Ordinance No. 10062, as amended, established.a goal of Awarding 51% of the City's total dollar volume of all expenditures for All Goods and Services to Black, Hispanic and Women Minority Business Enterprisesonan equal basis. Ordinance #10032 established a "First Source Hiring Agreement" program to stimulate the creation of employment for City of Miami' residents. W. 79th Avenue, Hialeah Gardens, Florida, a female firm and the low bidder under Bid No. 93=9417013. Funds for this improvement are available from the Capital Improvement Program (CIP) Project No. 331346, "Simpson Park BACKGROUND: The Department of Parks and Recreation has received input from residents of the area around the park as well as from meetings with Miami Roads Neighborhood Association regarding the need for security, fencing for Simpson Park. This matter was discussed at the City Commission Meeting of July 8, 1993 and was later approved by the City's Historic and Environmental Peservation Board on September 28, 1993. Pursuant to public notice, four (4) sealed bids were received on December 81 1993 for the purchase and installation of chain link fencing'. Award of the bid is recommended to Sovereign Construction, Inc., a female firm, which submitted the lowest responsive and responsible bid.
