A RESOLUTION AUTHORIZING THE CITY MANAGER TO ACCEPT THE 1994 EMERGENCY SHELTER GRANT FROM THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (USHUD) IN THE AMOUNT OF $368,000, AND UPON APPROVAL OF SAID GRANT BY USHUD, TO EXECUTE THE NECESSARY IMPLEMENTING CONTRACT AND AGREEMENTS; ALLOCATING FUNDS NOT TO EXCEED SAID AMOUNT TO THE HEREIN NAMED AGENCIES IN THE FURTHERANCE OF THEIR PROJECTS OF PROVIDING SERVICES TO THE HOMELESS; AUTHORIZING THE CITY MANAGER TO ENTER INTO AGREEMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH SAID AGENCIES FOR SAID PURPOSE SUBJECT TO APPLICABLE CITY CODE PROVISIONS. WHEREAS, the U. S. Department of Housing and Urban Development (USHUD) notified the City of Miami that it is eligible to receive an FY 194 Emergency Shelter Grant, in the amount of $368,000, from the Stewart B. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The City Manager, upon approval by USHUD, is hereby authorized to accept the 1994 Emergency Shelter Grant from the U. S. Department of Housing and Urban Development in the amount of $368,000, and to execute`/ the necessary implementing agreements, in a form acceptable to the City Attorney, subject to applicable City Code provisions. Section 3. The 1994 Emergency Shelter Grant funds are hereby allocated as specified below: Emergency Shelter Grant Agency/Project Funds City of Miami Homeless Program 100,000 (Livia Garcia, Coordinator) Direct Services at Beckham Hall 168,000 Christian Community Service Agency, Inc. 100,000 Total $ 368,000 Section 4. The City Manager is hereby authorized`/ to enter into agreements, in a form acceptable to the City Attorney, with the above -named agencies in the support of their projects of providing services to the homeless, subject to applicable City Code provisions. / The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. -2- 94-- 290 Seotion 5. QUO N O'd'ES, III CITY ATT EY 934- 290 CITY OF MIAM1, FLORIDA INTER -OFFICE MEMORANDUM TO: The Honorable Mayor and Members DATE: of the City Commission SUBJECT: FROM: Ces dio Cit alter REFERENCES: �3 20 PM FILE; Resolution Accepting the FY194 Emergency Shelter Grant ENCLOSURES: Agenda Item April 28, 1994 It is respectfully recommended that the City Commission approve the attached resolution authorizing the City Manager to accept the 1994 Emergency Shelter Grant in the amount of $368,000 from the U.S. Department of Housing and Urban Development (USHUD) and, upon approval of said grant by USHUD, to execute the necessary implementing contracts and agreements; also allocating the aforementioned amount to the herein named activities providing services to the homeless and authorizing the City Manager to enter into agreements with appropriate agencies in a form acceptable to the City Attorney. The Department of Community Development has prepared legislation authorizing the City Manager to accept the 1994 Emergency Shelter Grant from the U.S. Department of Housing and Urban Development (USHUD)in the amount of $368,000 to provide needed services to the homeless. The proposed legislation further allocates funds to approved projects for the homeless and authorizes the City Manager to enter into the necessary implementing agreements with USHUD and approved agencies serving the homeless. USHUD notified the City of Miami that it is entitled to receive an Emergency Shelter Grant of $368,000 as a result of the Stewart B. McKinney Homeless Assistance Act adopted by Congress to provide services to the nation's homeless population. The grant requires a one-to-one match which may be met through either cash or in kind services. The emergency shelter grant is based on the same formula used to award Community Development Block Grant Funds to eligible jurisdictions. The City's 1994 ESG application maintains the support of the Beckham Hall Shelter ($252,000) for homeless males and provides funding for the New Life Family Shelter operated by Christian Community Service Agency, Inc. ($116,000). The, emergency shelter grant may be used only for one or more of _the following eligible activities related to emergency shelter ` 4- 290 9-/ a2 Honorable Mayor and Members - 2 of the City Commission for the homeless: 1. Renovation, major rehabilitation, or conversion of buildings for use as emergency shelters for the homeless. 2. Provision of essential services (which may include employment, health, substance abuse, education or food) if, i. the service is a new service or there is a quantifiable increase in the level of service from the prior 12 month period; and ii. not more than 30% of the total grant may be used for these services. 3. Payment of maintenance, operation (including rent, excluding staff), insurance, utilities and furnishings. 4. The development and implementation of homeless prevention activities (not more than 30% of the total grant may be used for these services). Adoption of the proposed resolution authorizes the City Manager to accept the aforementioned grant, allocates IESG funds to the aforementioned projects providing services to the homeless, and further authorizes the City Manager to execute the necessary implementing contracts with USHUD and enter into agreements with approved agencies providing services. This is a companion item to a proposed ordinance appropriating said funds and establishing a.special revenue fund for said purpose. 94- 290
