URBAN PROBLEMS, IN AN AMOUNT NOT TO EXCEED $45 495, FOR A TRANSPORTATION GOODS MOVEMENT j STUDY FOR THE MIAMI CENTRAL CITY AREA, WITH A i SPECIAL FOCUS ON PRESENT AND FUTURE OPERATIONS OF THE PORT OF MIAMI; ALLOCATING FUNDS THEREFOR FROM TRANSPORTATION PLANNING AND COORDINATION FUNDS, PROJECT NO. 150002, ACCOUNT CODE NO. 560703-270 WHEREAS, the City of Miami, Florida, is the recipient of a grant from the Metropolitan Planning Organization for the Miami' 1 Urbanized Area ("MPO"), to assist the City in carrying out f transportation planning and coordination activities; and i i WHEREAS, in its discussion preceding acceptance of the MPO grant by Ordinance No. 11038, adopted February 25, 1993, the City 1. Commission directed the Administration to include a study of l transportation in the Wynwood/Allapattah areas of the City in cooperation, with the City's International Trade Board; and i E WHEREAS, the City subsequently engaged the professional i services of the Florida International University Joint Center for I Environmental and Urban Problems ("Joint Center") to prepare a proposed scope of work for a transportation goods movement study of the Miami Central City area, with special focus on the present and future operations of the Port of Miami ("Study"); and 4, WHEREAS, in order to proceed with the Study it is necessary } to enter into a professional services contract with the Joint Center in an amount not to exceed $45,495; and; WHEREAS, funds are available to cover said agreement from Transportation Planning and Coordination funds, Project No. 150002, Account Code No. 560703-270; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings set forth in the Preamble to this Resolution are adopted by reference thereto and incorporated herein as if fully set forth in this Section. i Section 2. The City Manager is hereby authorized to i execute a professional services agreement, in substantially the attached form, with the Florida International University Joint Center for Environmental and Urban Problems, in an amount not to exceed $45,405, for a Transportation Goods Movement Study for the Miami Central City area, with a special focus on present and i future operations of the Port of Miami, with funds therefor hereby allocated from Transportation Planning and Coordination Funds, Project No. 150002, Account Code No. 560703-270. Such notice shall be deemed given on the day on which personally served; or if by mail, on the fifth day after being posted or the date of actual receipt, whichever is earlier. Title and section headings are for convenient reference and are not a part of this Agreement. C. In the event of conflict between the terms of this Agreement and any terms or conditions contained in any attached documents, the terms in this Agreement shall rule. D. No waiver or breach of any provision of this Agreement shall constitute a waiver of any subsequent breach of the same or any other provision hereof, and no waiver shall be effective unless made in writing. E. Should any provisions, paragraphs, sentences, words or phrases contained in this Agreement be determined by a court of competent jurisdiction to be invalid, illegal or otherwise unenforceable under the laws of the State of Florida or the City of Miami, such provisions, paragraphs, sentences, words or phrases shall be deemed modified to the extent necessary in order to conform with such laws, or if not modifiable to conform with such laws, then same shall be deemed severable, and in either event, the remaining terms and provisions of this Agreement shall remain unmodified and in full force and effect. VII. OWNERSHIP OF DOCUMENTS CITY recognizes that under Florida International University policy, the results of funded research must be publishable and agrees that researchers engaged in this project shall be pemutted to present at symposia, national or regional professional meetings, and to publish in journals, theses or dissertations or otherwise of their own choosing, methods and results of this project, provided, however, that CITY shall have been furnished copies of any proposed publication or presentation at least 3 months in advance of the submission 9 3 94_ y IN WITNESS WHEREOF, the parties hereto have caused this instrument to be executed by the respective officials thereunto duly authorized, this the day and year first above written. Interviews with key officials will also be conducted both to ensure that all information is up to date, and to sort through different perspectives and visions for the ports and surrounding communities. The following analysis will be conducted (attachments are provided with greater detail): a Analysis of Miami's inherent advantages as a center for International trade. The study will examine trends in, international trade and the current and future competitiveness of Miami in that arena, This information will be used to establish a context within which to analyse the future viability of selected study areas. o Analysis of the implications of urban form for international trade. The study will identify major activity centers, densified residential development, and major transportation facilities from the perspective of overall ,urban efficiency and competitiveness. '17he study will examine, for example, the, current and forecast future flow of goods between airport and seaport facilities and employment growth resulting from greater efficiencies, d Analysisr of community needs and attitudes. A survey of business and residential community attitudes will be conducted in the affected communities, Information from the survey will permit the formation of redevelopment 'strategies that are consistent with community goals, while also identifying any misconceptions to overcome that may exist in affected communities. b Community impact assessment. The impact assessment will include three components: (1) A detailed traffic impact study. (2) An. analysis of direct impacts of port expansion on local and regional employment. (9) An analysis of ancillary, or indirect, business and employment opportunities. The Impact Assessment will set forth alternatives for redevelopment and traffic circulation. It will also offer alternative measures to mitigate development impacts or insulate affected conununities from such impacts. In its discussion preceding acceptance of the grant, the City Commission directed staff to include, in the scope of work to be done under the grant, a study in the Wynwood/Allapattah areas of the City in cooperation with the City's International Trade Board. Subsequently, under a professional services agreement executed October 4, 1993 the City engaged the services of Florida International University's Joint Center for. Environmental- and Urban Problems (Joint Center) to prepare' a proposed scope of work for a study that would address Miami's role in goods movement within the western hemisphere, with particular focus on the present and future operations of the Port of Miami, and the role that the center -city neighborhoods of Wynwood and Allapattah might play in international trade Preparation of this scope of work has now been completed. It is now, in order for the City Manager to execute a professional services agreement with the Joint Center to perform the goods movement study, which will assist the City and its International Trade. Board in understanding the City's role in international trade as it relates to patterns of goods movement in the western hemisphere and the Caribbean basin. This knowledge will help in making decisions regarding the future of the Wynwood and.Allapattah areas and their redeveloping industrial and warehouse components, in light of Port of Miami operations and other transportation facilities and needs.
