A RESOLUTION APPROVING) IN PRINCIPLE, THE
`
DESIGNATION OF CHRISTIAN COMMUNITY SERVICE
AGENCY (CCSA) AND NEW HOPE-OVERTOWN, '
NOT -FOR -PROFIT CORPORATIONS, AS SPONSOR TO
UNDERTAKE THE DEVELOPMENT OF A 120-UNIT
•
MULTIGENERATIONAL-HOUSING PROJECT, AFFORDABLE
TO ELDERLY INDIVIDUALS AND FAMILIES OF LOW
AND MODERATE INCOME, ON SEVERAL PARCELS OF
CITY -OWNED LAND LOCATED AT NORTHWEST 6TH AND
8TH STREETSBETWEEN NORTHWEST STH AND 6TH
AVENUES IN THE OVERTOWN NEIGHBORHOOD, MIAMI,
FLORIDA, SUBJECT TO SAID CORPORATIONS
PROVIDING EVIDENCE ACCEPTABLE TO THE CITY OF i
FIRM COMMITMENT FOR PROJECT CONSTRUCTION AND
PERMANENT FINANCING, AS HEREIN SPECIFIED, TO
BE SUBMITTED WITHIN TWELVE (12) MONTHS FROM
THE _DATE OF THIS ACTION FOR FINAL
CONSIDERATION AND APPROVAL BY THE CITY
COMMISSION; FURTHER AUTHORIZING THE CITY
MANAGER TO NEGOTIATE A FAIR RETURN TO THE
CITY FOR THE VALUE OF SAID PARCELS WITH
CHRISTIAN COMMUNITY SERVICE AGENCY AND NEW
HOPE-OVERTOWN.

WHEREAS, there exists, in the City of Miami, a severe

shortage of affordable housing for families and individuals of
low and moderate income; and
WHEREAS, the City Commission recognizes that participation
of both public and private sector is necessary to foster the
development of housing affordable to low and moderate income
families and individuals in the City; and

Seotion 1. The reoitals and findings oontained in the
Preamble to this Resolution are hereby adopted by referenoe

thereto and incorporated herein as if fully set forth in this
Section. {

Section2. Christian Community Service Agency (CCSA)and
New Hope-Overtown, not -for -profit corporations, are hereby
designated, in principle, as sponsor to undertake the development
of a 120-unit multigenerational housing project affordable to
elderly individuals and families of low and moderate income on
several parcels of city -owned vacant land located at Northwest
6th and 8th Streets between Northwest 5th and 6th Avenues in the
Overtown Neighborhood, Miami, Florida. Said sponsor designation
is conditioned upon CCSA and New Hope-Overtown submitting the
following criteria for City Administration verification and City
Commission review and approval within twelve (12) months from the
date of this.action:
(1) Final project site plan, unit plans and specifications.
(2) Verifiable evidence of firm commitments for
construction and permanent financing in accordance with

the project sponsor's proposal to develop the subject
site.
(3) Contruotion schedule and management plans.
Section 3. The City Manager is hereby further authorized to
negotiate a fair return to the City for the value of said parcels
with CCSA and New Hope-Overtown for subsequent approval by the
City Commission.
Section 4. This Resolution shall become effective

It is reipectfully recommended that the City`Commission adopt tho
attached resolution relating to the development of a,�120 unit
residential housing project proposed, for developme intL on Several
parcels of vacant land under city -ownership located` -at Northwest
8th and 8th Streets between Northwest .5th and dth Avenues by
ChristianCommunity Service Agency (CCSA) and Now Hope»Overtown.
The attached resolution approves in principle, the designation of
Christian Community Service Agency and New Hope-Overtown, not-
for -profit corporations, as sponsor to undertake the development
or approximately 120 unite of.housing affordable to 'very low, low
and moderate income families and elderly individuals on the
subject city -owned parcels. The attached 'resolution further:
requires that final designation of the. aforementioned I"not-for-
profit corporations as P%ject sponsor is predicated' upon the
submission within twelve (12)• months from the date of this
conditional Award for the City Administration's verification and
tho City Commission's review and approval.
(1)' Final project site plan,, unit plane and specifications.'
(2) 'Verifiable evidence of firm commitments for
construction and pormanent financing in accordance with
the project sponsors, proposal to dovelap tho subject

(3) Land reimbursement provisions that provide a fair
return to the City for value of the subject parcels.

The Department of Development and Housing Conservation recommends.
ratification of the attached resolution which approves in
pr.inciplo, the designation of Christian Community Service Agency
and New hope-overtown as sponsor to undertake the development of
