' A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO AGREEMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, TO PROVIDE A GRANT TO MODEL HOUSING COOPERATIVE, INC., IN THE AMOUNT OF $110,000, AND TO ST. JOHN COMMUNITY DEVELOPMENT CORPORATION, IN THE AMOUNT OF $15,000, BOTH NOT -FOR -PROFIT COMMUNITY HOUSING DEVELOPMENT ORGANIZATIONS, FOR THE ACQUISITION, DEVELOPMENT AND/OR REHABILITATION OF AFFORDABLE HOUSING FOR LOW AND VERY LOW INCOME FAMILIES AND INDIVIDUALS; ALLOCATING FUNDS THEREFOR FROM FY 1992 HOME INVESTMENT PARTNERSHIP PROGRAM FUNDS. z WHEREAS, a severe shortage of housing exists in the City of S ti• 4 t WHEREAS, pursuant to Resolution No. 92-481, adopted July 16, 1992, the City Commission authorized the City Manager to accept :rs $5,314,000 in federal assistance from the U. S. Department of Housing and Urban Development (HUD) in connection with the ` implementation of the City's FY 1992 Home Investment Partnership Program (HOME Program); and WHEREAS, pursuant to Resolution No. 92-461, the City Commission authorized the implementation of the City's HOME assisted Community Housing Development Organization ("CHDO") s Program and allocated $797,100 in HOME Program funds for said R purpose; and 4 WHEREAS, the funds allocated under the HOME assisted CHDO Program are designed to provide financial assistance to assist, in part, in the development of new housing and/or aoquisition/rehabilitation of the City's existing housing inventory, to be sponsored or owned by CHDOs; and WHEREAS, funding in the amount of $110,000 and $15,000 is available from the City's FY 1992 Home Investment Partnership Program; and WHEREAS, the Department of Development and Housing Conservation recommends approval of the Model Housing Cooperative, Inc. and St. John Community Development Corporation's request for financial assistance under the City's HOME assisted CHDO Program for the purpose of finanoing the development of new housing and/or acquisition/rehabilitation of the City's existing housing inventory; 04— 103 { NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE.CITY, OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the ` Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The City Manager is hereby authorized`/ to -enter, into agreements, in a form acceptable to the City Attorney, to provide a grant to Model Housing Cooperative, Inc., in the amount of $110,000, and to St. John Community Development Corporation, in the amount of $15,000, both not -for -profit Community Housing Development Organizations, for the acquisition, development and/or rehabilitation of affordable housing for low and very low income families and individuals, with funds therefor hereby allocated from FY 1992 Home Investment Partnership Programs funds. BACKGROUND: The Department of_Development and Housing Conservation recommends ratification of the attached: resolution authorizing 'the City Manager to allocate $110,000, and $15,000.. in FYI 1992 Home Investment Partnership Program funds in the form of a -grant, to Model.Housing Cooperative, Inc. and St. John Comunity Development %'Corporation,`.respectively, in connection, with the acquisition, development and/or rehabilitation of housing affordable to ;low and''moderate income families and individuals in the ,City. In July of `1993,'representatives of Model Housing Cooperative, Inc. made.a personal appearance before the, City Commission to request'financial assistance from the City of Miami in connection with their efforts to promote the expansion of .'.cooperative housing units in the City. As a result, the City- Commission :instructed the City Administration to. work with the aforementioned not -for -profit housing ,corporation': in their efforts .to 'expand the availability of cooperative homeownership ' housing''units in the City. Over the past several months, City staff had been working with Model Housing Cooperative, Inc. in connection with the acquisition and rehabilitation of a six (6) unit multifamily, apartment building located at 1262 N.W. 5th Street. The subject property would be acquired and rehabilitated by Model Housing Cooperative, Inc. and subsequently converted to co-op housing for i low and very low income families and individuals. l'O j t s �7 �, ;:� 04- 103
