PROVISION AMID A SEVERABILI'I'Y CLAUSE.
WHEREAS, the City of Miami. Police Department continues to investigate
auto thefts, and the dealings of altered and stolen auto parts; and
WHEREAS, there is a need to target specific geographical areas; and
WHEREAS, the Florida Motor Vehicle Theft Prevention Authority, has
approved the award of $45,540 toward the purchase of equipment, with no
matching funds required of the City of Miami; and
WHEREAS, any equipment/servi.oes purchases are required to comply with
FMIKUSION
Section 1. The recitals and fi.Is contained, in the Preamble to this
Ordis=10e are hereby adopted by reference thereto and incorporated herein as
if fully set forth in this Section.
Section 2. The following Special Revenue Fund is hereby established and
initial resources are hereby appropriated as described. herein:

Section 3. The City Manager is hereby authori.zedY to accept a grant
from the Florida Motor Vehicle Theft Prevention Authority, in the amount of
$45,540, and to execute all necessary documents, in a form acceptable to the
City Attorney, for the aooeptanoe and implementation of said grant.
Section 4. All ordinances or pasts of ordinances insofar as they are
inconsistent or in conflict with the provisions of this Ordinance are hereby
repealed..
Section 5. If any section, part of section, paragraph, clause, phrase,
or word of this Ordinance is declared invalid, the remaining provisions of
this Ordinance shall not be affected.
Section 6. This Ordinance is hereby declared, to be an emergency measure
on the grounds of urgent public need for the preservation of peace, health,
safety, and property of the City of Miami, and upon the further grounds of the
necessity of the City of Miami to make the required and necessary payments to
its employees and officers, payment of its debts, necessary and required
purchases of goods and supplies, and to generally carry on the functions and
duties of municipal affairs.
Section 7. The requirement of reading this Ordinance on two separate
days is hereby dispensed with by an affirmative vote of not less than four -
fifths of the members of the Commission.
Section 8. This Ordinance sba11 become effective immediately upon its
adoption.

RECOMMENDATION:
It is respectfully recommended that an Ordinance establishing a
Special Revenue Fund entitled: "Operation C.A.R.S.," accepting a
grant from the Florida Motor Vehicle Theft Prevention Authority,
in the amount of $45,540 and appropriating funds for the
operation of same, be adopted.
BACKGROUND:
The Miami Police Department is continuing its efforts at
combatting the highly lucrative crime of auto theft. Within its
jurisdictional boundaries, our Auto Theft Detail has investigated
approximately 8,080 cases in 1992, and 9,000 cases in 1993. The
project labeled "Operation C.A.R.S." (Comprehensive Auto Recovery
Strikeforce) will focus on the arrest and conviction of persons
engaged in thefts, and alteration of vehicles and parts. It will
consist of a multi -jurisdictional effort between the City and
Metro -Dade County Auto Theft Task Force. A liaison of assistance
will be formed to include U.S. Customs, Division of Alcohol,
Tobacco and Firearms and the U.S. Attorneys Office to develop a
system for tracking cases through the court system who meet the
criteria for higher penalty under the Career Criminal Statute.
This specific grant is being administered by the Florida Motor
Vehicle Theft Prevention Authority, in conjunction with the Major
in charge of the Criminal Investigations Section of the Miami
Police Department. No matching funds are required by the City.
This Ordinance is being requested on an emergency basis on the
grounds of urgent public need for the preservation of peace,
health, safety, and property of the City of Miami, by continuing
an ongoing investigation and curtailing the highly lucrative
crime of auto theft.
