HomeMy WebLinkAboutR-94-0391.1J-94-360A 6/2/94 RESOLUTION NO. 9 4- 321,) 1_ 1 A RESOLUTION APPOINTING CERTAIN INDIVIDUALS TO SERVE AS MEMBERS OF THE DOWNTOWN DEVELOPMENT AUTHORITY FOR TERMS OF OFFICE AS DESIGNATED HEREIN. WHEREAS, pursuant to Resolution No. 93-766, adopted December 16, 1993, the City Commission established a committee known as the City's Boards and Committees Review Committee and directed said Committee to evaluate the performance and effectiveness of each existing City board and committee and make recommendations to the City Commission regarding the continuation, abolishment or consolidation of said boards and committees and of any changes which should be made in the membership, function or any other characteristic of said boards and committees; and WHEREAS, pursuant to the City Commission's directive, the City's Boards and Committees Review Committee held meetings and rendered a report making findings and recommendations to the City Commission, at its meeting of February 17, 1994, one of said recommendations being that the terms of all current members of the Downtown Development Authority shall be terminated and that new members shall be appointed; and CITY cow mING o ' JUN n 9 1994 WHEREAS, pursuant to Ordinance No. 11130, adopted March 24, 1994, the City Commission adopted the City's Boards and Committees Review Committee's recommendations and terminated the terms of all current members of the Downtown Development Authority as of the effective date of said Ordinance, with the proviso that said current members shall continue to serve until their successors are appointed; and WHEREAS, the City Commission has appointed Commissioner Wifredo Gort to serve as Chairman of the Board of Directors of the Downtown Development Authority; and WHEREAS, the City Commission, on May 23, 1994, adopted Ordinance No. 11151 providing, inter alia, for appointment procedures for the Downtown Development Authority Board of Directors; and WHEREAS, the City Commission wishes to appoint certain individuals as members of the Downtown Development Authority; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The following individuals are hereby appointed as members of the Downtown Development Authority, each member to serve a term of two (2) years commencing this date or until the nominating commissioner leaves office, whichever occurs first: -2- 4- 391.1 APPOINTEES: NOMINATED BY: 1. Ms. Taylor has been absent from four meetings since that time, Code Section 2-430 reads, in part: ",..any board member shall be automatically removed if, in a given calendar year... he or she is absent from four (4) of the board's meetings..," In cases like this, the City Clerk is charged with the responsibility of informing the Commission. By copy of this memorandum we are also requesting of the Agenda Office to place this issue on the January 12, 1995 agenda for consideration by the City Commission, at which time, Commissioner Gort may wish to make his appointment. Following your action on our proposal, you suggested we identify the names of qualified individuals who could serve on the board. The committee followed that directive and sent a notice and ballots, for nominating board members, to ALL property owners within the DDA district. The property owners were asked to submit the names of nominees to serve on the board and were invited to a town meeting on Tuesday evening June 1st, 1994, to vote on twelve candidates. Attached, as schedule B, is a list of forty one (41) nominees whose names were placed on the ballot either as pre -nominees or nominated from the floor. The townhall voting process allowed attendees, to vote for up to twelve individual board nominees. Attached, as schedule A, is a list of the top sixteen (16) vote recipients at the townhall meeting.
