AN EMERGENCY ORDINANCE AMENDING ORDINANCE NO. 11059 , ADOPTED ON APRIL 15, 1993, *1ICH ESTABLISHED INITIAL RESOURCES AND INITIAL APPROPRIATIONS FOR A SPECIAL ; REVENUE FUND ENTITLED: "DRUG ABUSE RESISTANCE EDUCATION", TO PROVIDE FOR AN INCREASE IN THE AM1X1JT � OF $70,217 .AS THE RESULT OF A SUCCESSFUL GRANT APPLICATION FROM METROPOLITAN DADE COUNTY, AMID AUTHORIZING THE CITY MANAGER TO EXECUTE ANY DOCUMENTS NECESSARY TO ACCOMPLISH THE ACCEPTANCE OF THE GRANT; CONTAINING A REPEATER PROVISION AND A SEVERABILITY CLAUSE. WHERFM, the City of Miami Police Department is continuing its efforts toward educating the youth of our ccammnity in dangers of drug and alcohol abuse; and WHEREAS, the Drug Abuse Resistance Education program is designed to further this ccatmitment by educating elementary school students about to move on to middle school; and WHEREAS, Metropolitan Dade County has approved an additional award of $70,217, toward the payment of overtime, officer training and other related expenses with no matching funds from the City of Miami to accomplish this training; and WHEREAS, any purchases would have to ccanply with applicable city code purchasing ; NOW, THEREFORE, BE IT O MAINED BY THE COMMISSION OF THE CITY OF MUM, 11198 Section 1. The recitals and findings contained in the Preamble to this Ordinance are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. Section 2 of Ordinance No. 11059, adopted April 15, 1993, is hereby amended in the following particulars:l/ "Section 2. The following Special Revenue Fund is hereby establAshed and resources are hereby appropriated as described herein: FUND TITLE: Drug Abuse Resistance Education RESOURCES: .Metropolitan Dade County T__,____^^ 16� 9,380 APPROPRIATIONS: Total Personnel $89,844. $153,967 Total Training Costs $2,400.00 7,35 Total Support Costs $-6,919.00 8 063" Section 3. The City Manager is hereby authorized to accept the funding as set forth in the Preamble to this ordinance and to enter into the necessary contract(s) and/or agreement(s), in a form acceptable to the City Attorney,2/ for the acceptance of the aforesaid monies for the ccapensation of personnel and other related costs. Section 4. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this Ordinance are hereby repealed. Section 5.. If any section, part of section, paragraph, clause, phrase, or word of this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected. l Words and/or figures stricken through shall be deleted: Underscored words and/or figures shall be added. This Ordinance is hereby declared to be an emergency measure on the grounds of urgent public need for the preservation of peace, health, safety, and property of the City of Miami, and upon the further grounds of.the necessity of the City of Miami to make the required and necessary payments to its employees and officers, to pay its debts, to purchase necessary and required goods and supplies, and to carry on the general functions art duties of municipal affairs. Section 7. The requirement of reading this ordinance on two separate days is hereby dispensed with by an affirmative vote of not less than four - fifths of the manbers of the Ccomission. ission. REFERENCES: ENCLOSURES: It is respectfully recommended that an Ordinance amending Ordinance No. 11059, which established initial resources and initial appropriations for a Special Revenue Fund entitled: "Drug Abuse Resistance Education (D.A.R.E.)," and increasing said appropriations by $70,217, as the result of a successful grant application from Metropolitan Dade County, be adopted. BACKGROUND: The Miami Police Department is continuing its efforts in educating the youth of our schools in the dangers of alcohol and substance abuse. Toward this end the Drug Abuse Resistance Education (D.A.R.E.) program was established. This program targets elementary school students about to move on to middle school. Metropolitan Dade County has committed an additional $70,217 toward the payment of overtime for police officers certified in teaching the D.A.R.E. program, training costs, and curriculum support materials. There are no matching funds required from the City of Miami. This Ordinance is being requested on an emergency basis so that the reimbursements can be made for the current school year.
