A RESOLUTION RATIFYING, APPROVING AND
CONFIRMING THE EMERGENCY ACTION OF THE CITY
MANAGER IN THE PURCHASE OF A TURNKEY FIRE
STATION ALERTING SYSTEM, FOR THE FIRE -RESCUE
DEPARTMENT, ON A LEASED PURCHASE BASIS, FROM
MOTOROLA COMMUNICATIONS ELECTRONIC, INC.
(MOTOROLA C & E), FOR A FIVE YEAR PERIOD, AT
AN ANNUAL COST OF $54,447.58, FOR A TOTAL
PROPOSED AMOUNT OF $272,237.90; ALLOCATING
FUNDS THEREFOR FROM FIRE -RESCUE FY'94 ACCOUNT
CODE NO. 280401-880 AND DADE COUNTY EMS GRANT
AWARD INDEX NO. 280-528-840; AUTHORIZING THE
THE CITY MANAGER TO EXECUTE AN AGREEMENT, IN
A FORM ACCEPTABLE TO THE CITY ATTORNEY, TO
IMPLEMENT SAID ACQUISITION; AND DIRECTING THE
CITY MANAGER TO INSTRUCT THE CHIEF
PROCUREMENT OFFICER TO ISSUE PURCHASE ORDERS
FOR SAID ACQUISITION.
WHEREAS, the Fire-Resoue Department is in need of an
alerting system to insure that the fire stations are alerted in
an efficient and reliable manner; and
WHEREAS, pursuant to public notice, sealed proposals were
solicited, in response to RFP 93-94-001, to provide a turnkey
fire station alerting system; and
WHEREAS, invitations were mailed to sixteen (16) potential
proposers and only one (1) proposal was received on December 8,
1993; and
WHEREAS, the City Manager has made a finding that the
purchase of a turnkey fire station alerting system from Motorola
Communications Electronic, Inc. (Motorola C & E), on a leased

purchase basis, for a five year period, at an annual cost of
$54,447.58, for a total proposed amount of $272,237.90, is an
emergency due to an expected price increase for said system; and
WHEREAS, said for this acquisition are available from the
FY'94 Fire -Rescue Account Code No. 280401-880 and Dade County EMS
Grant Award Index No. 280-528-840;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The emergency action of the City Manager in
the purchase of a Turnkey Fire Station Alerting System, for the
Fire -Rescue Department, on a leased purchase basis, from Motorola
Communications Electronic, Inc. (Motorola C & E), for a five year
period, at an annual cost of $54,447.58, for a total proposed
amount of $272,237.90 is hereby ratified, approved and confirmed,
with funds therefor hereby allocated from Fire-Resoue FY'94
Account Code No. 280401-880 and Dade County EMS Grant Award Index
No. 280-528-840.
Section 3. The City Manager is hereby authorized`/ to
execute an agreement, in a form acceptable to the City Attorney,
to implement said acquisition.
The herein authorization is further subject to compliance
with all requirements that may be imposed by the City
Attorney, including but not limited to those prescribed by
applicable City Charter and Code provisions.

Section 4. The City Manager is hereby directed to
instruct the Chief Procurement Off ioer to issue purchase orders
for said acquisition.
Section 5. This Resolution shall become effective
immediately upon its adoption.

It is respectfully recommended that the City Commission adopt a
resolution approving, ratifying and confirming the emergency
action of the City Manager in purchase of a turnkey fire station
alerting system from Motorola communications Electronic, Inc.
(Motorola C & E), on a leased purchase basis, for a five (5) year
period, at an annual cost of $54,447.58, for a total proposed
amount of $272,237.90.
BACKGROUND:
Due to the Fire -Rescue Department critically needing the alerting
system to insure that the fire stations are alerted in an
efficient and reliable manner, and emergency finding was made by
the City Manager to purchase a turnkey fire station alerting
system. The agreement with Motorola is in accordance with the
terms and conditions of RFP 93-94-001 and a form acceptable to
the City Attorney.
Funds are allocated from Fire -Rescue FY'94 Account Code No.
280401-880 and Dade County EMS Grant Award Index 280-528-840.

Department of Fire -Rescue ENCLOSURES:
The present fire station alerting system does not adequately
assure that fire stations are alerted in an efficient manner.
Currently, telephone lines are used to alert the stations but
they have proven unreliable.
It is recommended that the purchase of a Fire Alerting System
from Motorola Communications Electronic Inc., in the amount of
$272,238 be authorized on an emergency basis due to an expected
price increase.
Funds for this purchase are available in the Department of Fire -
Rescue FY 194 Budget Account Code No. 280401-880 and Dade County
EMS Grant Award Index #280-528 Object Code #840.
With your approval for this finding of emergency we will process
legislation for the June 9, 1994 City Commission Agenda
recommending approval, ratifying, and confirming this action.
