AN ORDINANCE AUTHORIZING THE ISSUANCE, SUBJECT TO
THE ELECTION HEREIN PROVIDED FOR, OF $25,000,000
FIRE FIGHTING, FIRE PREVENTION AND RESCUE
FACILITIES BONDS OF THE CITY OF MIAMI, FLORIDA,
FOR THE PURPOSE OF PAYING THE COST OF FIRE
FIGHTING, FIRE PREVENTION AND RESCUE FACILITIES IN
THE CITY OF MIAMI, INCLUDING CONSTRUCTION AND
IMPROVEMENT OF FIRE STATIONS AND FACILITIES,
ACQUISITION, MODIFICATION AND REFURBISHMENT OF
RESCUE UNITS AND FIRE APPARATUS, ACQUISITION AND
INSTALLATION OF COMPUTER, COMMUNICATION AND
MANAGEMENT INFORMATION SYSTEMS, IMPROVEMENT OF
FIRE TRAINING FACILITY, ACQUISITION OR
MODIFICATION OF FIRE, RESCUE, EMERGENCY MEDICAL
AND SAFETY EQUIPMENT, AND THE ACQUISITION OF ANY
NECESSARY LAND AND OTHER EQUIPMENT, PROVIDING FOR
THE LEVY AND COLLECTION OF AD VALOREM TAXES TO PAY
SUCH BONDS, PROVIDING FOR THE HOLDING OF A SPECIAL
MUNICIPAL ELECTION IN THE CITY OF MIAMI, FLORIDA,
ON SEPTEMBER 8, 1994, WITH RESPECT TO THE ISSUANCE
OF SUCH BONDS.
BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA:
Section 1. For the purpose of paying the cost of fire
fighting, fire prevention and rescue facilities in the City of
Miami, Florida (the "City"), including construction and improvement
of fire stations and facilities, acquisition, modification and
refurbishment of rescue units and fire apparatus, acquisition and
installation of computer, communication and management information
systems, improvement of fire training facility, acquisition or
modification of fire, rescue, emergency medical and safety equip-
ment, and the acquisition of any necessary land and other equip-
ment, there shall be issued, under the authority of the
Constitution and laws of the State of Florida, including parti-
cularly the Charter of the City and the Municipal Home Rule Powers
Act (Chapter 166 of the Florida Statutes, as amended), and subject
to the election hereinafter provided for, bonds of the City in an

aggregate principal amount not exceeding Twenty -Five Million
Dollars ($25,000,000), such bonds to be issued at one time or from
time to time and to mature not later than twenty (20) years from
the date thereof, it being estimated and declared by the Commission
of the City (the "Commission") that the overall probable life of
said facilities is more than twenty (20) years after the completion
of acquisition and construction of said facilities.
Such bonds shall be in the denomination of $5,000 each or any
integral multiple thereof, shall bear interest at a rate or rates
not exceeding the rate provided for by statutes of the State of
Florida, shall be in such form and shall be executed by such
officers of the City or any financial institution and in such man-
ner, as the Commission shall provide by resolution adopted prior to
the issuance of the bonds. The Bonds shall be issued as fully
registered bonds; provided, however, that if the federal law, which
presently subjects to federal income tax the interest on municipal
bonds that are not in fully registered form, should at any time be
repealed or nullified, the bonds may then be issued as coupon
bonds, or as bonds registered as to principal only or as to both
principal and interest, or in any other form consistent with
applicable law, as the Commission shall provide by resolution prior
to the issuance of the bonds.
Section 2. For the prompt payment of the principal of and the
interest on such bonds, there shall be levied and collected
annually an ad valorem tax upon all taxable property within the
City, over and above all other taxes authorized to be levied by the
City, sufficient to pay such principal and interest as the same
respectively become due and payable.
Section 3. A special municipal election is hereby called to
be held on Thursday, the 8th day of September, 1994, from 7:00 A.M.
until 7:00 P.M., for the purpose of submitting to the electors of
the City, authorized by law to participate in such election, the
question of whether such bonds shall be issued.
Section 4. Notice of the special municipal election to be
held on Thursday, September 8, 1994, shall be published in THE
MIAMI HERALD, THE MIAMI DAILY BUSINESS REVIEW, THE MIAMI TIMES and
DIARIO LAS AMERICAS, newspapers of general circulation in the City
of Miami, Florida, at least twice, once in the fifth week and once
in the third week, prior to the week in which said election is to

be held, the date of the first publication in each of said news-
papers to be at least 30 days before said election, which notice
shall be substantially in the following form:
"NOTICE OF SPECIAL MUNICIPAL ELECTION
THURSDAY, SEPTEMBER 8, 1994
IN
THE CITY OF MIAMI, FLORIDA
As provided by Ordinance No.11134, duly adopted by the Com-
mission of the City of Miami, Florida, an election will be held on
Thursday, September 8, 1994, from 7:00 A.M. until 7:00 P.M., for
the purpose of submitting to the qualified electors of the City of
Miami, Florida, the following question:
Shall the City of Miami, Florida, issue Bonds in
an aggregate principal amount not exceeding
$25,000,000 under Ordinance No. 11134 to pay the
cost of FIRE FIGHTING, FIRE PREVENTION AND RESCUE
FACILITIES at one time or from time to time and to
mature not more than 20 years after the date of
issuance of the respective bonds, with interest at
lawful statutory rates, payable from unlimited ad
valorem taxes?
Ordinance No. 11134provides that for the prompt payment of the
principal of and the interest on such bonds there shall be levied
and collected annually an ad valorem tax upon all taxable property
within the City of Miami, Florida, over and above all other taxes
authorized to be levied by said City, sufficient to pay such
principal and interest as the same respectively become due and
payable.
The City of Miami shall be authorized to issue said bonds if
the question for the issuance of said bonds shall be approved by a
majority of the votes cast by the qualified electors of the City of
Miami voting on such question.

Section 5. The registration books and records, which pertain
to election precincts wholly or partially within the City of Miami
and which the City is adopting and desires to use for holding such
special municipal election, are described as follows:
All registration cards, books, records and certificates
pertaining to electors of the City of Miami and established and
maintained as official by the Supervisor of Elections of Dade
County, Florida, in conformity with the provisions of the general
laws of the State of Florida, are hereby adopted and declared to
be, and shall hereafter be recognized and accepted as, official
registration cards, books, records and certificates of such City.
Section 6. For the purpose of enabling persons to register
who are qualified to vote in said municipal election to be held on
September 8, 1994, and who have not registered under the provisions
of the general laws of Florida and Chapter 16 of the Code of the
City of Miami, Florida, or who have transferred their legal
residence from one voting precinct to another in the City, they may
register Monday through Friday, from 8:00 A.M. to 5:00 P.M. at the
Metropolitan Dade County Elections Department located at ill N.W.
1st Street, 19th Floor, Miami, Florida, within such period of time
as may be designated by the Supervisor of Elections of Dade County.
In addition to the above place and times, qualified persons may
register at such branch offices and may also use any mobile
registration van for the purpose of registration in order to vote
in the herein described election during such times and on such
dates as may be designated by the Supervisor of Elections of Dade
County.
Section 7. Said special municipal election shall be held at
the polling places in the several precincts, respectively, in the
City of Miami, Florida, as set forth on the list attached hereto
and made a part hereof and referred to as Exhibit No. 1 or as may
be designated by the Supervisor of Elections of Metropolitan Dade
County, Florida in conformity with the provisions of the general
laws of the State. Not fewer than 20 days before said election the
City Commission shall designate the Inspectors of Election and the
Clerks of Election for each precinct and shall publish the names of
such Inspectors of Election and Clerks of Election in a newspaper
of general circulation published in the City of Miami 15 days
before the date of election.

Section 8. All qualified electors of said City shall be per-
mitted to vote in said special municipal election and the Super-
visor of Elections of Dade County is hereby requested, authorized,
and directed to furnish, at the cost and expense of the City of
Miami, a list of all qualified electors residing in the City of
Miami as shown by the registration books and records of the Office
of said Supervisor of Elections and duly certify the same for
delivery to and use by the election officials designated to serve
at the respective polling places in said election precincts.
Section 9. MATTY HIRAI, the City Clerk of the City of Miami,
Florida, is hereby designated and appointed as the official
representative of the Commission of the City of Miami, in all
transactions with the Supervisor of Elections of Dade County in
relation to matters pertaining to the use of the registration books
and the holding of said special municipal election.
Section 10. The official ballot to be used at said election
shall be in full compliance with the laws of the State of Florida
with respect to absentee ballots and to the use of the Computer
Election System (CES), and shall be in substantially the following
form, to wit:

PREVENTION AND RESCUE FACILITIES, at one
time or from time to time and to mature

AGAINST BONDS interest at lawful statutory rates,
payable from unlimited ad valorem taxes?
Section 11. Electors desiring to vote for the bonds, in
approval of said Question described above, shall be instructed to
punch straight down with the stylus through the hole next to the
word "FOR" within the ballot frame containing the statement
relating to said Question. Electors desiring to vote against the
bonds, in disapproval of said Question, shall be instructed to
punch straight down with the stylus through the hole next to the
word "AGAINST" within the ballot frame containing the statement
relating to said Question.
Section 12. The City Clerk shall cause to be prepared
absentee ballots containing the Question set forth in Section 7
above for the use of absent electors entitled to cast such ballots
in said election.
Section 13. This ordinance shall go into effect immediately
upon its passage and shall not be subject to the right of referen-
dum as an ordinance.

It is respectfully recommended that the attached ordinance be
approved authorizing the issuance, subject to the election herein
provided for, of $�5,000,000 Fire Fighting, Fire Prevention and
Rescue Facilities Bonds of the City of Miami, Florida, for the
purpose of paying the cost of Fire Fighting, Fire Prevention and
Rescue Facilities in the city of Miami, including construction
and improvement of Firs Stations and Facilities, acquisition,
modification and refurbishment of Rescue Units and Fire
Apparatus, acquisition and installation of Computer,
Communication and Management Information Systems, improvement of
Fire Training Facility, acquisition or modification of Fire,
Rescue, Emergency Medical and Safety Equipment, and the
acquisition of any necessary land and other equipment, providing
for the levy and collection of Ad Valorem Taxes to pay such
bonds.
The Fire Department recommends the adoption of the attached
ordinance related to the issuance, subject to the election
provided for, of $25,000,000 Fire Fighting, Fire Prevention and
Rescue Facilities Bonds of the City of Miami, Florida.

Four (4) New Firer Stations ,

and additional 'apparatus"'bays 'wouldbe added "to several other
facilities. Remaining Fire Stations will continue,to be modified -
and renovated for safety and efficiency.
FUNCTION: COMPUTERS AND COMMUNICATIONS $ 1,5001000
Major improvements are anticipated in anticipation of major
technological improvements in the areas of Computers,
Communication Systems and Management Information Systems, and in
order to increase personnel cost effectiveness and keep up with
new reporting requirements.
FUNCTION: FIRE SUPPRESSION $ 7,490,000-
Over the next 10 years several New Fire Apparatus will need to be
purchased and several will need to be completely modified and
refurbished into like -new working order. Various support Fire
Apparatus pieces will need to be acquired.
FUNCTION: RESCUE AND EMERGENCY MEDICAL $ 4,335,000
Over the next 10 years 3 New Rescue Units will be purchased and
all Rescue Apparatus will be completely modified and refurbished
into like -new working order as part of the Department's 3 Year
Replacement Program.
FUNCTION: TRAINING $ 1,500,000
There is a need to upgrade the Fire Training Facility with a
state-of-the-art "Live Fire" Simulator and to construct various
training aids.
FUNCTION: SAFETY $ 11500,000
Due to the increasing requirements by the National Fire
Protection Association to better protect our firefighters, we
will be required to upgrade our current air program and
firefighting protective clothing.

New Station #1 / $1,000,000
This facility was constructed in 1951. This facility is located
adjacent to the MDCC Downtown campus and is needed for Community
College expansion. If an agreement could be reached on the
purchase of this facility by MDCC, then Fire Station #1 could be
relocated to another site, preferably on the water to accommodate
a Fire Boat. The south side of Bicentennial Park is an ideal
location for the new station. (20,000 sq. ft.)
New Station #5 / $1,500,000
This is a relatively new facility but is very poorly located due
to the new construction of the Metrorail. There is a very
,serious safety consideration associated with the vehicle
congestion on both N.W. 12 Avenue and N.W. 20 Street. One
firefighter has already been struck by a vehicle while assisting
backing a fire -apparatus into the station. Other close
encounters of a similar nature are experienced at this facility
on a regular basis. This station would be relocated to a new
site but still within the same fire zone to maintain the good
response times to the J.M.H., Cedars and Veterans Hospital
complexes. (16,000 sq. ft.)
Renovation of Fire Stations / $2,500,000
This involves the renovation 'of existing Fire Stations No. 2,
3,4,6,7,8 & 9. Improvements will include new additional
apparatus bays, the redesign of dorms to provide privacy for
study and rest, restroom modifications to accommodate both men
and women, installation of hard -wire smoke detectors and security
systems, replacement and modification of major appliances in Fire
Stations, and replacement of apparatus doors.
City -Wide EOC Modification to Fire Training Center / $1,500,000
The City of Miami has an Emergency Operations Plan in effect that
identifies the provision of an Emergency Operations Center (EOC).
The current center is considered "makeshift" and is located in a
conference room at the City Administration Building, which
happens to be in a flood and evacuation zone. This situation
dictates that the EOC be relocated to a safer location in the

several boats meeting
these specifications now on the market.
Fire Apparatus Modification / $840,000
To maintain a combat ready fleet of reserve apparatus, it will be
necessary to modify 9 apparatus during the 10 year period. (6
pumpers at $80,000 each and 3 aerials at $120,000 each).
New Air Truck / $150,000
To have the capability to fill and service our self-contained
breathing apparatus on the scene of emergencies, it is essential
to have this type apparatus.

years we can anticipate major improvements to mainframe and
microcomputer technology. Our Department must keep pace with
this to improve our cost efficiency and effectiveness.

modification of 15 Rescue apparatus on a 3 year replacement cycle

To continue our current 3 year replacement program, we will need
to replace 8 squad units. (8 units X 3 year replacement cycle =
24 units within 10 years). (24 replacements X $50,000).
