ORDINANCE NO.
11160
AN ORDINANCE AMENDING SECTION 53-161 OF THE
CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED,
BY CHANGING THE RATE SCHEDULE FOR THE USE AND
OCCUPANCY OF AND THE SERVICES FURNISHED OR TO
BE FURNISHED IN CONNECTION WITH THE MIAMI
CONVENTION CENTER; CONTAINING A REPEALER
PROVISION, SEVERABILITY CLAUSE AND PROVIDING
FOR AN EFFECTIVE DATE.
WHEREAS, the City of Miami determined that a Consultant
should be appointed to prepare and submit a recommended schedule
of rents, rates, fees and charges for the use and occupancy of
and for the services furnished in connection with the Miami
Convention Center and Parking Garage; and
WHEREAS, the firm of Leisure Management Miami, Inc. ("LMM"),
as Consultants, did perform research and complete a schedule of
rents, rates, fees and charges for the use or occupancy of and
for the services furnished or to be furnished in connection with
the Miami Convention Center which schedule is found to be
acceptable as reflected in the herein ordinance;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:

Section 53-161 of the Code of the City of Miami,
amended, is hereby amended in the following
"ARTICLE V. CONVENTION/
INTERNATIONAL CENTER
Sec. 53-161. Schedule of fees.
The schedule of rents, rates, fees and charges for
the use or occupancy of and for the services furnished
or to be furnished in connection with the Convention
Center of the City of Miami/University of Miami James
L. Knight International Center, also known as the "Miami
Convention Center," is established as follows:
(1) Theatre/Auditorium Rates
a. Meetings or general sessions:
Rental Rates
Seating Non Ticketed
Section Capacity Events
All Space Non Profit
Organizations 4.700-5.000 $1.850.00

Words and/or figures stricken through shall be deleted.
Underscored words and/or figures shall be added. The remaining
provisions are now in effect and remain unchanged. Asterisks
indicate omitted and unchanged material.

Section 2. All ordinances or parts of ordinances insofar as
they are inconsistent or in conflict with the provisions of this
Ordinance are hereby repealed.
Section 3. If any section, part of section, paragraph,
clause, phrase or word of this ordinance is declared invalid, the
remaining provisions of this Ordinance shall not be affected.
Section 4. This Ordinance shall become effective October 1,
1994.

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the
attached Ordinance accepting the recommended schedule of rents,
rates, fees and charges for the Miami Convention Center,
effective October 1, 1994.
BACKGROUND:
The Deoartment of Conferences, Conventions and Public Facilities
has reviewed the current rates and comparative research regarding
rates at the Miami Convention Center and comparable facilities,
and recommends new rates, rents, fees and charges for the
Auditorium and other areas within the Miami Convention Center.
In accordanc- with the covenant of the Trust Indenture securing
the Convention Center/Garage Revenue Bonds, Leisure Management
Miami, Inc., contracted managers acting as consultants for the
Miami Convention Center, submitted to the City of Miami a
suggested schedule of new rents, rates, fees, and charges for the
Auditorium and other areas. The comparative study and rate
recommendations are attached.
Based on a review of the current rates, and comparative research
compiled by Leisure Management Miami, Inc., it has been
etermined that these newly proposed rates will maintain our
attractiveness in the marketplace and assure the City of Miami of
a more competitive posture with the other similar meeting
facilities in the Greater Miami area.

RATE RECOMMENDATIONS
FEBRUARY 15, 1994
The following are our recommendations on rates for the Miami Convention
Center:
1) The existing rates for conventions and concerts should remain the same.
2) Hyatt Catering Rate: For catering functions booked within 60 days,
charge $2.50 per person on lunches and dinners only. Hyatt will also be
responsible for the setup, maintenance, breakdown, cleanup and porter
services for the r -nts. A minimum of 200 people per event. Ur further
suggest a parking discount be given to increase the business in this area.
3) Offer a pre -concert or post -concert rate for the use of River&ont Hall.
The following rates would only be available to the same group that has
booked a concert in JLK and only within 90 r. s of the event:
(a) South Hall - $ 6-10.00
(b) Central Hall- $1,000.00
(c) North Hall- $ 900.00
*This rate would not be available for conventions.

4) Offer non-profit rates as follows:
(a) JL,K- 51,850.00 (half house rate for full house rental)
(b) Riverfront Hall- 15% discount
5) For public dances, parties or other functions with no food service
provided, that are not connected with any other activity or
convention in the facility the rent is:

We feel that the implementation of these recommendations will help produce
more revenue for the Center by converting dark days into revenue producing
event days. These strategies are intended to attract short-term business that may
otherwise be going to competing facilities without jeopardizing our ability to book
conventions on a long-term basis
Attached, please find a survey of competing facilities. If you have any
questions regarding these recommendations, please let us know.
NOTE: This memo complements the City's recommendations to the commission
for rate changes.

Recommendations #2 & #3 are expected to generate additional revenues of $27,600
for Riverfront Hall for Fiscal Year 1994 — 1995.
Recommendation #4 will benefit the City of Miami for events that relate to
cu oral, sports and other activities of Non—profit organizations. It is expected
that about (10) events of this nature will generate additional revenues of $18,500.
