RESOLUTION NO. 9 4_ 249
A RESOLUTION OF THE MIAMI CITY COMMISSION
SUPPORTING THE PROPOSED BOUNDARIES FOR THE
EMPOWERMENT ZONE AS IDENTIFIED BY THE BOARD
OF COUNTY COMMISSIONERS ON MARCH 22, 1994;
FURTHER SUPPORTING THE CITY OF MIAMI'S AND
METROPOLITAN DADE COUNTY'S JOINT GRANT
APPLICATION FOR EMPOWERMENT ZONE FUNDING TO
BE SUBMITTED TO THE UNITED STATES GOVERNMENT
UNDER THE EMPOWERMENT ZONES AND ENTERPRISE
COMMUNITIES PROGRAM.
WHEREAS, the United States Government has enacted
legislation which establishes the Empowerment Zone and Enterprise
Community grant program to empower distressed neighborhoods; and
WHEREAS, there will be only six urban Empowerment Zones
funded, therefore requiring grant applications to be awarded
competitively from the applications received; and
WHEREAS, each Empowerment Zone will received One Hundred
Million Dollars ($100,000,000) over a two year period; and
WHEREAS, the application is due to the State of Florida on
June 13, 1994 and to the United States Department of Housing and
Urban Development on June 39, 1994, resulting in a very tight
time frame for preparation; and

WHEREAS, the City must collaborate with Metropolitan Dade
County in order to apply for this grant; and
WHEREAS, certain census tracts of the City of Miami have
been identified to be within the boundaries of the Empowerment
Zone; and
WHEREAS, the City of Miami wishes to empower residents of
the City of Miami utilizing the funds provided by this grant;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The Miami City Commission hereby expresses
its support of the proposed boundaries for the Empowerment Zone
as identified by the Board of County Commissioners on
March 22, 1994, and the City of Miami's and Metropolitan Dade
County's joint grant application for Empowerment Zone funding to
be submitted to the United States Government under the
Empowerment Zones and Enterprise Communities Program.
Section 3. This Resolution shall become effective
immediately upon its adoption.

Resolution Supporting
the Empowerment Zone
Selection and Appli-
cation
It is respectfully recommended that the City Commission adopt the
attached resolution supporting the Board of County Commissioners
boundary selection for the Empowerment Zone and the application
for Empowerment Zone/Enterprise Community grant funding from the
federal government under the Empowerment Zone and Enterprise
Community legislation.
BACKGROUND:
The Community Development Department is recommending the adoption
of the attached Resolution of support for the Empowerment Zone
application and the area selected to be included in the
boundaries of the Empowerment Zone as identified by the Board of
County Commissioners.
At the City Commission meeting of January 13, 1994, Resolution
No. 94-37 was approved which authorized the City Manager to enter
into an interlocal agreement with Metropolitan Dade County
government and allocated $100,000 of a total contract amount of
approximately $500,000, toward the payment of consultant teams to
be employed by Metro -Dade to prepare the application for an
Empowerment Zone.
The preparation of the application is proceeding and the Board of
County Commissioners took action on March 22, 1994 to identify
the boundaries of the Empowerment Zone. It is required that the
City of Miami document support of the zone selected and the
strategy which is being developed. The attached resolution would
provide that documentation of official support.
Briefly, the zone selected includes parts of the neighborhoods of
Allapattah, Overtown, Wynwood, East Little Havana, and Model
City. -The Central Business District and the Civic Center/Medical
Center complex is included as well. Of the total Empowerment
Zone identified, 73% of the population resides in the City of
Miami.

The community -wide strategy, termed the Job and Business Core
Strategy, has the goal of making the benefits of economic growth
available to those who traditionally have not participated in the
mainstream economy, by linking growth areas to distressed
neighborhoods. Neighborhood strategies are being developed with
the participation of neighborhood groups and individuals. The
neighborhood strategies will then be coordinated with the
community -wide plan to produce the complete strategic plan. The
application is due in Tallahassee on June 13, 1994 and then in
Washington on June 30, 1994, therefore the time schedule is
critical.
