A RESOLUTION AMENDING RESOLUTION NO. 93-732,
ADOPTED NOVEMBER 23, 1993, BY MODIFYING THE
SOUTHERN BOUNDARY OF LA PEQUENA HABANA
COMMUNITY DEVELOPMENT TARGET AREA FOR
COMMUNITY DEVELOPMENT BLOCK GRANT PURPOSES.
WHEREAS, the City of Miami Commission created eight

Community Development target areas within the City of Miami for

the purpose of Community Development Block Grant funding and
activities; and
WHEREAS, the objective of the Community Development Block
Grant Program is to benefit low and moderate income persons and
aid in the prevention and elimination of slum and blight
conditions; and
WHEREAS, a community development target area designation
will enable the area to be eligible for Community Development
Block Grant funds for capital improvements, social services and
economic development and housing programs; and
WHEREAS, a tier of blocks south of S.W. 16th Street was
inadvertently included in the boundary of La Pequena Habana
Target Area as described in Resolution No. 93-732, November 23,
1993;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:

Section 1. Section 1 of Resolution No. 93-732, adopted
November 23, 1993 is hereby amended in the following
particulars:I/
"Section 1. The boundaries designating the
Little Havana Community Development Target
Area are hereby expanded as follows:
Northern Segment Boundary - Miami River to
the North and East, N.W. 7th Street to the
South, and N.W. 27th Avenue to the West.
Western Segment Boundary - N.W. 7th Street to
the North, S.W. t7 t! 16th Street to the
South, N.W. S.W. 27th Avenue to the East, and
N.W. S.W. 37th Avenue to the West.
Property facing both sides of the street on
N.W. 7th Street and N.W. 27th Avenue and 37th
Avenue (within the City limits) to be also
included."
Section 2. This Resolution shall become effective
immediately upon its adoption.
PASSED AND ADOPTED this 14th day of April 1994.

ENCLOSURES:
It is respectfully recommended that the City Commission adopt the attached
Resolution, which amends Resolution No. 93-732, November 23, 1993, by
providing for a slight modification of the La Pequena Habana Community
Development Block Grant (CDBG) Target Area boundary.
BACKGROUND
On November 23, 1993, the City Commission adopted Resolution No. 93-732
(attached) to expand the La Pequena Habana CDBG Target Area boundary as far
west as W. 37th Avenue, but which inadvertently included the northern tier of
blocks of the Coral Gate neighborhood. By moving the boundary one block to
the north, from SW 17th Street to SW 16th Street, not only will a census tract
boundary (SW 16th Street) be recognized, but it will also be easier in the
future to differentiate the economic distress factors of poverty and
unemployment by census tract (see attached map).
Recall that a Community Development target area designation enables the area
to be eligible for Community Development Block Grant funds for capital
improvements, social services, economic development and housing programs.

Dear Mr. Rodriguez:
This is to confirm my telephone conversation with Jose R. Casanova,
of February 10th, at which time I expressed my disappointment at
the new expansion boundaries for "Little Havana" drawn arbitrarily
by your department, which include portions of my neighborhood of
Coral Gate. During that telephone conversation I expressed a
desire for a reconsideration of such boundaries. We should work
towards shrinking, by improving, areas that may be run down as
opposed to include within its description areas that its people
have worked hard, and will continue to work hard, to maintain and
improve the quality of family living.
I understand the S.W. portion of the boundary has been moved to
exclude Coral Gate from the community block development grant
boundary known as "Little Havana", therefore, for my own peace of
mind, I would appreciate a copy of the new map prior to the item
going before the next Commission meeting. Please mail the same to

A RESOLUTION EXPANDIiG THE BOUNDARIES OF THE
LITTLE HAVANA COMMUZITY DEVELOPMENT TARGET
AREA TO THE NORTH 'AND TO THE WEST, FOR
COMMUNITY DEVELOPMENT BLOCK GRANT PURPOSES.
WHEREAS, the City of Miami Commission created eight
Community Development target ateas within the City of Miami for
thr. purpose of Community Development Block Grant funding and
activities; and
WHEREAS, the residents ar)d property owners in the Little
Havana target area expressed their support to expand the
boundaries of the target area to the north and west at a public
hearing held in September 1993; and
WHEREAS, the proposed target area expansion has experienced
decay and decrease in resident income qualifying it as a
Community Development target area; and
WHEREAS, the objective of the Community Development Block
Grant Program is to benefit low and moderate income persons and
aid in the prevention and elimination of slum and blight
conditions; and
WHEREAS, a community development target area designation
will enable the area to be eligible for Community Development
Block Grant funds for capital improvements, social services,
