A RESOLUTION CODESIGNATING NORTHWEST 9TH
STREET FROM NORTHWEST 3RD AVENUE TO NORTHEAST
2ND AVENUE, MIAMI, FLORIDA, AS "WILLIE WATERS
WAY"; WAIVING THE LIMITATION OF
SECTION 54-91(5) OF THE CODE OF THE CITY OF
MIAMI, FLORIDA, AS AMENDED, WHICH PROVIDES
THAT NUMBERED STREET CODESIGNATIONS SHALL NOT
EXCEED FIVE (5) BLOCKS IN LENGTH; FURTHER,
DIRECTING THE CITY MANAGER TO INSTRUCT THE
DIRECTOR OF PUBLIC WORKS TO TRANSMIT A COPY
OF THIS RESOLUTION TO THE HEREIN DESIGNATED
OFFICES.
WHEREAS, in March, 1965, Willie Waters became the first
professional paid African -American Firefighter in the State of
Florida; and
WHEREAS, Chief Waters worked for the City of Miami Fire
Department for 27 years and distinguished himself as a role model
for fellow employees; and
WHEREAS, Ordinance No. 10761, adopted July 12, 1990, created
the Miami Street Codesignation Review Committee and entrusted
said Committee with the responsibility of reviewing street
codesignation requests and making recommendations to the City
Commission in its determination as to whether or not a street
should be oodesignated or a marker or plaza should be designated;
and

WHEREAS, pursuant to the City Commission's directive, the
Miami Street Codesignation Review Committee, at its meeting of
April 12, 1994, reviewed the Administration's proposal for a
street oodesignation for "Willie Waters Way" subject to the
conditions set forth by the Committee at that meeting; and
WHEREAS, the Miami Street Codesignation Review Committee at
its meeting of April 12, 1994, recommended the codesignation of

Northwest 9th Street from Northwest 3rd Avenue to Northeast 2nd
Avenue, Miami, Florida, as "Willie Waters Way", and further
i recommended that the City Commission waive the limitation of

Section 54-91(5) of the Code of the City of Miami, Florida, as
I
amended, which provides that numbered street codesignations shall
not exceed five (5) blocks in length;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings set forth in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The City Commission hereby codesignates
Northwest 9th Street from Northwest 3rd Avenue to Northeast 2nd
Avenue, Miami, Florida, as "Willie Waters Way".
Section 3. The City Commission hereby waives the
limitation of Section 54-91(5) of the Code of the City of Miami,
Florida, as amended, which provides that numbered street
codesignations shall not exceed five (5) blocks in length.

Section 4. The City Manager is hereby directed to
instruct the Director of Public Works to transmit a copy of this
Resolution to the Police Department, Fire -Rescue Department,
General Services Administration/Solid Waste Department, Dade
County Public Works Department, and United States Postal Service.
Section 5. This Resolution shall become effective
immediately upon its adoption.

It is respectfully recommended that the City Commission adopt the
enclosed Resolution to codesignate Northwest 9th Street from N.W.
3rd Avenue to N.E. 2nd Avenue as "Willie Waters Way".
BACKGROUND
Retired Division Chief Willie Waters worked for the City of Miami
Fire Department for 27 years where he was a distinguished leader
and role model for fellow employees. In March of 1965, he became
the first professional African -American Firefighter working for a
major Fire Department in the State of Florida. He is a Charter
Member of the Professional Black Firefighters"A`ssociation which
was established in 1980. In December of 1991, he received the
Iron Man Trophy from the P.B.F.F.A. for his character,
leadership, dedication and mentorship.
