RESOLUTION NO. 9 4 ^ 49
A RESOLUTION WAIVING THE RENTAL FEES FOR USE
OF AN EXHIBITION HALL IN THE COCONUT GROVE
EXHIBITION CENTER FOR THE INTERNATIONAL
AMBASSADOR'S FOREIGN EMBASSY TOUR 95 TO BE
HELD JANUARY 23 - 25, 1995, SAID WAIVER
SUBJECT TO (1) FREE ADMITTANCE TO SAID
EXHIBITION FOR ANY SCHOOLS OR STUDENTS; (2)
THE PROVISION OF A BOOTH, AT NO COST TO THE
CITY OF MIAMI ("CITY"), TO PROMOTE THE CITY
AT ALL TWELVE HOST CITIES OF THE TOUR; (3)
THE ORGANIZERS (a) PAYING FOR ALL NECESSARY
COSTS OF CITY SERVICES AND APPLICABLE FEES
ASSOCIATED WITH SAID EVENT AND (b) OBTAINING
INSURANCE TO PROTECT THE CITY IN THE AMOUNT
AS PRESCRIBED BY THE CITY MANAGER OR HIS
DESIGNEE.
WHEREAS, the International Ambassador's Foreign Embassy
Tour 95 will travel to twelve major cities throughout the United
States; and
WHEREAS, said tour's first host city is the City of Miami,
and the tour's kickoff is scheduled to be held at the Coconut
Grove Exhibition Center on January 23 - 25, 1995; and
WHEREAS, said international event will focus on World
Geography, Political Science, International Trade, Tourism and
International Cultural Relations, provide 208 exhibitions
representing every nation of the world, and will produce a
national television show; and
WHEREAS, the different countries and their representatives
will expose international job opportunities to millions of people

from the twelve metropolitan areas scheduled to host the Tour;
and
WHEREAS, the organizers have requested that the rental fees
for use of the exhibition hall at the Coconut Grove Exhibition
Center be waived for said event; and
WHEREAS, organizers have agreed that there will be no charge
for admittance to said exhibition for any schools or students and
will provide a booth, at no cost to the City, to promote the City
of Miami at all twelve host cities; and
WHEREAS, the organizers will pay for all necessary costs of
City services and applicable fees associated with said event and

{ obtain insurance to protect the City in the amount as prescribed
by the City Manager or his designee;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The rental fees for use of an exhibition hall
in the Coconut Grove Exhibition Center are hereby waived for the
International Ambassador's Foreign Embassy Tour 95, to be held
January 23 - 25, 1995, said waiver subject to (1) free admittance
to said exhibition for any schools or students; (2) the provision
of a booth at no cost to the City to promote the City of Miami at
all twelve host cities of the tour; and (3) the organizers (a)
paying for all necessary costs of City services and applicable

fees associated with said event and (b) obtaining insuranoe to
proteot the City in the amount as prescribed by the City Manager
or his designee.
Seotion 4. This Resolution shall beoome effeotive
immediately upon its adoption.

As you are aware, the City Commission grante fee waiver t the
promoter of an event known as the Inter tional Ambassa ors
Foreign Embassy Tour., for use of the ,.Coco ut Grove Con.ve tion
Center on January 23-25, 1995. (See Rpsolut'on 94-49). -`
The promoter of this event has subsequentl postponed e tour
and rescheduled it for May 10-12, 1995 her at th onvention
Center.
Please advise if the resolution covering the fee waiver also
covers the new dates in May.
As per your instructions, I have verbally advised the promoter,
Mr. David Lee Ellisor, that he needs to go back before the City
Commission to confirm the fee waiver for his event. To which he
agreed. I do not believe he has done so at this point.
I request direction from either yourself, the City Manager or. the
City Clerk's Office in this matter.

ENCLOSURES
It is respectfully recommended that the City Commission adopt the
attached Resolution waiving the rental fee for use of the
Exhibition Hall in the Coconut Grove Convention Center for the
International Ambassador's Foreign Embassy Tour 95 to be held
January 23 - 25, 1995. This waiver is subject to the following
conditions: 1) free admittance to said exhibition for any
schools or students; 2) the provision of a booth, at no cost to
the City of Miami, to promote the City at all twelve host cities
of the tour; 3) the organizers agreeing to pay for all necessary
cost of City services and applicable fees associated with said -
event and agreeing to obtain insurance to protect the City in the
amount prescribed by the City Manager or his designee.
BACKGROUND:
The attached Resolution calls for waiving the rental fee for the
use of the Exhibit Hall at Coconut Grove Convention Center for
the International Ambassador's Foreign Embassy Tour 95 to be held
January 23 - 25, 1995. Said Tour will travel to 12 major cities
throughout the United States, with Miami serving as the first
host city. This international event will provide 208 exhibitions
representing every nation of the world, will produce a national
television show, expose international job opportunities to
millions of people from the twelve host metropolitan areas, and
will focus on world Geography, Political Science, International
Trade, Tourism, and Cultural Relations.
The organizers for said tour agree to pay for all necessary costs
of City services and applicable fees associated with said event,
and to obtain insurance to protect the City in the amount as
prescribed by the City Manager or his designee. The organizers
% further agree to provide a booth and to promote, at no cost to
the City, at all twelve host cities. In addition, Organizers
agree that there will be no charge for admittance to said
exhibition1 at Coconut Grove Convention Center for any schools or
students.
