A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO AN INTERLOCAL AGREEMENT WITH METROPOLITAN DADE COUNTY, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, WHEREBY DADE COUNTY WILL ENGAGE CONSULTANT SERVICES FOR THE PURPOSE OF PREPARING GRANT APPLICATIONS FOR SUBMISSION TO THE UNITED STATES GOVERNMENT UNDER THE EMPOWERMENT ZONES AND ENTERPRISE COMMUNITIES PROGRAM; ALLOCATING FUNDS THEREFOR, IN AN AMOUNT NOT TO EXCEED $100,000, FROM COMMUNITY DEVELOPMENT BLOCK GRANT 19TH YEAR GRANT ADMINISTRATION, PROJECT NO. 799302, INDEX CODE NO. 451923. WHEREAS, the United States Government has enacted legislation which establishes the Empowerment Zone and Enterprise Community grant program to empower distressed neighborhoods; and WHEREAS, certain census tracts of the City of Miami would be eligible for funding under this program; and WHEREAS, there will be only six urban Empowerment Zones funded and 65 Enterprise Communities, therefore requiring grant applications to be awarded competitively from among the applications received; and WHEREAS, each Empowerment Zone will receive One Hundred Million Dollars over a two year period and an Enterprise Community will receive almost Three Million Dollars; and CITY COMMISSION MEETING OF. JAN 1 3 V94 g=solution Na7 WHEREAS, the grant application/s will require a complex mix of participation and strategy building from all segments of the community with local governments; and WHEREAS, the City must collaborate with Metropolitan Dade County in order to apply for these grants; and WHEREAS, Metropolitan Dade County will enter into an agreement with a consultant/s to interact with the community, plan an innovative strategy and package the applications; and WHEREAS, the City wishes to collaborate with Metropolitan Dade County in selecting the consultant/s and working with the consultant to develop the applications; and WHEREAS, the anticipated cost for the consultant's is estimated to be $400,000, of which the City would provide up to $100,000; and WHEREAS, Community Development Block Grant funds may be used for this purpose; and WHEREAS, it is currently anticipated that the applioation/s will be due to the federal government in five to six months, therefore the time frame for preparation is extremely critical; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. -2- 9 4 - 3'7 Section 2. The City Manager is hereby authorized`/ to enter into an Interlocal Agreement with Metropolitan Dade County, in a form acceptable to the City Attorney, whereby Dade County will engage consultant services for the purpose of preparing grant applications for submission to the United States Government under the Empowerment Zones and Enterprise Communities Program, with funds therefor hereby allocated, in an amount not to exceed $100,000, from Community Development Block Grant 19th Year Grant Administration, Project No. 799302, Index Code No. 451923. ENCLOSURES: It is respectfully recommended that the City Commission adopt the attached resolution authorizing the City Manager to enter into an Interlocal Agreement with Metropolitan Dade County for the purpose of obtaining consultants to prepare necessary application/s to the federal government under the Empowerment Zone and Enterprise Community legislation. BACKGROUND: The, Community Development Department is recommending the adoption of the attached Resolution authorizing the City Manager to enter into an Interlocal Agreement with Metropolitan Dade County for the purpose of obtaining consultants to prepare necessary applications for grants under the Empowerment Zone and Enterprise Community legislation. The Empowerment Zone and Enterprise Community legislation provides for six (6) urban Empowerment Zones and 65 urban Enterprise Communities to be selected for grants from competitive applications. An area selected for an Empowerment Zone will receive One hundred million dollars ($100,000,000) over a two year period. if selected as an Enterprise Community, an area would receive $2.9 million. The purpose of the funds is to develop and implement comprehensive strategies to attract business, create jobs, achieve safer streets and generally empower people of the selected area to get ahead. It is expected that application for these grants will be highly competitive and local governments must work together with selected communities to develop the application to be submitted. The time frame for submission is expected to be short, only five or six months. In order to prepare an application that is innovative and meets the criteria of the legislation, it is recommended that one or more consultants be utilized. Since the City of Miami would be part of the larger application of Metropolitan Dade County, it is expected that Dade County will employ the consultant/s and the City of Miami will contribute a share of the necessary funding through an Interlocal Agreement 94- 37 with the county. At this time the total cost of the Consultants is expected to be $400,000, of which the City would contribute $100,000 from Community Development Block Grant funds. 94- 37
