WHEREAS, the Congress
of the United
States
adopted into Law the Refugee
Education Assistance Act of
19W and the
Refugee
Assistance Extension Act to
establish programs to prepare Refugee and Entrant Is Section 401(o) for entry
into the labor foroe and to afford job training and En411s Language and
skills training to those who are in special need of such training to obtain
productive employment; and
Neighborhoods Jobs Program to meet the mandate of the aforementioned publio
law; and
WHEREAS, the . Department of Health and Human Servioes Yeas awarded the
City of Miami $238,276 from the Refugee Education Assistance Aot of 19W
Section 501(a) and the Refugee Assistance Extension. Aot of 19W Section 401(o)
to operate a Refugee Ca mnlnity Strengthening Program specifically targeted to
refugees and entrants;

Section 3. This appropriation is contingent upon fundimg to be
provided by a grant awarded by the U.S. Department of Health and Human
Services, Office of Refugee Resettlement, and the City Manager's aooepta�e
Section 4. The City Manager is hereby authorized to accept said
grant and to execute the necessary documents with the U.S. Department of
Health and Hlsmaa Resources, Office of Refugee Resettlement, to implement sand
grant.
The herein authorization is further subject to compliance
with all requirements that may be imposed by the City
Attorney, including but not limited to those prescribed by
applicable City Charter and Code provisions.

.. "Refugee Community Family
Strengthening Program"

It is respectfully recommended that the City Commission adopt the attached Ordinance
which establishes a new special revenue fund entitled "Refugee Community Family
Strengthening Program", and appropriates $238,276 for this purpose from the U.S.
Department of Health and Human Services through the Office of Refugee Resettlement
Background:
The Department of Community Development has been awarded a Social Services
(Discretionary) grant from the Department of Health and Human Services to provide _
refugee residents in the City with employment opportunities and access to English
language and skills training, and to government information and services. The City has
bee awarded $238,276 from these funds.
Adoption of the proposed legislation establishes the aforementioned Special Revenue
Fund and appropriate funds as outlined above.
Attachment: One (1) proposed Ordinance
This proposed ordinance is being submitted as an "Emergency" in order to
implement the program and }se able to provide the necessary services to the
newly arrived refugees.
