BACKGROUND: The Department of Development and Housing recommends the adoption of the proposed Resolution as a tool to be used in applications to request funding for the development of a pedestrian oriented transit plaza on Southwest 15th Avenue, between the Tower Theater and Domino Park in Little Havana. An application for funding will be submitted May 20, 1994 to the Metropolitan Dade County Transportation Enhancement Program for this project. The S.W. 15th Avenue Pedestrian & Transit Plaza will link two major attractions in the Latin Quarter District area by providing an outdoor urban space where locals and tourists can enjoy these facilities. The plaza will allow motor traffic to flow only to the parking areas on S.W. 15th Avenue and stop traffic into the neighborhood by closing the street before reaching the corner of S.W. 9th Street. The renovation of the historical Tower Theater will bring to this neighborhood a state of the art facility featuring a two screen cinema, a small stage for performances and an interpretive center showcasing exhibits and displays on the community and the role of the Cuban exiles in the history of Miami. Tour buses, school buses, vans with elderly people can be drop off at the S.W. 15th Avenue Pedestrian & Transit Plaza and walk into a cultural and historical experience. It is therefore recommended, that the City Commission approve the proposed Resolution supporting the City's administration efforts to securing funding for this project.
