AN ORDINANCE AMENDING SECTION 2-13 OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED, ENTITLED "ORDER OF BUSINESS AND RULES OF PROCEDURE", THEREBY ADDING A SECOND PARAGRAPH TO SUBSECTION FOUR STATING THAT FAILURE TO PROVIDE A COPY OF EACH RESOLUTION OR ORDINANCE WITHIN THE REQUIRED FIVE (5) DAYS BEFORE A CITY COMMISSION MEETING WILL RESULT IN THE RESOLUTION OR ORDINANCE BEING HEARD BY THE CITY COMMISSION ONLY IF THE CITY COMMISSION DEEMS SUCH RESOLUTION OR ORDINANCE TO BE OF AN EMERGENCY NATURE; FURTHER, LIMITING THE NUMBER OF NON-SCHEDULED ITEMS TO TWO (2) THAT EACH COMMISSIONER AND THE MAYOR MAY INTRODUCE FOR CONSIDERATION BY THE CITY COMMISSION AT ANY CITY COMMISSION MEETING AND DESIGNATING 8:00 P.M. OR AT THE CONCLUSION OF THE REGULAR SCHEDULED AGENDA, WHICHEVER OCCURS FIRST, AS THE TIME THAT SAID NON- SCHEDULED ITEMS SHALL BE INTRODUCED; DELETING SUBSECTION EIGHT OF SAID CITY CODE SECTION; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the City Commmission, at the meeting of January 13, 1994, directed that the policy established by Resolution No. 92-807, adopted December 10, 1992 which limited the introduction of non-scheduled items to two (2) per Commissioner and Mayor at any City Commission Meeting and designated such items be heard at 8:00 p.m. or at the conclusion of the regular agenda, whichever occurs first, be incorporated into this Ordinance for second reading; NOW, THEREFOR, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Asterisks indicate omitted and unchanged material. _2_ 11114 Nhirs, Ejgbjt Nothing in this section sha11 prohibit the Mayor from calling special meetings at any time he may deem proper for the consideration of any business of public import and without complying with the provisions of this section.° Section 2. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this Ordinance are hereby repealed. Section 3. If any section, part of section, paragraph, clause, phrase or word of this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected. Section 4.
