WHEREAS, pursuant to public notice, sealed bids were received August 23, 1993 for the furnishing of heavy automotive equipment to the Department of General Services Administration and Solid Waste/Fleet Management Division; and WHEREAS, Bid No. 92-93-104 was awarded under Resolution No. 93-863, adopted October 21, 1993, to various vendors for approximately 127 pieces of heavy automotive equipment required to replace worn and obsolete equipment; and WHEREAS, funds for this purchase are available from the Recycling and Education Grant Fund, Project No. 197006, Account Code No. 431304-840. Kr,sczrr�Lr� CITY COMMISSIoN NIEETTUG OF J U N, r e" 1994 Resolution No, 94- 368 WHEREAS, the Department of General Services Administration and Solid Waste needs to purchase additional heavy equipment items under Bid No. 92-93-104 for the Solid Waste Division's recycling efforts and Virginia Key Yard Waste Facility; and WHEREAS, the City Manager and the Assistant City Manager in charge of the Department of General Services Administration and Solid Waste recommend that the additional purchase of one (1) Cab and Chassis for a 25 yard Refuse Packer from White GMC of Palm Beach in the amount of $56,502 and one (1) 25 yard Refuse Packer from Metro -Tech Equipment Corporation, in the amount of $24,680, for a total amount of $81,182 be approved under Bid No. 92-93- 104; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The purchase, under Bid No. 92-93-104, of one (1) 25 yard Refuse Packer from Metro -Tech Equipment Corporation at a proposed amount of $24,680 and one (1) Cab and Chassis for a 25 yard Refuse Packer from White GMC of Palm Beach, at a proposed amount of $56,502, for the Department of General Services and Solid Waste is hereby approved, with funds therefor hereby allocated, in an amount not to exceed $81,182, from the FY '94 Recycling and Education Grant Fund, Project No. 197006, i Account Code No. 431304-840. -2- 94- 368 Section 3. This equipment will ensure the department's ability to meet the goals and objectives specified in the grant application for funds awarded for FY 194. Funds for this purchase are available from the FY '94 Recycling and Education Grant Fund 197006-421304-840. BACKGROUND On October 21, 1993 the City Commission approved the purchase of heavy equipment to replace worn and obsolete units. The Department of General Services Administration and Solid Waste has a need to purchase two (2) additional pieces of heavy equipment to further enhance the City's recycling program: One (1) 25 yard refuse packer ( Item 5 ) to be purchased from Metro - Tech Equipment Corporation, the lowest bidder and one (1) cab and chassis for the 25 yard refuse packer (Item 4) to be purchased from White GMC of Palm Beach, the third lowest responsive and responsible bidder in accordance with Bid No. 92- 93-104. The lowest bidder of Item 4, Mack Sales of South Florida was unable to extend the original price as quoted in their bid. The second low bidder, Atlantic Ford required an additional upcharge of $1,986.00 for government mandated emission requirements. It is therefor recommended that the award be made to White GMC of Palm Beach, the third low bidder at a proposed amount of $56,502.00. 94- 368 Honorable Mayor and Member of the City Commission Page 2 This recycling equipment will enhance the City's paper recycling program and the Virginia Key Yard Waste Facility. Specifically, the 25 yard packer will enable the Solid Waste Division to collect office• paper more efficiently and economically. Presently this program generates 12 tons of waste paper per month, which substantially reduces the waste stream. Further the program generates a savings of approximately $9,979 per year for disposal avoidance.
