RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO
NEGOTIATE AND EXECUTE A PROFESSIONAL SERVICES
AGREEMENT, IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY, BETWEEN THE CITY OF MIAMI AND THE
RUSSELL PARTNERSHIP, INC. ("CONSULTANT"), FOR
I
ARCHITECTURAL AND ENGINEERING SERVICES
RELATING TO THE ADAPTED USE OF THE PLANS AND
SPECIFICATIONS DEVELOPED BY SAID CONSULTANT
FOR THE MORNINGSIDE PARK RECREATION BUILDING,
SAID PLANS AND SPECIFICATIONS TO BE MODIFIED
FOR THE CONSTRUCTION OF A RECREATION BUILDING
IN ALLAPATTAH-COMSTOCK PARK; ALLOCATING FUNDS
THEREFOR IN AN AMOUNT NOT TO EXCEED $25,000
FROM CAPITAL IMPROVEMENT PROJECT NO. 331309,
"ALLAPATTAH-COMSTOCK PARK RENOVATIONS".
WHEREAS, the City of Miami entered into an agreement dated
May. 24, 1989, later amended on April, 16, 1993, with Russell
Partnership, Inc. for professional architectural and engineering
services required for the development of plans and specifications
for the construction of a recreation building in Morningside
Park; and
WHEREAS, pursuant to residentsrequests in the Allapattah
area, the City Commission has appropriated funds to construct a
similar building in Allapattah-Comstock Park, utilizing Community
Development Block Grant monies which are currently available in
the Capital Improvement Program, Project 331309; and
WHEREAS, the Parks and Recreation Department, with input
from the community, the Public Works Department and the

Allapattah NET Administrator, has determined that the size and

configuration of the building being constructed in Morningside
} Park will meet the community's recreational and cultural needs in
the Allapattah area, and that said plans and specifications
should be modified for use in Allapattah-Comstock Park; and
WHEREAS, said Consultant has indicated its willingness to
allow the use of said plans, to make such modifications as may be
required to adapt them for use at the second site, and to provide
such additional professional services as will be required during
the bidding and construction phases of the Allapattah-Comstock
building project; and
WHEREAS, Section 18-52.3(c)(3) of the City Code provides
that competitive selection procedures are not required when the
City is able to use existing plans from a prior project;
NOW,. THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble' to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
.Section.
Section 2. The City Manager is hereby authorized to
negotiate and execute an agreement ?�, in a form acceptable to
the. City Attorney, between the City of Miami and Russell
NET is an ancronym for "Neighborhood Enhancement Team".
The herein authorization is further subject to compliance with
all requirements that may be imposed by the City Attorney,
including those prescribed by applicable City Charter and Code
provisions.

RECOMMENDATION
It is respectfully recommended that the City Commission adopt the attached
resolution authorizing the City Manager to negotiate and execute an agreement,
in a`form acceptable to the City Attorney, with the Russell Partnership, Inc.
for professional design. services required for the adapted use of plans and
specifications for a new recreation building in Allapattah-Comstock Park.
'Funds for.this requirement in an amount not to exceed $25,000 are available in
the`Capital Improvement Program, Project #331309 entitled"Allapattah-Comstock
Park Renovations".
BACKGROUNDS
The Department of Parke and Recreation has worked with the community, the
Public -Works Department and the Allapattah NET Administrator to plan for the
construction of a new recreation building in Allapattah-Comstock Park.
Community Development Block Grant funds were appropriated for this purpose and
are currently available in the Capital Improvement Program, Project 331309.
It has been determined that the size and configuration of the recreation
buildingnow under construction in Morningside Park will meet the community's
recreational and cultural needs in the Allapattah area, and that the plans and
specifications utilized in Morningside should be modified for use in
Allapattah-COmstock Park. Section 18-52.3(c)(3) of the City Code provides
that 'competitive selection procedures are not required when the City is able
to use existing plans from a prior project. It is also anticipated that the
reuse of these plans will save appoximately 5 months in the total time
required to complete the project.
The Russell Partnership, Inc., a Hispanic -owned firm located at 2733 SW Third
Avenue, Miami, Florida 33129, has provided the architectural and engineering_
services for the Morningside Park project pursuant to an ,agreement dated
May 24, 1989, and amended April 16, 1993. This firm has indicated its
willingness to allow the reuse of said plans, to make such modifications as
May be required to adapt them for use at the second site, and to provide such
additional professional services as will be required during the bidding and
construction phases of the Allapattah-Comstock building project. The total
cost for these services should not exceed $25,000.
