H• • 11 !• 'IVA1 '1' H�1' • :11:r•+ D •• 1:1 �N •A • • ! :rl' U H' !•1 1 1 • a• :I' • •,• •; I1 WHEREAS, the City of Miami Police Department continues to dea.1 with chronic problems involving crime and the safety of its citizens; and W11EREA,S , the City of Miami has been plagued with several civil disorders, as well as the destruction of Hurricane Andrew; and WHEREAS, such incidents have combined to form a unique social, economic, and criminal problem for the City; and WHEREAS, there is a need to target specific geographical areas; and WHEREAS, the City of Miami. Police Department has implemented. the NET (Neighborhood Enhancement Team) concept to deal with such problems in an effective manner by the use of IMPACT (Intense Mobilization of Police Against Crinimal.. Trends) ; and WHEREAS, a grant, in the amount of $1, 950 , 000 , has been awarded. by the U.S. Department of Justice; and WHEREAS, grant monies would be used to expand this concept through the hiring of 26 additional officers; Section 1. The recitals and findings contained in the Preamble to this Ordinance are hereby adopted by referenoe thereto and incorporated herein as if fully set forth in this Section. Section 2. The following Special. Revenue Fund is hereby established and resources are hereby appropriated as described herein: FUND TITLE: POLICE HIRIIG SUPPLEMENT RES(RTRCES : U.S. DEPARTMENT OF JUSTICE $1, 950 , 000 APPROPRIATIONS: Field Operations $1,950,000 Section 3. The City Manager is hereby authorized to accept the grant as set forth in the Preamble to this Ordinance and to enter into the necessary oontract(s) and/or agreements), in a form woeptabl.e to the City Attorney,`/ for the acceptance of the aforesaid monies for the compensation. of operational, and other related costs. Section 4. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this Ordinance are hereby repealed. Section 5. If any section, part of section, paragraph, clause, phrase, or word of this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected. The herein authorization is further subject to j compliance with all requirements that may be imposed by the City Attorney, including but not Limited to those prescribed by applicable City Charter and Code provisions. 111'75 -2- Section 6. This Ordinance is hereby declared to be an emergency measure on the grounds of urgent public need for the preservation of peace, health, safety, and property of the City of Miami, and upon the further grounds of the necessity of the City of Miami to make the required and necessary payments to its employees and officers, payment of its debts, necessary and required purchases of goods and supplies, and to generally carry on the functions and duties of municipal affairs. Section 7. The requirement of reading this ordinance on two separate days is hereby dispensed with by an affirmative vote of not less than four - fifths of the members of the Commission. Section 8. CLAF9, MAYOR A MATTY HMAI CITY CIS M■:I f•a LWA •A • :A ■' � lal �i IN WIM-WIMMMAP —3— CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM TO: Honorable Mayor and Members of the City Commission FROM : Cesar City RECOMMENDATION: DATE : AUG 2 5 1994 FILE SUI JECT : Ordinance Establishing a Special Revenue Fund REFERENCES: ENCLOSURES: It is respectfully recommended that an Ordinance establishing a Special Revenue Fund entitled: "Police Hiring Supplement," accepting a grant from the U.S. Department of Justice, in the amount of $1,950,000 and appropriating funds for the operation of same, be adopted. BACKGROUND: The Miami Police Department is committed to the concept of community policing through the N.E.T. (Neighborhood Enhancement Team) Program. The City is divided into small geographical areas and a police officer is assigned to tackle the crime problems of his area. Problem areas are saturated with police presence through the use of IMPACT (Intense Mobilization of Police Against Criminal Trends) teams. This concept of community policing has been very successful since its inception in 1992. The community takes an active part in reporting any violations occurring within their area. The U.S. Department of Justice has awarded the City a grant for $1,950,000 for the hiring of 26 additional police officers. The grant will be administered by the Grants Coordinator, and matching funds are required. This Ordinance is being requested on an emergency basis on the grounds of urgent public need for the preservation of peace, health, safety, and property c;f the City of Miami. 11175
