RESOLUTION NO.
A RESOLUTION PROVIDING THAT THE OFFICIAL MEMBERS OF THE
MIAMI COMMITTEE ON ECOLOGY AND BEAUTIFICATION MUST
EITHER RESIDE, WORK OR OWN A BUSINESS IN THE CITY OF
MIAMI, AND REDUCING THE TERMS OF THE MEMBERSHIP OF SAID
COMMITTEE FROM FIVE YEAR TERMS TO TWO YEAR TERMS;
PROVIDING THAT THE TAX EXEMPT PROPERTY STEERING
COMMITTEE SHALL REPORT ITS FINDINGS AND RECOMMENDATIONS
TO THE CITY COMMISSION WITHIN SIX (6) MONTHS AFTER THE
EFFECTIVE DATE OF THIS RESOLUTION; AMENDING THE BYLAWS
OF THE MIAMI COMMISSION ON THE STATUS OF WOMEN AS
FOLLOWS: (1) REDUCING THE TERM OF MEMBERSHIP FROM
THREE TO TWO YEARS; (2) LIMITING THE TOTAL CUMULATIVE
TERMS A MEMBER MAY SERVE TO THREE TERMS OF TWO YEARS
EACH; (3) ELIMINATING THE DISTINCTION BETWEEN EXCUSED
AND;UNEXCUSED ABSENCES; (4) PROVIDING THAT A MEMBER'S
THIRDCONSECUTIVE ABSENCE OR FOURTH ABSENCE, DURING A
CALENDAR YEAR SHALL BE CERTIFIED TO THE CITY
COMMISSION, THE MEMBER SHALL BE DEEMED REMOVED AND THE
CITY COMMISSION SHALL FILL THE VACANCY BY APPOINTMENT;
AND (5) PROVIDING THAT A QUORUM SHALL CONSIST OF FIFTY
PERCENT (50%) PLUS ONE OF THE PRESENT TOTAL MEMBERSHIP;
FURTHER, BY AMENDING SECTIONS 6 AND 7 OF RESOLUTION
NO. 77-482, SECTION 1 OF RESOLUTION NO. 89-217, AND
SECTION 4 OF RESOLUTION NO. 93-285; AND PROVIDING FOR
AN EFFECTIVE DATE.
WHEREAS, pursuant to Resolution No. 93-766, adopted December 16, 1993,
the City Commission established a committee known as the City's Boards
and
Committees Review Committee and directed said committee to evaluate
the
performance and effectiveness of each presently existing City board
and
committee and make recommendations to the City Commission regarding
the
continuation, abolishment or consolidation of said boards and committees,
and
of any. changes which should be made in the membership, function or any other
characteristic of said boards and committees; and
WHERFM, pursuant to the City Commission's directive, the City's Boards
and Committees Review Committee held meetings and rendered a report making
findings and recommendations to the City Commission at its meeting of February
171 1994; and
WHEREAS, the City Commission wishes to adopt the City's Boards and
Committees Review Committee's recommendations contained hereinbelow and amend
Resolution Nos. 77-482; 89-217 and 93-285 to reflect the adoption of said
recommendations;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to
this Resolution are hereby adopted by reference thereto and incorporated
herein as if fully set forth in this Section.
Section 2. Sections 6 and 7 of Resolution No. 77-482, adopted
June 9, 1977, concerning the City of Miami Committee on .Ecology and
Beautification are hereby amended in the following particulars:—/
"Section 6. That each -member must be a resident of

Section 7. That the terms of membership of this
committee shall be give two (2) years from the date of each

Section 3. Section 4 of Resolution No. 93-285, adopted May 13,
1993, concerning the Tax Exempt Property Steering Committee, is hereby amended
in the following particulars: 1�

"section 4. The Committee shall be responsible for
};
monitoring the level of.`tax-exempt property within the City of
Miani ("City") and the fiscal import of said property to the
City's tax base. Further, the Committee shall recommend
procedures to the .City Commission for monitoring such uses and
actively engage in negotiations leading to reasonable property tax
reimbursement for tax revenues lost from existing tax-exempt
institutions in the City, as well as actively pursuing PILOT
program participation by tax-exempt institutions seeking to build
up, expand, or significantly alter its holdings in the City.
The Committee shall issue general
guidelines to be followed in negotiating voluntary agreements for
payment -in -lieu of taxes, and shallberesponsible for making .a
recommendation, by a majority vote of the membership, to the City
Manager on all such agreements. In addition, the Committee shall
monitor the progress of all PILOT Agreements and provide the City
Commission with an annual report on tax-exempt properties, and
shall, work with the City Manager, the City's lobbyists, the Dade
County Legislative Delegation, and such other organizations as may
be necessary to effectuate legislation necessary to reduce the
negative effect on the City's tax base that tax-exempt uses cause.
The Committee shall report its findings and recommendations to the
CityCommission within six.(6) months after the effective date of
this Resolution."
Section 5. Section 1 of Resolution No. 89-217, adopted March 3,
1989, concerning the Miami Commission on the Status of Vbmen, is hereby
amended in the following particulars: 1�

- Section 3. A member shall be appointed by the City
Commission to serve for a period of *h=== (3) two (2) years and
may be reappointed fore seeead three (3) two additional two (2)
year terms. No member shall serve more than 2) three (3)
consecutive terms. [Attorney's note: The limitation of three
terms is to be interpreted on a prospective basis.

Section 3. There is hereby established an attendance.
policy for the Commission. If any member has t%o (2) consecutive
absences to regular Lmeetings in one (1) calendar year, the
Commission Coordinator shall immediately contact the member in
writingto inform him/her that a third (3rd) consecutive absence
shall be certified to the City Commission requesting his/her
removal from the Commission on the Status of Women. Upon such
certification, the member shall be deemed removed and the City
Commission shall fill the vacancy by appointment. If any member
has a total of three (3) absences to regular meetings, in one (1)
calendar year, the Commission Coordinator shall immediately
contact the member in writing to inform him her that the fourth
(4th) absence shall be certified to the City Commission requesting
his/her removal from the Commission on the Status of Wbmen gp`on
such certification, the member shall be deemed removed and the
City commission shall fill the vacancy by appointment.
Section 4. A quorum shall consist of fifty percent
(5U%) plus one (1) of the present total number of Commission
members. [Attorney's note: The herein amendment pertaining to
termination of membership is to be interpreted on to be reted on a prospective
basis.]

by the City's Boards and Committees Review Committee. was
submitted for consideration by the City Commissions,together with
an ordinance adopting the Committee's recommendations, with
regards to these 'City Boards which were created by Ordinance,
which 'passed on First reading on that date.'
Enclosed now for consideration by the City Commission is a
Resolution adopting .the City's Boards and Committees Review _
