ORDINANCE NO.
AN ORDINANCE AMENDING ORDINANCE NO. 11139,
ADOPTED APRIL 14, 1994, THE CAPITAL
IMPROVEMENT APPROPRIATIONS ORDINANCE, BY
ESTABLISHING APPROPRIATIONS FOR A CAPITAL
IMPROVEMENT PROJECT ENTITLED "WATSON ISLAND
SANITARY SEWERS" IN THE AMOUNT OF $2,000,000;
CONTAINING A REPEALER PROVISION AND A
SEVERABILITY CLAUSE.
WHEREAS, the City Commission adopted Ordinance No. 11139 on
April 14, 1994, to establish appropriations for capital
improvements, continue previously approved capital improvement
projects, and establish new capital improvement projects to begin
during fiscal year 1993-94; and
WHEREAS, a need for a sanitary sewer system and pump station
to serve Watson Island has been identified; and
WHEREAS, it is now in order to establish appropriations for
a capital improvement project entitled "Watson Island Sanitary
Sewers" in the amount of $2,000,000;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. Section 1 of Ordinance No. 11139, adopted
April 14, 1994, is hereby amended in the following
particulars: J/
"Section 1. The herein appropriations are hereby made
for implementation of all municipal capital
improvements of the City of Miami, including new
capital improvement projects scheduled to begin during
fiscal year 1993-1994. The herein appropriations which
are hereby designated by reference to descriptive
project title and number also include appropriations
for previously approved scheduled projects as well as
reappropriations of prior fund appropriations. The
source of revenues to support the herein appropriations
is hereby identified by fund and project with the
project appropriations with revenues therefor being set
forth for seven program (I-VII) areas based upon use or
functional category within said areas, as follows:

Section 2. All ordinances or parts of ordinances insofar
as they are inconsistent or in conflict with the provisions of
this Ordinance are hereby repealed.
Section 3. If any section, part of section, paragraph,
clause, phrase or word of this Ordinance is declared invalid, the
remaining provisions of this Ordinance shall not be affected.
Section 4. This Ordinance shall become effective 30 days
after final reading and adoption thereof.

It Is respectfully recommended that the City Commission adopt
the attached Ordinance amending the Capital Improvement
Appropriations Ordinance No. 11139 to establish a fiscal year
1993-94 funding appropriation for the Watson Island Sanitary
Sewers (Project No. 051283).
BACKGROUND:
Currently, no sanitary sewers exist on Watson Island. All
wastes generated on the Island flow to septic tanks. Before It
can be expected that necessary State and County approvals will
be given to any new leasehold Improvements of any size, the City
must construct a pump station and extend the sewer Iine from
Bicentennial Park to Watson Island. In the past, master plans
for large projects on the Island assumed that the major
leasehold developer then proposed for the Island would pay for
and build the sewer connection. Now that master plans have been
downscaled with more public open space and smaller proposed
leasehold users on the Island, including the proposed megayacht
marina, it is not reasonable to expect them to Initially fund
the sewer expense.
The 1991-97 Capital Improvement Program includes the Watson
Island Sanitary Sewers project, however, current funding has not
been appropriated. It Is necessary to appropriate the funding
In fiscal year 1993-94, In the amount of $2,000,000, so that
design and construction of the sanitary sewers on Watson Island
can occur In anticipation of the proposed redevelopment of the
Island by the City.
