RESOLUTION NO. 9 418
A RESOLUTION AUTHORIZING THE CITY MANAGER TO
ENTER INTO AN EXPERIMENTAL SHORT TERM
CONTRACT, ENDING SEPTEMBER 30, 1994, WITH
KIMMINS RECYCLING CORPORATION ("KIMMINS") FOR
THE DISPOSAL OF YARD AND NON-PUTRESCIBLE
WASTE AT THE KIMMINS RECYCLING FACILITY, SAID
DISPOSAL TO REPRESENT A POTENTIAL ESTIMATED
SAVINGS OF $669,368.00 TO THE CITY OF MIAMI.
WHEREAS, at the present time the City of Miami is disposing
of all its yard and non-putresoible waste at the Metropolitan -
Dade County Transfer Station, at a cost of $68.00 per ton; and
WHEREAS, Kimmins Recycling Corporation ("Kimmins") has
agreed to charge the City of Miami $45.00 per ton for an
estimated tonnage of 1,050 tons per week, which will represent an
estimated $669,368.00 in savings to the City for the period
ending September 30, 1994; and
WHEREAS, the Kimmins Recycling Facility is located in
Hialeah, which is in close proximity of the City of Miami's
borders and the City's various waste collection routes; and
WHEREAS, the use of said facility will reduce the wait in
line at the transfer station and subsequently reduce the costs of
fuel, tires, maintenance and equipment; and
WHEREAS, the Department of General Services Administration
and Solid Waste performed an economic assessment of the costs and
other benefits associated with said disposal as compared to the
actual process; and

WHEREAS, the assessment revealed a cost savings of
approximately $669,368.00 for the period ending September 30,
1994, should the Kimmins Recycling Facility be utilized by the
City for the disposal of yard and non-putresoible waste by the
City;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The City Manager is hereby authorized to
enter into an experimental short term contract, ending
September 30, 1994, with Kimmins Reoycling Corporation
("KIMMINS") for the disposal of yard and non-putresoible waste at
the Kimmins Recycling Facility, said disposal to represent a
potential estimated savings of $669,368.00 to the City of Miami.
Section 3. This Resolution shall become effective
immediately upon its adoption.
PASSED AND ADOPTED this 9th day of June 1994.

It is respectfully recommended that the City Commission pass the
attached resolution authorizing the City Manager to enter into an
experimental short term contract with Kimmins Recycling
Corporation for the disposal of yard waste and non- putrescible
waste to their recycling facility, which will represent to the
City an estimated savings of $669,368.00.

The Department of General Services Administration and Solid
Waste, in an effort to better serve all residents of the City of
Miami, have performed an economic assessment of the cost and
other benefits associated with this project as compared to the
present process, which is using Metro Dade County Transfer
Station for all disposal services.
Kimmins Recycling Corporation will charge the City of Miami
$45.00 per ton at an estimated tonnage of 1,100 tons per week of
yard and non-putrescible waste to be processed, it will represent
an estimated amount of $669,368.00 in savings to the City for the
period ending September 30, 1994.
