RESOLUTION NO.
A RESOLUTION, AUTHORIZING THE CITY MANAGER TO
NEGOTIATE AND EXECUTE A PROFESSIONAL SERVICES
AGREEMENT, IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY, WITH THE FIRM OF POST, BUCKLEY,
SCHUH AND JERNIGAN, INC. FOR A FEASIBILITY
STUDY TO CONSOLIDATE SELECTED CITY
MAINTENANCE FUNCTIONS OF THE CITY OF MIAMI
MUNICIPAL SHOPS; ALLOCATING FUNDS THEREFOR,
IN AN AMOUNT NOT TO EXCEED $47,760.00, FROM
CAPITAL IMPROVEMENT PROJECT NO. 311018, AS
PREVIOUSLY APPROPRIATED BY ORDINANCE NO.
11139.
WHEREAS, there is an urgent need for to relocate the City of
Miami Municipal Shops facilities presently located at 1901
Northwest 12th Avenue and 1060-1080 Northwest 20th Street to a
new and more suitable location; and
WHEREAS, it is in the City's best interest from an
economical and operational standpoint to consolidate the
functions of th City's motor pool, public works operations and
communications services within a single site; and
WHEREAS, prior to engaging services of an architectural and
engineering firm for the development and preparation of
construction plans and specifications for a new Municipal Shops
Facility, it is recommended that a feasibility study be conducted
to define the consolidation program; and
WHEREAS, the firm of Post, Buckley, Schuh and Jernigan, Inc.
has unique expertise to provide such services for said
feasibility study; and

WHEREAS, funds are available from Project No. 311018 to
conduct said feasibility study;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The City Manager is hereby authorizedl`/ to
negotiate and execute a professional services agreement, in a
form acceptable to the City Attorney, with the firm of Post,
Buckley, Schuh and Jernigan, Inc., for a feasibility study to
consolidate selected City maintenance functions of the City of
Miami Municipal Shops, with funds therefor hereby allocated, in
an amount not to exceed $47,760.00, from Capital Improvement
Project No. 311018, as previously appropriated by Ordinance No.
11139.
Section 3. This Resolution shall become effective
immediately upon its adoption.

The herein authorization is further subject to compliance
with all requirements that may be imposed by the City
Attorney, including but not limited to those prescribed by
applicable City Charter and Code provisions.

RECOMMENDATION
It Le respectfully rocormeonded that the Miami City Commission
adopt the attached rpR;nlut.inn which authorizes the City Manager
to negotiate and execute a professional services agreement with
the firm of Poet, Buckley, Schuh and Jernigan, Inc. for a
feasibility studto consolidate City maintenance functions of
tho City of Miami Municipal Shops.
BACKGROUND
Tho City of Miami is presently investigating the possible male of
property at the site of its Municipal Shops fa.-;ility located at
1060-1080 N. W. 20th Street. Should this sale occur, the City°s
maintenance functions and support services of Public works,
Motorpool, property Maintenance, and Communications would have to
be relocated. It is my recommendation that these functione be
consolidated within a single, centrally located nit".
Prior to engaging eserviaos of an architectural And engineering
firm for tho development and preparation of construction plans
for a new Municipal shops facility, it is recommended that a
feasibility study be conducted to define the consolidation
program. Upon further discussions and invueLigations we have
doterminea the firm of Post,, Buckley, Schuh and Jernigan, Inr..
to be uniquely qualified to provide the services for the
fossi.bility study. The fee for these services will not exceed
$47,760.
