HISTORY ANALYSIS The proposed zoning change from R,3 Multi -family Medium Density Residential to C-2 Liberal Commercial is being requested in order to expand the used car dealer use existing in the adjoining property. ZONING BOARD Recommended to City Commission for approval. (Res. No. 71-94) APPELLANT CITY COMMISSION Passed on Fi"rst Reading. - APPLICATION NUMBER 94- 289 Page 1 July 18, 1994 Yes No N/A X X X X X X X X X X x X X X X X ANALYSIS OF PROPOSED ZONING CHANGE APPLICATION NUMBER 94- 289 The proposed change is in harmony with the adopted Miami Compre- hensive Neighborhood Plan, 1989-2000, and does not require a plan amendment. The proposed change is in harmony with the established land use pattern. The proposed change is related to adjacent and nearby districts. The change suggested is within scale with the needs of the neigh- borhood or the City. The proposed change maintains the same or similar population density pattern and thereby the load on public facilities such as schools, utilities, streets, etc. is the same. Existing district boundaries are illogically drawn in relation to existing conditions on the property proposed for change. There are changes or changing conditions that make the passage of . the proposed change necessary. The proposed change positively influences -living conditions in the neighborhood. The proposed change has the same or similar impact on traffic and does not affect public safety as the existing classification. The proposed change has the same or similar impact on drainage as the existing classification. The proposed change has the same or similar impact on light and air to adjacent areas as the existing classification. The proposed change has the same or similar impact on property values in the adjacent areas as the existing classification. The proposed change will contribute to the improvement or deve- lopment of adjacent property in accord with existing regulations. The proposed change conveys the same treatment to the individual owner as to the owner within the same classification and the immediate area; and furthers the protection of the public welfare. There are substantial reasons why the use of the property is unfairly limited under existing zoning. It is difficult to find other adequate sites in the surrounding area for the proposed use in districts already permitting such use. 11194 July 18, 1994 Items 6 I NW ROM IKM ++nw aoman ROOM 33__ 91 VISION;; 32 30 111111 Ilia .1111111 PA:A Nag& Wit= It MA Igo• _ 1 .0 r FE + 1 w N.W. 3 .G®g ANCREW A L LA PAT T! Yry4 ce T M A }. *ltyC? h•'?s, Wes+.- 4 T - { j' ... ' , r iw1A4, 1 4! ri{ A. nN M t =, r •a. w }t * r o 'T .' Padron , O Sworn to and Sbbscribed before me h a rnL of N't , 14—.c►4 c, Stat 1 FLORIDA P: 15.1956 • STATEMENT EXPLAINING WHY PRESENT ZONING DESIGNATION IS INAPPROPRIATE: The present designation of the property is medium density residential. (R-3) The property in question abuts a C-2 zoning district and lies in the rear of a larger piece of land which is zoned C-2. This land's present zoning designation is not practical due to its size and location since it lies between improved residential and commercial property and at the rear of a piece of land now used as a used car lot. STATEMENT AS TO WHY PROPOSED ZONING DESIGNATION IS APPROPRIATE: The change in zoning classification is a logical extension of the present C-2 zoning district because it would allow utilization of the complete site owned by the property owner instead of partitioning the site in two. The property in question cannot support any residential development and can only be used as an extension of the property which lies next to it which is designated C-2. f Y 1 l :a, 11194 OWNER'S LIST Owner's Nance Ameriland Ente=ri_ses,-Inc.
