WHEREAS, four vacancies exist on the General Employees' and Sanitation
Employees' Retirement Trust, two to be appointed by the City Commission, one to
be selected by the Miami General Employees Association, American Federation of
State, County and Municipal Employees ("AFSCME") basgad n'i g unit, and the other
to be selected by the Sanitation Employees Association bargaining unit;
NOW, THEREFORE, BE IT RESOLVED BY THE ODiMSSICiN OF THE CITSi OF MIAMC,
Section 1. The following individuals are hereby appointed as members to
the City of Miami. General Employees' and Sanitation Employees' Retirement
Trust, for terms to expire on November 30, 1995:
Section 2. The following individual, selected by the AFSM bargaining
unit, is hereby confirmed as a member of the City of Miami General Employees'
and Sanitation Employees' Retirement Trust, for a term to expire on
November 30, 1995:

and adopted by the City of Miami Commission at its meeting held
on January 13, 1994, appointing you to serve as a member of the
Miami General Employees' and Sanitation Employees' Retirement
Trust.
Pursuant to Dade County Ordinance No. 77-13, and the Financial
Disclosure law, Chapter 112.3145, Florida Statutes, as a member
of the GESE Retirement Trust, you will be required to file a
Statement of Financial Interests form with the Dade County
Supervisor, Elections Department. Their address is: Metro Dade
Center, 111 N.W. 1st Street, Suite 1910, Miami, Florida 33128-
1993 (Tel: 375-5553).
Sections 2-305 through 306 of the City of Miami Code require all
elective and appointive officers or employees of the City to
submit to the City Clerk a Statement of Real Property Owned by
him/her, whether the title be either legal or equitable, whether
owned in whole or in part, as well as a Statement of Corporate
Real Property in which he/she has a controlling interest, or is
an officer. Enclosed herein please find a copy of said forms to
fill out. Kindly complete and return them to us at your earliest
convenience.
Pursuant to the requirement under Section 40-225, City of Miami
Code, members of the GESE Retirement Trust are required to take
an oath of office. Please contact Sylvia Lowman at 250-5360 to
make an appointment to take said oath.
Also enclosed is a copy of a memorandum from A. Quinn Jones, III,
City Attorney, dated October 22, 1991, outlining some guidelines
to assist members of City Boards and Committees in complying with
the Government in the Sunshine Law.

SUBJECT. Resolution appointing individuals to serve on
GESE Retirement Board

It is respectfully recommended that the City Commission adopt the attached
resolution reappointing four members to the City of Miami GESE Retirement
Board of Trustees.
Bacleground:
City Code Sections 40-226 and 40-227 provides for the appointment of a nine
member board of trustees to administer and manage the retirement plan as the
City of Miami General Employees' and Sanitation Employees' Retirement Trust."
Of these nine members, one is to be selected by the City Manager, two by the
general employees (AFSCME), two by the sanitation employees (SEA) and four
independent trustees selected by the commission from lists submitted from
AFSCME and SEA.
Effective November 30, 1993, the terms of four of the present trustees, William
J. Rabun, Hector Serrano, Krista Woods and Ron Thomphins, will expire. It has
been requested by AFSCME that the reappointment of William J. Rabun as one
of its appointments to the trust be confirmed and AFSCME recommends that
Hector Serrano be reappointed to the Board. In addition, it has been' requested
by SEA that the reappointment of Krista Woods as one of its appointments to
the trust be confirmed. SEA also recommends that Ron Thomphins be
reappointed to the Board.
