AN EMERGENCY ORDINANCE AMENDING ORDINANCE N0. 10934,
ADOPTED ON NOVIIMBER 14, 1991, WHICH ESTABLISHED
INITIAL RESOURCES AND INITIAL APPROPRIATIONS FOR A
SPECIAL REVENUE FUND ENTITLED: "DRUG FREE NEIGHBORHOOD
TASK FORCE," TO PROVIDE FOR AN INCREASE IN THE AMOUNT
OF $26,355 AS A RESULT OF A SUCCESSFUL GRANT
APPLICATION, AND AUTHORIZING THE CITY MANAGER TO
ACCEPT $26,355 FROM ME`IROPOLITAN DADE COUNTY;
CONTAINING A REPEALER PROVISION AND SEVERABILITY
CLAUSE.
WHEREAS, the City of Miami Police Department and Metropolitan Dade County
Police Department experience similar problems in continuing to investigate
narcotics trafficking; and
WHEREAS, there is a need to target specific geographical areas; and
WHEREAS, Ordinance No. 10934, adopted on November 14, 1991, established
initial resources and initial appropriations for the "Drug Free Neighborhood
Task Force" in the amount of $42,967; and
WHEREAS, as a result of a successful grant application, additional funds
in the amount of $26,355 are available from the Office of National Drug
Control Policy for deposit into said fund, to be administered by Metropolitan
Dade County; and
WHEREAS, any purchases would have to comply with applicable City Code
purchasing requirements;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this
Ordinance are hereby adopted by reference thereto and incorporated herein as
if fully set forth in this Section.
Section 2. Section 1 of Ordinance No. 10934, adopted November 14, 1991,
is hereby amended in the following particulars:l/
"Section 1. The following resources and appropriations are hereby
established for the "Drug Free Neighborhood Task Force":
FUND TITLE: Drug Free Neighborhood Task Force
RESOURCES: Metropolitan Dade County $69,253 $86,608
APPROPRIATIONS: Total Related Costs $34;490 $14,990
Total Equipment $45,763 $48,718
Total Investigation Expenses 2$ 2,900
Section 3. The herein resources and appropriations for the "Drug Free
Neighborhood Task Force are hereby increased by $26,355 as a result of a
successful grant application.
Section 4. All ordinances or parts of ordinances insofar as they are
inconsistent or in conflict with the provisions of this Ordinance are hereby
repealed.
Section 5. If any section, part of section, paragraph, clause, phrase,
or word of this Ordinance is declared invalid, the remaining provisions of
this Ordinance shall not be affected.
Section 6. This Ordinance is hereby declared to be an emergency measure
on the grounds of urgent public need for the preservation of peace, health,
safety, and property of the City of Miami, and upon the further grounds of the
necessity for the City of Miami to make the required and necessary payments to

its employees and officers, payment of its debts, necessary and required
purchases of goods and supplies, and to generally carry on the functions and
duties of municipal affairs.
Section 7. The requirement of reading this ordinance on two separate
days is hereby dispensed with by an affirmative vote of not less than four -
fifths of the members of the Commission.
Section 8. This Ordinance shall become effective immediately upon its
adoption.

It is respectfully recommended that an Emergency Ordinance
amending Ordinance No. 10934, which established a Special Revenue
Fund entitled: "Drug Free Neighborhood Task Force," and
increasing appropriations by $26,355, as the result of a
successful grant application, be adopted.
BACKGROUND:
The Miami Police Department and Metropolitan Dade County Police
Department are experiencing similar problems in combatting
narcotics trafficking. Because the jurisdictions of each
department borders the other, a joint task force was developed
targeting specific geographic areas. The U.S. Department of
Justice, Office of Justice Programs previously approved a
$400,000 grant to fund the task force. The Office of National
Drug Control Policy has awarded the task force an additional
$350,000 _) continue the operation. The grant is administered by
Metropolitan Dade County, and is shared equally with the City of
Miami Police Department. The $26,355 being appropriated will be
utilized for administrative, equipment, and rental costs. No
matching funds are required by the City and all expenditures will
comply with the procurement provisions of the Code of the City of
Miami.
This Ordinance is being requested on an emergency basis so that
expenditure deadlines can be met and applications for additional
funding can be made in a timely manner.
