ACCOUNT NO. 280601-075; AUTHORIZING THE CITY
MANAGER. TO INSTRUCT THE CHIEF PROCUREMENT
OFFICER TO ISSUE PURCHASE ORDERS FOR THIS
CLOTHING, AND THEREAFTER TO EXTEND THIS
CONTRACT FOR AN ADDITIONAL ONE (1) YEAR
PERIOD, AT THE SAME PRICE, TERMS AND
CONDITIONS, SUBJECT TO THE AVAILABILITY OF
FUNDS.
WHEREAS, pursuant to publio notioe, sealed bids were
reoeived Deoember 29, 1993 for the furnishing of firefighting
gloves, helmets and boats; and
WHEREAS, invitations were mailed to eighteen (18) potential
bidders and three (3) bids were reoeived; and
WHEREAS, funds for this service are available from the
Fire-Resoue FY 193-94 Account Code No. 280601-078; and

WHEREAS, the Department of Fire -Rescue is in need to replace
worn and damaged protective clothing that provides protection
against extreme heat and many other life threatening by-products
'
of combustion; and
WHEREAS, the City Manager and the Director of the Department
of Fire-Resoue recommend that the bids received from Cairns &
Brothers and Harold's Sales and Service be accepted as the lowest
responsible and responsive bid;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY

OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The December 29, 1993 bids of Cairns &
Brothers for the furnishing of one hundred (100) firefighting
helmets, at a proposed cost of $11,830.00, and Harold's Sales &
Service for the furnishing of two hundred eight (208) pairs of
firefighting gloves, and one hundred twenty-five (125) pairs of
firefighting boots, at a proposed amount of $13,145.98, for a
total proposed amount of $24,975.98, for the Department of
Fire-Resoue on a contract basis for one year with the option to
extend for an additional one (1) year period is hereby accepted,
with funds therefor hereby allocated from the Department of
Fire-Resoue FY 193-94 Account No. 280601-075.
Section 3. The City Manager is hereby authorized to
instruct the Chief Procurement Officer to issue a purchase order

RECOMMENDATION
It is recommended that a Resolution be passed permitting the
City of Miami Fire -Rescue Department to purchase one hundred
(100) Firefighting Helmets from Cairns & Brothers, a non -
minority, non -local vendor of Clifton, N.J., at a proposed
cost of $11,830.00; two hundred eight (208) Firefighting
Gloves, and one hundred twenty five (125) Firefighting Boots
from Harold's Sales & Service, a non -minority, non -local vendor {
of Marietta, GA, at a proposed cost of $13,145.98, for an annual
total cost of $24,975.98.

BACKGROUND
The requested clothing will be used by the Miami Fire -Rescue
Department to replace worn and damaged clothing. Structural
firefighting is one of the most dangerous occupations in America'.
Protective clothing provides protection against extreme heat and
the many other life threatening by-products of combustion
associated with structural firefighting. It is therefore
recommended that the award be made to Cairns & Brothers and
Harold's Sales & Service, the lowest responsive and responsible
bidders, on an as needed basis for one (1) year with the option
to extend for an additional one (1) year period.

Sealed bids will be received by the City of Miami City Clerk at
her office located at 3500 Pan-American Drive, Miami, Florida
33133 not later than 1100 a.m. December 29, 1993 for the
furnishing of Miscellaneous Firefighting Clothing on an as needed
basis to the Department of Fire, Rescue and Inspection Services`.
Bids submitted past such deadline and/or submitted to any other
location or office shall be deemed not responsive and will be
rejected.
Ordinance No. 10062, as amended, established a goal of Awarding
51% of the City's total dollar volume of all expenditures.for All
Goods and Services to Black, Hispanic and Women Minority Business
Enterprises on an equal basis.
Minority and women vendors who are interested in submitting bids
and who are not registered with the City as minority or women
vendors are advised to contact the. City Procurement Office, 1390
N.W.. 20th Street, Second Floor, Telephone 575-5174.
Local Preference Section 18-52.1(h) of the City Code, as amended,
states that the City Commission may offer to a responsible and
responsive local bidder, whose primary office is located in the
City of Miami, the opportunity of accepting a bid at the low bid
amount, if the original bid amount submitted by the local vendor
does not exceed 110 percent of the lowest other responsible and
responsive bidder.

The City Manager may reject all bids and readvertise.
