HomeMy WebLinkAboutR-94-0012J-94-56 1/7/94 RESOLUTION NO. m 4 __ 1- 2 A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AN AMENDMENT, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, TO THE EXISTING AGREEMENT WITH LITTLE HAVANA DEVELOPMENT AUTHORITY, INC., THEREBY EXTENDING SAID CONTRACT THROUGH JUNE 30, 1994 AND PROVIDING ADDITIONAL FUNDS, IN THE AMOUNT OF $37,500; SAID FUNDS TO BE USED BY THE LITTLE HAVANA DEVELOPMENT AUTHORITY, INC. TO PROVIDE TECHNICAL ASSISTANCE AND TO FURTHER ECONOMIC DEVELOPMENT IN THE EXPANDED LITTLE HAVANA TARGET AREA; ALLOCATING FUNDS THEREFOR FROM THE NINETEENTH (19TH) YEAR COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS. WHEREAS, the City Commission is committed to economic development and the expansion of trade and commerce; and WHEREAS, promotion of economic revitalization in the neighborhoods of the City of Miami is an important part of the City's economic development strategy; and WHEREAS, the City Commission adopted Resolution No. 93-732 on November 23, 1993, expanding the Little Havana target area to the north and to the west for Community Development Block Grant purposes; and WHEREAS, the Little Havana target area merchants and its low I and moderate income residents are in need of assistance; and cm COT MISSION MEETING OF JAN 1 3 1994 Resolution No. 94- 12 s WHEREAS, the Little Havana Development Authority, Inohas been servicing the Little Havana community since July, 1978 and will have to expand its services to the include the additional area; and WHEREAS, the additional $37,500 will be used to provide technical assistance and further economic development in the expanded target area; and WHEREAS, the expanded boundaries are: Northern segment boundary - Miami River to the north and east, N.W. 7th Street to the south, and N.W. 27th Avenue to the west. Western segment boundary - N.W. 7th Street to the north, S.W. 17th Street to the south, N.W. S.W. 27th Avenue to the east, and N.W. S.W. 37th Avenue to the west. Property facing both sides of the street on N.W. 7th Street and N.W. 27th and 37th Avenues (within the City limits) to be also included; and WHEREAS, the target area designation will enable the area to be eligible for Community Development Block Grant funds for capital improvements, social services, economic development and housing programs; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. 94- 12 -2- Section 2. The City Manager is hereby authorizedl' to execute an amendment, in a form acceptable to the City Attorney, to the existing agreement with Little Havana Development Authority, Inc., thereby extending said contract through June 30, 1994 and providing additional funds, in the amount of $37,500, to be used by the Little Havana Development Authority, Inc. to provide technical assistance and to further economic development in the expanded Little Havana target area, with funds therefor hereby allocated from the Nineteenth (19th) Year Community Development Block Grant Funds. Section 3. This Resolution shall become effective immediately upon its adoption. PASSED AND ADOPTED this 13th day of January 1994. L' S PHEN P. Ci ty ager ENCLO$URES: RECOMMENDATION: It is respectfully recommended that the City Commission adopt and authorize the City Manager to execute the attached Resolution. The proposed resolution amends an existing agreement for the purpose of providing an additional $37,500 to provide needed technical and economic development assistance in the expanded commercial and residential target area of Little Havana. BACKGROUND: On November 18. 1993, the City Commission passed Resolution No. 93-732 expanding the boundaries of thee Little Havana Community Development target area. The expansion of said target area will enable the area to be eligible for Community Development Block Grant funds for Capital Improvements, Social Services, Economic Development and Housing Programs. /gjd Cg23-/ 94- 12
