HomeMy WebLinkAboutR-94-0414J-94 5/27/94 RESOLUTION NO. 1 4 4 14 A RESOLUTION, WITH ATTACHMENTS, AUTHORIZING THE CITY MANAGER TO EXECUTE INDIVIDUAL CONTRACTUAL AGREEMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH TEN (10) NEIGHBORHOOD BASED HOUSING COMMUNITY DEVELOPMENT CORPORATIONS (ALLAPATTAH BUSINESS DEVELOPMENT AUTHORITY, CODEC, INC., EDGEWATER ECONOMIC DEVELOPMENT CORPORATION, EAST LITTLE HAVANA COMMUNITY DEVELOPMENT CORPORATION, GREATER MIAMI NEIGHBORHOODS, INC., LITTLE HAITI HOUSING ASSOCIATION, ST. JOHN COMMUNITY DEVELOPMENT CORPORATION, FLORIDA HOUSING COOPERATIVE, INC., TACOLCY ECONOMIC DEVELOPMENT CORPORATION, AND RAFAEL HERNANDEZ HOUSING AND ECONOMIC DEVELOPMENT CORPORATION), FOR THE PURPOSE OF UNDERTAKING ACTIVITIES TO PROMOTE THE DEVELOPMENT OF HOUSING AFFORDABLE TO LOW AND MODERATE INCOME FAMILIES AND INDIVIDUALS; FURTHER ALLOCATING FUNDING FROM TWENTIETH (20TH) YEAR COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM FUNDS AS STATED IN SECTION 3 OF THIS RESOLUTION FOR THE PURPOSE OF PROVIDING ADMINISTRATIVE FUNDING SUPPORT AND/OR TO FUND PROJECT DEVELOPMENT RELATED ACTIVITIES TO THE AFOREMENTIONED COMMUNITY DEVELOPMENT CORPORATIONS. WHEREAS, there exists in the City of Miami a severe shortage of housing within the affordability range of families and individuals of low and moderate income; and WHEREAS, the City Commission recognizes that participation of both the public and private sector is necessary to foster the development of housing within the affordability range of the City's low and moderate income families and individuals; and WHEREAS, the City Commission, at the April 14, 1994 City Commission meeting, approved the allocation of 20th Year ATTACHMENT (S) - IL-0, E CITY COMMsszON MEETING OF JU N 0 9 1994 Aeeolutjpn�Ngr ! ,4 L L� Community Development Block Grant Program funding to Allapattah Business Development Corporation, CODEC, Inc., Little Haiti Housing Association, East Little Havana Community Development Corporation, Florida Housing Cooperative, Inc., Greater Miami Neighborhoods, Inc., St. John Community Development Corporation, Tacolcy Economic Development, Edgewater Economic Development Corporation, and Rafael Hernandez Housing and Economic Development Corporation in support of the community based not - for -profit housing corporations projects for promoting the development of housing affordable to the City's low and moderate income families and individuals; and WHEREAS, the roles and responsibilities of the City of Miami and the aforementioned community development corporations will be set forth in contractual agreements, in a form acceptable to the City Attorney; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The City Manager is hereby authorized to execute ten (10) individual contractual agreements, in a form acceptable to the City Attorney, with the community development corporations listed in Section 3 below, for the amount and contract period specified for each, for the purpose of undertaking activities to promote the development of housing 4- 414 -2- affordable to low and moderate income families and individuals in the City of Miami, subject to approval of each corporation's work program by the U.S. Department of Housing and Urban Development (HUD). Section 3. Funding from 20th Year Community Development Block Grant funds is hereby allocated for the purpose of providing an administrative funding support grant and/or project development related funding to the following not -for -profit community development corporations listed below: CONTRACT CONTRACT 1) Allapattah Business Development $ 50,000 1 Year Authority 2) CODEC, Inc. 50,000 1 Year 3) Little Haiti Housing Association 50,000 1 Year 4) East Little Havana Community 50,000 1 Year Development Corporation 5) Edgewater Economic Development *100,000 1 Year Corporation 6) Florida Housing Cooperative, Inc. 50,000 1 Year 7) Greater Miami Neighborhoods, Inc. 100,000 1 Year 8) St. John Community Development 90,000 1 Year Corporation 9) Tacolcy Economic Development 50,000 1 Year Corporation 10) Rafael Hernandez Housing and 50,000 1 Year Economic Development Corporation * Only $25,000 will be utilized by Edgewater Economic Development Corporation for administrative support, while the balance of $75,000 will be utilized for project development related activities. 14- 414 -3- Section 4. MAY 31 1994 FILE Resolution Authorizing Execution of Agreements Between City and Community Development Corporations (CDCs) City Commission Agenda Item - June 9, 1994 It is respectfully recommended that the City Commission adopt the attached resolution authorizing the City Manager to execute individual contractual Agreements with the Allapattah Business Development Authority, East Little Havana Community Development Corporation, Edgewater Economic Development Corporation, Florida Housing Cooperative, Inc., Little Haiti Housing Association, CODEC, Inc., Greater Miami Neighborhoods, Inc., St. John Community Development Corporation, Tacolcy Economic Development Corporation, and Rafael Hernandez Housing and Economic Development Corporation in furtherance of their efforts to promote the development of housing affordable to low and moderate income families and individuals in the City of Miami. The attached resolution further directs the City Manager to disburse funding in the amounts stated in Section 3 of the attached resolution, from 20th Year Community Development Block Grant Program funds, to the aforementioned neighborhood based community development corporations, for the purpose of undertaking housing related activities in the City. ;• kl At the April 14, 1994 City Commission meeting, the City Commission authorized the City Manager to submit the City's approved Grant Program Financial Statement to the U.S. Department of Housing and Urban Development, in connection with the City's request for funding in the amount of $13,681,150 for implementation of the City's proposed Community Development Block Grant Program (CDBG) during Fiscal Year 1994-1995. Over the past several years, over 800 new affordable housing units have been developed in the City of Miami by community development corporations (CDC's). Over the next two (2) years, an additional 700 affordable housing units are being planned to be sponsored by community development corporations (CDC's) on city -owned land or other forms of financial assistance from the city, county, state and federal sources. Attached is a listing of the various housing projects which have been completed and/or planned ':jy community development corporations in the City. Honorable Mayor and Members of the City Commission Page 2 The Department of Development and Housing Conservation recommends ratification of the attached resolution authorizing the City Manager to execute individual contractual Agreements with ten ? (10) neighborhood based community development corporations, in furtherance of their efforts to promote the development of housing affordable to low and moderate income families and individuals in the City of Miami. The attached resolution further directs the City Manager to disburse administrative funding in the amounts stated in Section 3 of the attached resolution to the aforementioned neighborhood based community development corporations, for the purpose of undertaking housing related activities in the City. City Commission ratification of the attached resolution is recommended. 4- 414
