There are 1hrm singe-fairdty home owners who share a property Hilo,

CITY COMMISSIONERS MEETING, September 22,1994
RE; PUBLIC NUISANCE ALLEY OFF DOUGLAS ROAD
There is a narrow strip of "no-man's land" between the St. Hughes
Oaks Village Condominium Project and the first three residents of
Loquat Avenue just east of Douglas Road, in Coconut Grove.
This unpaved, unlit dead-end alley has become a public nuisance
and a health hazard.
At the personal expense of the residents, we recently hired a tractor
and cleared the area of 10' foot high mounds of debris. We found
liquor bottles, beer cans, beds, discarded building materials
including asbestos tiles, syringes and used condoms.
The area serves no purpose... it goes nowhere, provides access to
no utilities... there are no other interested parties... and it cannot
be effectively policed.
We have discussed this issue with various people associated with
the area, including Mr. Duran, the St. Hughes Project Manager; the
Architects of the project; and especially the police who work in the
Coconut Grove District and all agree that this alley should NOT be
left open. By doing so it will threaten the security, stability and
beauty of the neighborhood.
The night watchman for the St. Hughes Oaks Village says that the
"night people" are now using the newly cleared alley as a toilet!
We therefore propose that the city grant us permission to close -off
the entrance to this 23' strip at Douglas Road watt a d' wooden
fence. We will be happy to pay for all materi S.
