AN ORDINANCE ESTABLISHING A NEW SPECIAL REVENUE FUND ENTITLED: "DADE COUNTY EMS GRANT AWARD (FY-94)", APPROPRIATING FUNDS FOR ITS OPERATION IN THE TOTAL AMOUNT OF $311,253 CONSISTING OF A $165,745 GRANT APPORTIONED BY METROPOLITAN DADE COUNTY FROM THE STATE OF FLORIDA DEPARTMENT OF HEALTH AND REHABILITATIVE SERVICES UNDER THE "FLORIDA EMERGENCY MEDICAL SERVICES GRANT PROGRAM FOR COUNTIES", $145,508 IN CARRY-OVER FUND BALANCE FROM PREVIOUS EMS GRANT AWARDS; AUTHORIZING THE CITY MANAGER TO ACCEPT THE AFOREMENTIONED GRANT AWARD AND ENTER INTO THE NECESSARY LETTER OF UNDERSTANDING WITH THE FLORIDA DEPARTMENT OF HEALTH AND REHABILITATIVE SERVICES AND/OR METROPOLITAN DADE COUNTY, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY AND SUBJECT TO APPLICABLE CITY CODE PROVISIONS; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the Florida Department of Health and Rehabilitative Services is authorized by chapter 401, Part II, Florida Statutes, to provide grants to boards of county commissioners to improve and expand pre -hospital emergency medical services; and WHEREAS, it is the intent of the members of the Dade Board of County Commissioners that the 1993-94 funding for Dade County from the Florida Department of Health and Rehabilitative Services, "Florida Emergency Medical Services Grant Program for Counties" in the amount of $722,207 be apportioned and passed through to participating municipal fire departments for individual projects; and WHEREAS, the City of Miami's allocation of this total grant for 1993-94 is $165,745, with a carry-over fund balance from previous grant awards of $145,508; and WHEREAS, the City of Miami Department of Fire -Rescue's Work Plan has been approved by Dade County and now desires to implement the following projects under a total grant appropriation of $311,253: (1) Establishment of an Injury Control Program - $48,684; (2) Purchase of PC's for Incident Reporting System - $60,000; (3) Purchase of a Videoprocessor - $45,000; (4) Upgrading of the Station Alerting System - $25,000; (5) Attendance of EMS Personnel at National, Regional and Local Conferences and Seminars - $14,425; (6) Purchase of Emergency Equipment - $15,144; (7) Purchase of a Mass Casualty/Firefighter/Paramedic Rehab Vehicle - $30,000; (8) Purchase of Infection Control Clothing - $3,000; and (9) Purchase of Twelve -Lead EKG Monitor Defibrillators - $ 70,000; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: �m Section 1. The following New Special Revenue Fund is hereby established and resources are hereby appropriated as described herein: FUND TITLE: DADE COUNTY EMS GRANT AWARD (FY'94) RESOURCES: STATE OF FLORIDA: DEPARTMENT OF HEALTH AND REHABILITATIVE SERVICES: FLORIDA EMERGENCY MEDICAL SERVICES GRANT PROGRAM FOR COUNTIES: METROPOLITAN DADE COUNTY $165,745 CARRY-OVER FUND BALANCE $145,508 APPROPRIATION: DADE COUNTY EMS GRANT AWARD (FY '94) $311,253 Section 2. This Appropriation is contingent upon final approval of the State of Florida Department of Health and Rehabilitative Services and the City Manager's acceptance thereof. Section 3. The City Manager is hereby authorized to accept the aforementioned grant and enter into the necessary Letter of Understanding with the Florida Department of Health and Rehabilitative Services and/or Metropolitan Dade County, in a form acceptable to the City Attorney and subject to applicable City Code provisions. Section 4. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this Ordinance are hereby repealed. Section 5. If any section, part of section, paragraph, clause, phrase or word of this Ordinance is declared invalid, the remaining provisions of this ordinance shall not be affected. - 3 - 11119 Section 6. County grants are awarded only to boards of county commissioners, but may subsequently be distributed to municipalities and other agencies or organizations involved in the provision of EMS pre -hospital care. The enclosed grant application, incorporating programs submitted by your Fire Department's EMS Division, has been approved by the Dade County Board of County Commissioners and has been submitted to the Department of Health and Rehabilitative Services for final approval. Disbursements will be made to the participating municipalities in accordance with the grant work plan shortly after receipt of grant funds from the State Comptrollers Office. Your signature below acknowledges and ensures that you have read, understood and will comply fully with your agency's grant application work plan and each document located in Appendix "D" of the 1993 booklet titled "FLORIDA EMS COUNTY GRANT PROGRAM Florida Emergency Medical Services".
