A RESOLUTION BY A 4/8THS AFFIRMATIVE VOTE OF THE MEMBERS OF THE CITY COMMISSION AFTER A DULY ADVERTISED PUBLIC HEARING, RATIFYING THE r CITY MANAGER'S FINDING OF SOLE SOURCE; WAIVING" THE REQUIREMENTS FOR COMPETITIVE SEALED BIDS AND APPROVING THE ACQUISITION OF A VIDEO EDITING SYSTEM AND ACCOMPANYING SOFTWARE FROM VIDEO PRODUCTION SYSTEMS, COMPANY, INC., THE SOLE SOURCE PROVIDER FOR SAID EQUIPMENT, AT A PROPOSED TOTAL COST OF $38,500.00 FOR THE DEPARTMENT OF FIRE -RESCUE; ALLOCATING FUNDS THEREFOR FROM DADE COUNTY/STATE OF FLORIDA EMS GRANT, PROJECT NO'. 104000, ACCOUNT CODE NO. 280526-840; AUTHORIZING THE CITY MANAGER TO INSTRUCT THE CHIEF PROCUREMENT OFFICER TO ISSUE A PURCHASE ORDER FOR SAID EQUIPMENT. WHEREAS, the Department of Fire -Rescue is in need of a video editing system and accompanying software; and WHEREAS, the Department of Fire -Rescue is currently, using linear editing, which has become obsolete due to ever changing editing technology; and WHEREAS, the acquisition of a digital editing computer system will help to reduce maintenance cost and minimize down time; and WHEREAS, funds for said acquisition are available from Dade County/State of Florida EMS Grant, Project No. 104000, Account; Code No. 280526-840; and l f WHEREAS the Chief Procurement Officer has adopted a finding that Video Production Systems Company, Inc., is'the .sole source provider of said video computer system speoified by the Department of Fire-Resoue; and WHEREAS, the findings of the Chief Procurement Officer have ! been approved and adopted as the findings of the City Manager; and WHEREAS, The City Manager and the Chief Procurement Officer` r d th t the re irements for oom etitive formal sealed recommen a � p bids be waived and the procurement of said video computer system E from Video Production Systems Company, Inc., the sole source, be r approved; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI FLORIDA: - { Section 1. The recitals and findings contained in the i Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. SUBJECT: Resolution Authorizing the Purchase of an I -MIX Video Cube FROM ' Cesa io REFERENCES: Editing System City r ENCLOSURES: ORS RECOMMENDATION It is respectfully recommended that the City Commission adopt a Resolution waiving the requirement for competitive sealed bids for the purchase of an I -MIX Video Cube Editing System at a cost of, $38,500.00 from The Video Production Systems Company, sole vendor forthisitem, and further authorizing the City Manager to instruct the Chief Procurement Officer to issue a purchase order for this equipment and.programs. BACKGROUND For the past two years the video unit has been using linear editing to satisfy all their editing needs. Now new technology has been introduced that makes linear editing obsolete. Linear editing precludes the use of multiple video recorders all of them synchronized. Our present linear editing system is composed of three VTR's one recording and two as sourcz,.two time base correctors (tbc's) two time code readers, one editor with special effects, two video swtchers of different kinds, one audio mixer, one audio amplifier, two speakers, one synchronizing pulse unit, one wave form monitor and one vector scope, one CD player and one Amiga 2000.with a Video Toaster board. All the above mentioned equipment is stationary on a rack weighing over 700 pounds. Digital editing is comprised of a computer system. A Video Recorder is used to input the basic signal captured by the camera. The memory of the computer stores the video in digital form.
