ORDINANCE N0.
AN ORDINANCE ESTABLISHING A NEW SPECIAL
REVENUE FUND ENTITLED: "EMERGENCY SHELTER
GRANT (FY'94)", AND APPROPRIATING FUNDS FOR
OPERATION OF SAME IN THE AMOUNT OF $368,000
FROM THE U.S. DEPARTMENT OF HOUSING AND
URBAN DEVELOPMENT (USHUD) 1994 EMERGENCY
SHELTER GRANT; CONTAINING A REPEALER
PROVISION AND A SEVERABILITY CLAUSE.
WHEREAS, the U.S. Department of Housing and Urban
Development (USHUD) notified the City of Miami that it is
eligible to receive an FY194 Emergency Shelter Grant in the
amount of $368,000 from the Stewart B. McKinney Homeless
Assistance Act to provide programs for the homeless; and
WHEREAS, the City Commission adopted Resolution No. 94-290
on April 28, 1994, which authorized the City Manager to accept a
grant award in the amount of $368,000 to the U.S. Department of
Housing and Urban Development for the 1994 Emergency Grant; and
WHEREAS, Resolution No. 94-290 further authorized the
City Manager to execute the necessary implementing agreement with
USHUD;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Ordinance are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The following Special Revenue Fund is hereby

established and resources are hereby appropriated as described
herein:
FUND TITLE: EMERGENCY SHELTER GRANT (FY'94)
RESOURCES: U.S. DEPARTMENT OF HOUSING AND URBAN
DEVELOPMENT $368,000
APPROPRIATION: FY'94 EMERGENCY SHELTER GRANT $368,000
Section 3. This appropriation is contingent upon funding by
the U.S. Department of Housing and Urban Development.
Section 4. The herein authorization shall remain valid and
outstanding even if the anticipated grant award is reduced or -
increased.
Section 5. All ordinances or parts of ordinances insofar as
they are in conflict with the provisions of this ordinance are
hereby repealed.
Section 6. If any section, part of section, paragraph
clause, phrase, or word of this Ordinance is declared invalid,
the remaining provisions of this ordinance shall not be affected.
Section 7. This Ordinance shall become effective 30 days
after final reading and adoption.

It is respectfully recommended that the City Commission approve
the attached ordinance establishing a new special revenue fund
entitled "Emergency Shelter Grant 1994" and appropriating funds
for said purpose.
The Department of Community Development has prepared the attached
ordinance establishing a new special revenue fund entitled
"Emergency Shelter Grant 1994" and appropriating funds in the
amount of $368,000 for said purpose.
USHUD notified the City of Miami that it is entitled to receive
an Emergency Shelter Grant of $368,000 as a result of the Stewart
B. McKinney Homeless Assistance Act adopted by Congress to
provide services to the nation's homeless population. The grant
requires a one-to-one match which may be met through either cash
or in kind services.
The City's emergency shelter grant is based on the same formula.
used to award Community Development Block Grant Funds to eligible
jurisdictions. The City's 1994 ESG application maintained
support of the Beckham Hall Shelter ($252,000) for homeless males
and provided funds for the New Life Family Shelter operated by
Christian Community Service Agency, Inc. ($116,000).
Adoption of the proposed legislation establishes a new special
revenue fund and appropriates FY194 Emergency Shelter Grant
funds. This is a companion item to a proposed resolution
authorizing the City Manager to accept the Emergency Shelter
Grant, enter into implementing agreements with USHUD and
allocates funds to approved projects and authorizes the City
Manager to enter into agreements with these organizations.
