HomeMy WebLinkAboutR-94-0027J=94=25 12/5/93 RESOLUTION NO. 9 4 - 27 A RESOLUTION AUTHORIZING THE ANNUAL PURCHASE OF ASPHALTIC CONCRETE ON AN AS -NEEDED BASIS FOR THE DEPARTMENT OF PUBLIC WORKS FROM THOSE SUPPLIERS UNDER EFFECTIVE CONTRACT WITH METROPOLITAN.DADE COUNTY, AT A TOTAL COST NOT TO EXCEED $150,000 ANNUALLY; AUTHORIZING THE ALLOCATION OF FUNDS ON AN ANNUAL BASIS FROM GAS TAX FUNDS AND/OR FROM THE OPERATING BUDGET OF PUBLIC WORKS FOR SAID PURCHASE OF ASPHALT; AUTHORIZING THE CITY MANAGER TO INSTRUCT THE CITY'S CHIEF PROCUREMENT OFFICER TO ISSUE PURCHASE ORDERS FOR SAID ASPHALTIC CONCRETE, SUBJECT TO THE AVAILABILITY OF FUNDS. WHEREAS, The Department of Public Works is responsible for emergency and routine repairs of City streets as needed, and asphaltic concrete is the required medium for pavement repairs; and WHEREAS, Metropolitan Dade County competitively bids and formally awards a contract each year for the furnishing of asphaltic concrete to itself, municipalities and governmental agencies County -wide; and WHEREAS, due to industry price fluctuations and variations in plant site destination charges, contracts are awarded by Dade County to several suppliers with purchase orders going to the contractor having the lowest price per ton at the time of need; and WHEREAS, it is most advantageous to the City to achieve and realize the pricing economies afforded by use of the widely scoped Dade County contracts; and CITY COMMISSION MEETING OF JA N 1 3 1994 R"olution Nm 94- 27 WHEREAS, these contracts constitute responsible and responsive bids that meet the City's requirements for asphaltic concrete; and WHEREAS, said material will be used by the Department of Public Works for the purpose of repairing City streets as required annually; and WHEREAS, funds for the annual purchase of asphaltic concrete are available from Gas Tax Funds and/or from the annual operating budget of the Department of Public Works; and WHEREAS, the City Manager and the Director of the Department of Public Works recommend that the annual purchase of asphaltic concrete, as needed, from those suppliers under effective contracts with Metropolitan Dade County be approved; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The annual purchase of asphaltic concrete on an as -needed basis, for the Department of Public Works from f those suppliers under effective contracts with Metropolitan Dade County, at a total cost not to exceed $150,000 annually, is hereby authorized with funds therefore hereby allocated from Gas Tax Funds and/or the annual operating budget of said Department. - 2 - 9 4 - 27 Section 3. The City Manager is hereby authorized to instruct the City's Chief Procurement Officer to issue purchase orders for asphaltic concrete subject to the availability of funds. Section 4. BACKGROUND The Department of Public Works, in an effort to serve all residents of the City of Miami, has determined that it is in the best interest of the City to purchase asphalt from suppliers under contract with Metropolitan Dade County. The Department of Public Works is responsible for emergency and routine repairs of City streets and asphaltic concrete is the material utilized for said repairs. Dade County competitively bids and formally awards contracts each year for furnishing asphaltic concrete to itself, municipalities and other governmental agencies county -wide. It is to the City's advantage to utilize these widely scoped Dade County contracts to achieve cost savings for the purchase of asphalt for use by the City's Department of Public Works. Said county contracts meet the City's bidding requirements for furnishing asphaltic concrete. Funds for purchasing asphaltic concrete on an as -needed, when - needed basis for the Department of Public Works are included in the annual operating budget of said Department. Adoption of this Resolution will authorize the annual purchase of asphaltic concrete utilizing Dade County contracts up to a total cost not to exceed $150,000. Purchase orders issued for said asphaltic concrete shall be issued subject to availability of funds. ��. 94- 27
