED BY THE CHIEF OF POLICE
AS BEING IN COMPLIANCE WITH FLORIDA STATE
STATUTE 932.7055.
WHEREAS, Florida State Statute 932.7055, as amended,
authorizes the expenditure of. .forfeiture proceeds for law
enforcement purposes not considered normal operating expenses;
and
WHEREAS, Resolution No. 89-714, adopted July 27, 1989,
established the Youth Crime and Drug Prevention Soccer League;
and
WHEREAS, last year the Soccer League recruited over 212
participants, conducted 190 drug conferences, attended 11 local
soccer games and obtained jobs for many of the participants; and
WHEREAS, additional funds are necessary to continue this
much needed alternative to antisocial activities; and
WHEREAS, the Chief of Police has recommended adoption of
this Resolution and has determined that the expenditure proposed
complies with Florida State Statute 932.7055, as amended; and

WHEREAS, funds to cover the necessary expenses required for
this program are available in the City of Miami Law Enforcement
Trust Fund, Project No. 690001, Index Code 290904-996;
NOW, THEREFORE, BE IT RESOLVED BY THE C014MISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The contribution to the Youth Crime and Drug
Prevention Soccer League, in an amount not to exceed $61,092, is
hereby authorized, with funds therefor hereby allocated from the
City of Miami Law Enforcement Trust Fund, Project No. 690001,
Index Code 290904-996, such expenditure having been certified by
the Chief of Police as being in compliance with Florida State
Statute 932.7055.
Section 3. This Resolution shall become effective
immediately upon its adoption.

RECOMMENDATION:
It is respectfully recommended that a Resolution authorizing an
increase in allocations to the Youth Crime and Drug Prevention
Soccer League, in an amount not to exceed $61,092, funding to be
from the Law Enforcement Trust Fund, be approved.
BACKGROUND:
The Police Department established a Youth Crime and Drug
Prevention Soccer League, Resolution No. 89-714, adopted July 27,
1989, in an effort to curb the use of drugs by the youth of the
City of Miami. Last year this soccer league recruited over 212
participants, gave 190 drug conferences, attended 11 local soccer
games, and obtained 2 jobs for participants and provided
individual counselling to those in need.
It is, therefore, recommended that the Resolution authorizing the
increase in allocations to the Youth Crime and Drug Prevention
Soccer League, at a cost not to exceed $61,092, funding to be
provided from the Law Enforcement Trust Fund, Project No. 690001,
Index Code 290904-996, be approved.
