RESOLUTION NO. 914 - 99
A RESOLUTION AUTHORIZING THE CITY MANAGER TO
NEGOTIATE A PROFESSIONAL SERVICES AGREEMENT,
IN A FORM ACCEPTABLE TO THE CITY ATTORNEY,
WITH A REAL ESTATE CONSULTANT TO: (1) ASSESS i
THE CITY'S REAL ESTATE HOLDINGS IN ORDER TO
RECOMMEND A STRATEGY FOR MAXIMIZING THEIR x
FINANCIAL AND SOCIAL RETURN TO THE CITY, AND
(2) RECOMMEND A REAL ESTATE MANAGEMENT
SOFTWARE TO BE UTILIZED BY THE CITY; FURTHER
AUTHORIZING A FEE FOR SAID CONSULTANT, IN AN
AMOUNT NOT TO EXCEED $50,000; DIRECTING THE
CITY MANAGER TO BRING BACK THE NEGOTIATED
CONTRACT FOR APPROVAL BY THE CITY COMMISSION;
ALLOCATING FUNDS THEREFOR FROM SPECIAL
PROGRAMS AND ACCOUNTS. '

WHEREAS, the City of Miami is the owner of approximately 600`
parcels of real estate with various leases, permits and other E
"agreements" pertaining to such properties; and
WHEREAS, the City is desirous of creating an investment
strategy for its real estate holdings in order to maximize the
return to the City both financially and socially; and
WHEREAS, the City would like to have an accurate assessment
of its real estate holdings, including but not limited to,
property charaoteristics, current disposition, the terms of the
agreements" and the status of accounts receivable pertaining to
such agreements; and

WHEREAS, the City of Miami is interested in standardizing

certain provisions of future "agreements" to the extent possible;
and
WHEREAS, the City of Miami is interested in hiring areal
estate consultant in order to review the status of these parcels;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this i
Section.

Section 2. The City Manager is hereby authorized �`� to
negotiate a Professional Services Agreement, in a form acceptable
to the City Attorney, with a real estate consultant to: (1)
assess the City's real estate holdings in order to recommend a
strategy for 'maximizing their financial and social return to the
City, and (2) recommend a real estate management software to be
utilized by the City and authorizing a fee, not to exceed-
$50,000, for said consultant services, with funds therefor hereby
allocated from Special Programs and Accounts.
Section 3. The City Manager is hereby directed to bring
back the negotiated contract for approval by the City Commission.
Section 4. This Resolution shall become effective
immediately upon its adoption.
The herein authorization is further subject to compliance
with all requirements that may be imposed by the City

Attorney, including but not limited to those prescribed by '
applicable City Charter and Code provisions.
