HomeMy WebLinkAboutO-11138J-94-214 3/4/94 ORDINANCE NO. 11138 AN ORDINANCE ESTABLISHING SIX (6) NEW SPECIAL REVENUE FUNDS ENTITLED: "JTPA TITLE III/DISLOCATED WORKERS PROGRAM (PY'93)", "JTPA TITLE III/PAN AM DISLOCATED' WORKERS PROGRAM (PY'93)", "JTPA TITLE III/ EMERGENCY JOBS PROGRAM (PY'93)", "DHRS/RCA (PY'93)", "JTPA TITLE III DISCRETIONARY (PY'93)", "JTPA TITLE IIB SUMMER YOUTH EMPLOYMENT AND TRAINING PROGRAM (PY'93)" AND APPROPRIATING FUNDS FOR OPERATION OF EACH COMPONENT IN THE RESPECTIVE AMOUNTS OF $215,841, $125,580, $136,928, $61,900, $198,000 AND $685,000 FROM U.S. DEPARTMENT OF LABOR GRANT AWARDS; AND FURTHER AUTHORIZING THE CITY MANAGER TO ACCEPT THE AFOREMENTIONED GRANT AWARDS AND ENTER INTO THE NECESSARY AGREEMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the Congress of the United States adopted Public Law 97-300, the Job Training Partnership. Act (JTPA) on October 13, 1982 to establish programs to prepare youth and unskilled adults for entry into the labor force and to afford job training to economically disadvantaged persons and other individuals who are facing serious barriers to employment and who are in special need of such training to obtain productive employment; and WHEREAS, the City operated the Neighborhoods Jobs Program in FY'93 to meet the mandate of the aforementioned Public Law; and 11138 WHEREAS, the South Florida Employment and Training Consortium has awarded the City $215,841 under Title III to retrain dislocated workers from the general population, ex - offenders, recipients of aid for dependent children, and handicapped persons; and WHEREAS, the South Florida Employment and Training Consortium has awarded the City $125,580 under Title III to retrain Pan American Airlines dislocated workers; and WHEREAS, the South Florida Employment and Training Consortium has awarded the City $136,928 from Title III funds to operate the Emergency Jobs Program; and WHEREAS, the South Florida Employment and Training Consortium has awarded the City $61,900 of DHRS/RCA funds from the Department of Health and Rehabilitative Services to provide employment services to entrants/refugees; and WHEREAS, the South Florida Employment and Training Consortium has awarded the City $198,000 of Title III Discretionary funds to dislocated workers; and WHEREAS, the South Florida Employment and Training Consortium has awarded the City $685,000 of Title IIB funds to operate a Summer Youth Employment Program in 1994; and WHEREAS, the City of Miami is a member ofithe South Florida Employment and Training Consortium along with',the jurisdictions of Hialeah, Miami Beach, Dade County and Monroe County; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: 11138 -2- Section 1. The recitals and findings contained in the Preamble to this Ordinance are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The following Special Revenue; Funds are hereby established and resources are hereby appropriated as described herein: FUND TITLE: JTPA TITLE III%DISLOCATED WORKERS PROGRAM (PY'93) RESOURCES: U.S. DEPARTMENT OF LABOR THROUGH THE STATE OF FLORIDA- AND THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM $215,841 APPROPRIATION: JTPA TITLE III/DISLOCATED WORKERS PROGRAM (PY'93) $215,841 FUND TITLE: JTPA TITLE III/PAN AM DISLOCATED WORKERS PROGRAM (PY'93) RESOURCES: U.S. DEPARTMENT OF LABOR THROUGH THE STATE OF FLORIDA AND THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM $ 125,580 APPROPRIATION: JTPA TITLE III/PAN AM DISLOCATED WORKERS PROGRAM (PY'93) $ 125,580 FUND TITLE: JTPA TITLE III/EMERGENCY JOBS PROGRAM (PY'93) RESOURCES: U.S. DEPARTMENT OF LABOR THROUGH THE STATE OF FLORIDA AND THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM $136,928 APPROPRIATION: JTPA TITLE III/EMERGENCY JOBS PROGRAM (PY'93) $136,928 11138 -3- FUND TITLE: DHRS%RCA (PY'93) RESOURCES: DEPARTMENT OF HEALTH AND REHABILITATIVE SERVICES THROUGH THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM $ 61,900 APPROPRIATION: DHRS/RCA (PY'93) $ 61,900 FUND TITLE: JTPA TITLE III/DISCRETIONARY (PY'93) RESOURCES: U.S. DEPARTMENT OF LABOR THROUGH THE STATE OF FLORIDA AND THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM $198,000 APPROPRIATION: JTPA TITLE III/DISCRETIONARY (PY'93) $198,000 FUND TITLE: JTPA TITLE IIB/SUMMER YOUTH EMPLOYMENT AND TRAINING PROGRAM (PY'93) RESOURCES: U.S. DEPARTMENT OF LABOR THROUGH THE STATE OF FLORIDA AND THE SOUTH FLORIDA EMPLOYMENT AND TRAINING CONSORTIUM $685,000 APPROPRIATION: JTPA TITLE IIB/SUMMER YOUTH EMPLOYMENT AND TRAINING PROGRAM (PY'93) $685,000 Section 3. This appropriation is contingent upon funding by the South Florida Employment and Training Consortium and the City Manager's acceptance thereof. Section 4. The City Manager is hereby authorized-!/ to accept the grants and to enter into the necessary agreements, in 1� The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions'. -4- 11138 a form acceptable to the City Attorney, with 'the South Florida Employment and Training Consortium. Section 5. The herein authorization shall remain valid and outstanding even if the anticipated grant award is reduced or increased. Section 6. All ordinances or parts of ordinances insofar as they are in conflict with the provisions of this Ordinance are hereby repealed. Section 7. If any section, part of section, paragraph clause, phrase, or word of this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected. Section 8. QU N S, II CITY ATT R Y M1099/ABS/S1S 11138 am CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM 29 TO The Honorable Mayor and DATE Members of the City Commission SUBJECT FROM : REFERENCES: Ces dio CitD ager ENCLOSURES: RECOMMENDATION: W „ IN FILE : Appropriation Ordinance for JTPA and DHRS Programs Commission Agenda Item March 24, 1994 It is respectfully recommended that the City Commission adopt the attached Ordinance which establishes six (6) special revenue funds entitled: "JTPA Title III/Dislocated Workers Program (PY'93)", JTPA Title III/Pan/Am Dislocated Workers Program (PY'93)", "JTPA Title III/Emergency Jobs Program (PY'93)", "DHRS/RCA (PY'93), "JTPA Title III Discretionary (PY'93)" and "JTPA Title IIB/Summer Youth Employment and Training Program (PY'93)", appropriating funds for the operation of each component in the respective amounts of $215,841, $125,580, $136,928, $61,900, $198,000 and. $685,000 from the Department of Health and Rehabilitative Services through the South Florida Employment and Training Consortium. BACKGROUND: The Department of Community Development has prepared legislation appropriating funds and establishing the following six (6) special revenue funds as a result of grant awards from the South Florida Employment and Training Consortium (SFETC): 1. JTPA Title III/Dislocated Workers Program (PY'93) - The SFETC awarded the City $215,841 to retrain dislocated workers from the general population, ex -offenders, recipients of aid for dependent children, and handicapped persons. 2. JTPA Title III/Pan/Am Dislocated Workers Program (PY'93) - The SFETC awarded the City $125,580 to retrain Pan American Airlines dislocated workers. 3. JTPA Title III/Emergency Jobs Program (PY'93) - The SFETC awarded the City $136,928 to place those affected by Hurricane Andrew and the chronically unemployed in temporary jobs. 4. DHRS/RCA (PY'93) - The SFETC awarded the City $61,900 to provide employment services to entrants/refugees. 5. JTPA Title III Discretionary (PY'93) - The SFETC awarded the City $198,000 to provide retraining to dislocated workers through the NET Service Centers. 11138 19-I The Honorable Mayor and Members of the City Commission Page two 6. JTPA Title IIB/Summer Youth Employment and Training Program (PY'93) - The SFETC awarded the City $685,000 to operate a Summer Youth Employment Program. The aforementioned programs are operated in the Neighborhood Jobs Program of the Department of Community Development. Adoption of the proposed legislation establishes the above referenced new special revenue funds and appropriates funds for each account as outlined above. This legislation also authorizes the City Manager to accept each grant award and enter into agreements with the South Florida Employment and Training Consortium.
