HomeMy WebLinkAboutR-94-0358J-94-436 5/23/94 W RESOLUTION NO. 94- 358 A RESOLUTION CODESIGNATING NORTHWEST 1ST PLACE FROM NORTHWEST 14TH STREET TO NORTHWEST 20TH STREET, MIAMI, FLORIDA, AS "PHILLIS WHEATLEY PLACE"; WAIVING THE LIMITATION OF SECTION 54-91(5) OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED, WHICH PROVIDES THAT NUMBERED STREET CODESIGNATIONS SHALL NOT EXCEED FIVE (5) BLOCKS IN LENGTH; FURTHER, DIRECTING THE CITY MANAGER TO INSTRUCT THE DIRECTOR OF PUBLIC WORKS TO TRANSMIT A COPY OF THIS RESOLUTION TO THE HEREIN DESIGNATED AGENCIES. WHEREAS, Phillis Wheatley was born in Senegal, Africa, in 1753, and came to America in 1761; and WHEREAS, Ms. Wheatley was a literary pioneer who became the first recognized Black poetess in the United States; and WHEREAS, Ms. Wheatley wrote her first published poem "On The Death of the Rev. Mr. George Whitfield" in 1770, a book of her poems, the first such work by an American Black woman to be published in 1773 and her last book, "Liberty and Peace" shortly before her death in 1774; and WHEREAS, Ordinance No. 10761, adopted July 12, 1990, created the Miami Street Codesignation Review Committee and entrusted said Committee with the responsibility of reviewing street CITY C01VIMISSION MEETING OF MAY 2 3 1994 Reedution No. 94-- 358 oodesignation requests and making recommendations to the City Commission in its determination as to whether or not a street should be oodesignated or a marker or plaza should be designated; and WHEREAS, pursuant to the City Commission's directive, the Miami Street Codesignation Review Committee, at its meeting of May 17, 1994, reviewed the Administration's proposal for a street oodesignation for "Phillis Wheatley Place" subject to the conditions set forth by the Committee at said meeting; and WHEREAS, the Miami Street Codesignation Review Committee at its meeting of May 17, 1994, recommended the oodesignation of Northwest 1st Place from Northwest 14 Street to Northwest 20th Street, Miami, Florida as "Phillis Wheatley Place", and further recommended that the City Commission waive the limitation of Section 54-91(5) of the Code of the City of Miami, Florida, as amended, which provides that numbered street codesignations shall not exceed five (5) blocks in length; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings set forth in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The Miami City Commission hereby oodesignates Northwest 1st Place, from Northwest 14th Street to Northwest 20th Street, Miami, Florida, as "Phillis Wheatley Place", and waives the limitations of Section 54-91(5) of the Code of the City of Miami, Florida, as amended, which provides that numbered street oodesignations shall not exceed five (5) blooks in length. Section 3. The City Manager is hereby directed to instruct the Director of Public Works to transmit a copy of this Resolution to the Police Department, Fire -Rescue Department, Department of General Services Administration/Solid Waste, Dade i County Public Works Department and United States Postal Service. Section 4. This Resolution shall become effective immediately upon its adoption. PASSED AND ADOPTED this 23rd day of May 1994. ST PHEN P. Odio City Manager ENCLOSURES: RECOMMENDATION The City of Miami Street Co -designation Committee recommends that the Miami City Commission adopt the attached Resolution authorizing the cc --designation of N.W. 1st Place from N.W. 14th Street to N.W. 20th Street as "Phillis Wheatley Place". BACKGROUND Phillis Wheatley was a pioneer in literary history becoming the first recognized black poetess in the United States. Mrs. Wheatley was born in Senegal, Africa, in 1753 and came to America in 1761. Mrs. Wheatley dedicated much of her life to writing poems and became the first Black American woman to have. her poetry published. 94- 358
