A RESOLUTION APPOINTING CERTAIN CITY OF MIAMI
COMMISSIONERS TO SERVE TERMS OF OFFICE AS
CHAIRPERSONS AND/OR REPRESENTATIVES OF
VARIOUS BOARDS, TRUSTS AND AUTHORITIES AS
SPECIFIED HEREIN.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:

At the City Commission meeting of March 24, 1994, you directed
the City Manager to place the issue concerning terms of
Commissioners as members of authorities, boards or committees and
their annual review on the May 12th meeting agenda (which was
rescheduled during yesterday's meeting to now take place on May
5th).
Attached please find a list of the affected boards, name of
Commissioner presently on such boards, and chronological history
of past Commissioners who served on said boards.
Also included for your ready reference is a copy of Code Section
2-15, "Term of commissioner as member of any authority, board or
committee; annual review."

Sec. 2.14. Vice -mayor.
A member of the city commis ion shall be elected
to an oMce hereby created and ereby designated
"vice -mayor." The election of a 'ce-mayor shall
be by resolution and be held at t e regular city
commission meetings on the first ednesday in
November. The term of office for vice ayor shall
be one (1) year.

Sec. 2.15. Term of commissioner as member
of any authority, board or com-

(a) In accordance with the provisions of law and
with the provisions of this section, the appoint-
ment of each city commissioner currently serving
as a member of any authority, board or committee
created by resolution or ordinance shall be subject
to the review of the city commission on an annual
basis commencing June 1, 1990, such review to
take place on or before the anniversary date of

appointment to an authority, board or committee
before any one (1) commissioner shall have served
a consecutive term; however, there shall be no
prohibition against any commissioner from being
reappointed to serve consecutive terms.
(b) The city clerk is hereby directed to take nec-
essary steps to implement the provisions of para-
graph (a) hereof by forthwith providing the city
commission and city manager with information
concerning the affected authority, boards or com-
mittees in regard to the length of past service by
those city commissioners so serving thereon. In
each succeeding year and not later than sixty (60)
days before the first day of the month set forth in
paragraph (a) above, the city manager shall
present the city commission with a report on this
subject for commission review and consideration
at a city commission meeting scheduled to take
place no later than thirty (30) days beforethe first
day of the month set forth in paragraph (a) above.

In accordance with provisions of Ordinance 10715, the appointment
of each City Commissioner currently serving as a member of any
Authority, Trusts, Boards, and/or Committees created by
resolution or ordinance shall be subject to review by the City
Commission on an annual basis. Section 2 of the above -cited
ordinance directs the City Clerk to take necessary steps to
implement the above -cited provisions by providing both the City
Commission and the City Manager information concerning the length
of the term being or having been served by City Commissioners who
sit on said agencies. Attached hereto please find pertinent
information. Further, on a yearly basis, and not later than 60
days before June 1st, the Manager shall present the City
Commission with a report on this subject for the Commission's
review and consideration at a meeting to be scheduled "no later
than 30 days before the first day of the month...", namely, June
lst.
The agenda office is hereby requested to schedule this issue for
consideration by the City Commission at the first meeting in May
in order to review possible appointment and/or reappointments of
City Commissioners to said authorities, trusts, boards and/or
committees.

provisions of this Ordinance shall not be affected.
Section 5. It is the intention of the City Ocmttission that the
Provisions of this Ordinance shall becatte and be made a part of the code of
the City of Miami, Florida, as anmrW, which provisions may be reinstbered or
relettered and that the word "ordinance" may be changed to "section",
"article", our other appropriate word to accaTlish such intention.
Section 6. This flrdinatm shall bacons effective thirty (30) days
after final reading arri adoption hereof.

Dear Ms. Camp:
At the time Resolution 94-319 was passed by the City Commission back in May 5, 1994, this
office communicated to the different organizations listed in said resolution which City
Commissioners had been appointed as City Commission representatives to said organizations.
For some unknown reason, said communication did not reach you at the time and our office has
been requested to send you a copy of the adopted Resolution indicating then Vice Mayor Miller
J. Dawkins and Commissioner Gort as the City of Miami Commission representatives to the
Performing Arts Center Trust. To this date, they remain the official Commission representatives
assigned to your Trust.
