Members as it pertains to Health Insurance Benefits. In
addition, a response to your memo of June 8th concerning Health
Insurance for Code Enforcement Board Attorney Armando Bucelo,
Jr., is also included.

j Per your request, please find attached a breakdown of the Health
Insurance provided by the City of Miami to the City Board Members
and the mechanism by which it is paid,
If "Employee" is the status designation, then the payment is via
normal payroll deduction with employee/city contributions. If
the status designation is "Appointee", then the Board Member is
paying a share equal to a general employee receiving the same
benefit with the City paying the balance as in an active
employee. If the status designation is "Retiree", the Board
Member is rehired by -the City and shares in the cost the same as
an appointee (Mr. Peter Joffre on the General Pension Board is
the only individual in this category).
The other individual with the designation of "Retiree" is Mr.
George Adams of the Civil Service Board. Mr. Adams' insurance is
paid entirely by the City per the attached two November 12, 1986
memos from Donald Dunlap to Assistant Finance Director Gary Houck
and then Labor Relations Officer, Dean Mielke. The dollar
amounts quoted in those two memos has been adjusted upward to
reflect cost increases.
In conjunction with above information, the following is in
response to Mayor Clark's June 8, 1994, memo to you reference
medical insurance for Code Enforcement Board Attorney, Armando
Bucelo, Jr., (copy attached). Chief Rollason spoke with Mr.
Bucelo on June 15th to get an understanding of Mr. Bucelo's
position. Per Mr. Bucelo, at the time of his hire, then City
Attorney Jorge Fernandez verbally committed to a pay package with
increases along with Health Insurance for him and his family; he
has nothing in writing outlining these stipulations. Chief
Rollason explained to him that the Code Enforcement Board is not
one of the City Boards authorized such an entitlement and that
for the City to provide the Health Benefit requested some form of
Commission/Administrative action had to take place.

will be paying for Mr. Adams' group benefits effective November 1, 1986-.
Since Mr. Adams is presently serving on the Civil Service Board, employee
number 10333, please have him placed on Executive Management Group Benefits
Plan status and charge the monthly amount of $82.90 to the City Cost portion

I am enclosing herein a letter type affidavit which I believe
to be self-explanatory. When I became City of Miami Code
Enforcement Board Attorney in 1988, I was promised as part of my
compensation that I would be receiving medical insurance for my
family and myself as.well as a yearly increase of salary. Six
years elapsed before my salary was ever .increased and as of this
date I have yet zo receive any insurance medical benafit. 1 am a
family man with three small children and as I am sure you all know
insurance is a necessity in today's society. I believe I have done
a professional job as Counsel for the Code Enforcement Board and
are furthermore proud to state that I have not missed one single
meeting in 61/2 years of representation.
I have the full support of all my board members and it is
therefore that I respectfully request that I be provided with the
insurance benefits that were originally promised to me back in
1988. Thanking you for your anticipated cooperation, I remain

1. We are not interested, nor* have expressed an interest in
obtaining any type of insurance from the City of Miami. We proudly
serve as volunteers and intend to continue doing so.
2. undo J. Bucelo,sr.,Esq., our Board attorney, had been
promised insurance since he became our Board's attorney on or about
November of 1988. We strongly recommend and urge you to provide Mr.
Bucelo with the insurance benefits that have been due to him and
his family since 1968.• Mr. Bucelo has been and continues to be an
outstanding advisor tc- our Bcard, being well versed i.n all
applicable law; and furthermore he has yet to miss one single Board
meeting since his appointment. It is therefore that we respectfully
request that you grant elo the insurance benefits that he
