PETITION Consideration of amending the zoning classification in the Official Zoning Atlas of Zoning Ordinance 11000, as amended, for the properties located at approximately 225, 295, 311, 335, 345 SW 27th Avenue and 2660 SW 3rd St. from R-4 Multifamily High Density Residential to 0 Office; 501 SW 27th Avenue from R-4 Multifamily High Density Residential to G/I Government and Institutional and 2542 SW 6th Street from C-1 Restricted Commercial to G/I Government and Institutional. PLANNING Approval. RECOMMENDATION BACKGROUND AND During the 1989-90 updates of the City's Official Zoning Atlas and Comprehensive ANALYSIS Land Use Plan Map, there was a scrivener's error which resulted in an inconsistency between the zoning designations and land use -classifications for those properties located on the east side of S.W. 27th Avenue from approximately S.W. 2nd Street to S.W. 7 Street. This application is one of three companion items being requested to correct the error. This specific application is requesting zoning atlas amendments for a series of lots along S.W. 27th Avenue, S.W. 3rd Street and S.W. 6th Street from R-4 to 0 (Office), R-4 to G/I (Government and Institutional), and C-1 to G/I (Government and Institutional.) These particular changes do not require land use amendments, they are consistent with the existing land uses and would bring the zoning atlas into conformance with the land use map for these properties. PLANNING ADVISORY BOARD CITY COMMISSION Approval. VOTE: NINE (9) TO ZERO (0) Passed on First Reading CC3/24/94. 11142 APPLICATION NUMBER 93-104 04/14/94 Page 1 ANALYSIS OF PROPOSED ZONING CHANGE APPLICATION NUMBER 92- 104 Yes No N/A X The proposed change is in harmony with the adopted Miami Compre- hensive Neighborhood Plan, 1989-2000, and does not require a plan amendment. X The proposed change is in harmony with the established land use pattern. X The proposed change is related to adjacent and nearby districts. X The change suggested is within scale with the needs of the neigh- borhood or the City. X The proposed change maintains the same or similar population density pattern and thereby the load on public facilities such as schools, utilities, streets, etc. is the same. X Existing district boundaries are illogically drawn in relation to existing conditions on the property proposed for change. X There are changes or changing conditions that make the passage of the proposed change necessary. X The proposed change positively influences living conditions in the neighborhood. X The proposed change has the same or similar impact on traffic and does not affect public safety as the existing classification. X The proposed change has the same or similar impact on drainage as the existing classification. X The proposed change has the same or similar impact on light and air to adjacent areas as the existing classification. X The proposed change has the same or similar impact on property values in the adjacent areas as the existing classification. X The proposed change will contribute to the improvement or deve- lopment of adjacent property in accord with existing regulations. X The proposed change conveys the same treatment to the individual owner as to the owner within the same classification and the immediate area; and furthers the protection of the public welfare. X There are substantial reasons why the use of the property is unfairly limited under existing zoning. X It is difficult to find other adequate sites in the surrounding area for the proposed use in districts already permitting such use. 2 Page 2 03/04/94 11142 ,M- `( aY01TOR Iu t1 x) ,., • ,N +`rl e,: —' "' ST Z e •—aa( N.
