FOR THE FURNISHING OF PHOTOGRAPHIC CAMERAS AND ACCESSORIES TO THE DEPARTMENT OF POLICE FOR FAILURE TO HOLD QUOTED PRICES APPROVED UNDER RESOLUTION NO. 94-150, ADOPTED MARCH 24, 1994; AUTHORIZING AND APPROVING THE AWARD OF SAID CONTRACT TO THE LOWEST RESPONSIBLE AND RESPONSIVE BIDDER, PHIL'S CAMERA SERVICES, AT A TOTAL PROPOSED AMOUNT OF $11,544.00; ALLOCATING FUNDS THEREFOR FROM THE DEPARTMENT OF POLICE GENERAL OPERATING BUDGET, ACCOUNT CODE NO. 290201-850; AUTHORIZING THE CITY MANAGER TO INSTRUCT THE CHIEF PROCUREMENT OFFICER TO ISSUE A PURCHASE ORDER FOR THIS ACQUISITION. WHEREAS, pursuant to public notice, sealed bids were received December 22, 1993 and award was made March 24, 1994, by Resolution No. 94-150 to Camera Corner, Inc., for the furnishing of photographic cameras and accessories to the Department of Police; and WHEREAS, this equipment will be utilized by the Police Department's Identification Detail; and WHEREAS, the City Manager and the Chief of Police recommend that the award for photographic cameras and accessories to Camera Corner, in the amount of $11,544.00, be rescinded due to failure CITY COMMISSION MEETING OF J U N 0 9 1994 Roe194— 377 to hold quoted prices and that the contract be awarded to the lowest responsible and responsive bidder, Phil's Camera Services, at a total proposed cost of $11,544.00; and WHEREAS, funds for this acquisition are available from the Police Department's General Operating Budget, Account Code No. 290201--850 ; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The previous award to Camera Corner, Inc., for the furnishing of photographic cameras and accessories to the Department of Police is hereby rescinded and award made to the lowest responsible and responsive bidder, Phil's Camera Services, at a total proposed cost of $11,544.00 is hereby approved, with funds therefor hereby allocated from the Police Department General Operating Budget, Account Code No. 290201-850. Section 3. The City Manager is hereby authorized to instruct the Chief Procurement Officer to issue a purchase order for this acquisition. Section 4. The funding source will be the Police Department General Operating Budget, Index Code 290201-850. BACKGROUND: The Police Department is responsible for the collection and preservation of evidence for presentation in courtroom proceedings. The use of photographs for this purpose is an indispensable tool and extremely effective. The cameras and accessories being requested will be utilized to equip the Police Department Identification Detail. On December 2, 1993, invitations for sealed bids were sent to prospective vendors. Bids were opened on December 22, 1993, with two (2) responsive vendors and five (5) unresponsive vendors. Camera Corner was previously given local vendor preference and awarded the opportunity to match the lowest bid. Camera Corner has since stated that they are unable to hold their prices. Phil's Camera Services are providing the equipment at the same cost. It is, therefore, recommended that the award of bid to Camera Corner be rescinded, and an award of bid be made to Phil's Camera Service, in the amount of $11,544.
