AN ORDINANCE ESTABLISHING NINE (9) NEW
SPECIAL REVENUE FUNDS ENTITLED: "JTPA TITLE

OPERATION OF EACH COMPONENT IN THE RESPECTIVE
AMOUNTS OF $30,000, $800,000, $800,000,
$100,000, $200,000, $60,000, $400,000,
$685,000 AND $70,000 FROM U.S. DEPARTMENT OF
LABOR GRANT AWARDS; AUTHORIZING THE CITY
MANAGER TO ACCEPT THE AFOREMENTIONED GRANT
AWARDS AND ENTER INTO THE NECESSARY
AGREEMENTS, IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY, WITH THE SOUTH FLORIDA EMPLOYMENT
AND TRAINING CONSORTIUM; CONTAINING A
REPEALER PROVISION AND A SEVERABILITY CLAUSE.
WHEREAS, the Congress of the United States adopted Public
Law 97-300, the Job Training Partnership Act (JTPA) on October
13, 1982 to establish programs to prepare youth and unskilled
adults for entry into the labor force and to afford job training
to economically disadvantaged persons and other individuals
facing serious barriers to employment, who are in special need of
such training to obtain productive employment; and

WHEREAS, the City operated the Neighborhoods Jobs Program in
FY'94 to meet the mandate of the aforementioned Public Law; and
WHEREAS, the South Florida Employment and Training
Consortium has awarded the City $30,000 to place older workers
under Title II of the JTPA Older Workers Program; and
WHEREAS, the South Florida Employment and Training
Consortium has awarded the City $800,000 under Title IIA to
retrain adults from the general population, ex -offenders,
recipients of aid for dependent children, and handicapped
persons; and
WHEREAS, the South Florida Employment and Training
Consortium has awarded the City $800,000 under Title IIC to
retrain youths; and
WHEREAS, the South Florida Employment and Training
Consortium has awarded the City $100,000 under Title III to
retrain Pan American Airlines dislocated workers; and
WHEREAS, the South Florida Employment and Training
Consortium has awarded the City $200,000 under Title III to
retrain Eastern Airlines, Southeast and other dislocated workers;
and
WHEREAS, the South Florida Employment and Training
Consortium has awarded the City $ 60,000 of DHRS/RCA funds from
the Department of Health and Rehabilitative Services to provide
employment services to entrants/refugees; and

WHEREAS, the South Florida Employment and Training
Consortium has awarded the City $400,000 of Title III funds to
provide retraining for dislocated workers; and
WHEREAS, the South Florida Employment and Training
Consortium has awarded the City $685,000 of Title IIB funds to
operate a Summer Youth Employment Program in 1995; and
WHEREAS, the City of Miami is a member of the South Florida
Employment and Training Consortium along with the jurisdictions
of Hialeah, Miami Beach, Dade County and Monroe County; and
WHEREAS, the South Florida Employment and Training
Consortium has awarded the City $70,000 to continue liaison
services with the Consortium;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Ordinance are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The following Special Revenue Funds are hereby
established and resources are hereby appropriated as described
herein:

APPROPRIATION: OFFICE OF INTERGOVERNMENTAL
LIAISON (PY'94) $ 70,000
Section 3. This appropriation is contingent upon funding by
the South Florida Employment and Training Consortium and the City
Manager's acceptance thereof.
Section 4. The City Manager is hereby authorized 11 to
accept the grants and to enter into the necessary agreements, in
a form acceptable to the City Attorney, with the South Florida
Employment and Training Consortium.
Section 5. The herein authorization shall remain valid and
outstanding even if the anticipated grant award is reduced or
increased.
Section 6. All ordinances or parts of ordinances insofar as
they are in conflict with the provisions of this ordinance are
hereby repealed.
Section 7. If any section, part of section, paragraph
clause, phrase, or word of this ordinance is declared invalid,
the remaining provisions of this ordinance shall not be affected.
Section 8. This Ordinance shall become effective thirty
(30) days after final reading and adoption thereof.
1� The herein authorization is further subject to compliance
with all requirements that may be imposed by the City
Attorney, including but not limited to those prescribed by
applicable City Charter and Code provisions.

It is respectfully recommended that the City Commission adopt the
attached Ordinance which establishes nine (9) new special revenue
funds entitled: "JTPA Title II/Older Worker (PY'94)", "JTPA
Title IIA/Neighborhoods Jobs Program (PY'94)", JTPA Title
IIC/Neighborhoods Jobs Program (PY'94)", JTPA Title III/Pan Am
Dislocated Workers Program (PY'94)", JTPA Title III/Eastern
Airlines Dislocated Workers Program (PY'94)", "DHRS/RCA (PY'95)",
"JTPA Title III Dislocated Workers Program (PY'94)"11 "JTPA Title
IIB Summer Youth Employment and Training Program (PY'94)" and
"Intergovernmental Liaison (PY'94)", appropriating funds for the
operation of each component in the respective amounts of $30,000,
$800,000, $800,000, $100,000, $200,000, $60,000, $400,000.
$685,000 and $70,000 from the Department of Health and
Rehabilitative Services through the South Florida Employment and
Training Consortium.
BACKGROUND:
The Department of Community Development has prepared legislation
appropriating funds and establishing the following nine (9)
special revenue funds as a result of grant awards from the South
Florida Employment and Training Consortium (SFETC):
1. JTPA Title II/Older Workers Program (PY194)
The SFETC has awarded the City $30,000 to place older
workers.
2. JTPA Title IIA/Neighborhoods Jobs Program (PY'94)
The SFETC has awarded the City $800,000 to retrain adults
from the general population, ex -offenders, recipients of aid
for dependent children and handicapped persons.
3. JTPA Title IIC/Neighborhoods Jobs Program (PY'94)
The SFETC has awarded the City $800,000 to retrain youths.

4. JTPA Title III/Pan Am Dislocated Workers Program (PY'94) ,
The SFETC has awarded the City $100,000 to retrain Pan
American Airlines dislocated workers.
5. JTPA Title III/Eastern Airlines Dislocated Workers (PY'94)
The SFETC has awarded the City $200,000 to retrain Eastern
Airlines, Southeast Bank and other dislocated workers.
6. DHRS/RCA (PY'95)
The SFETC has awarded the City $60,000 to provide employment
services to entrants/refugees.
7. JTPA Title III/Dislocated Workers Program (PY'94)
The SFETC has awarded the City $400,000 to retrain dislocated
workers.
8. JTPA Title IIB/summer Youth Employment and Training Program
(PY'94)
The SFETC has awarded the City $685,000 to operate a Summer
Youth Employment Program.
9. Intergovernmental Liaison (PY'94)
The SFETC has awarded the City $70,000 to continue liaison
services with the Consortium.
The aforementioned programs are operated in the Neighborhoods
Jobs Programs section of the Department of Community Development.
Adoption of the proposed legislation establishes the above
referenced new special revenue funds and appropriates funds for
each account as outlined above. This legislation also authorizes
the City Manager to accept each grant award and enter into
agreements with the South Florida Employment and Training
Consortium.
