ROADS AREA STORM SEWER -PHASE I,1991.
General Background. -
The "Roads" area consists of three major subdivisions: Holleman Park,
Brickell Hammocks and Brickell Estates, and the East end of the
East Shenandoah Subdivision.
Three of 22 flood -problem areas in the city of Miami are located in the
Roads area. See attached City of Miami Public Works study
"Storm Drainage in South Florida", June 1977
The streets in three subdivisions, Brickell Hammocks, Brickell Estates and
East Shenandoah feature street curbing; Holleman Park features swales
without curbing.
The swales in Holleman Park have been filled and compacted or filled and
paved by the residents; they are used for parking. As a consequence, they
have lost their drainage capacity.
For many years, the area along Coral Way, from 17th Road to 24th Road,
between 2nd and 4th Avenue, has suffered extensive flooding.
The recent raising of the pavement crown on Coral Way has accentuated
this problem.
The three subdivisions with curbing have attracted investments, on the other
hand, Holleman Park has lost most of its resident owners

1977- The City of Miami Public Works Department, during a study titled...
"STORM DRAINAGE IN SOUTH FLORIDA", June-1977
Located 22 flood -problem areas within the city limits. Three of them are
found in the Roads area.
1985- The City of Miami Public Works Dept. budgeted and issued the project...
"ROADS AREA HIGHWAY IMPROVEMENT - PHASE I", B-4513.
The project proposed to rebuild the curbing in the Brickell Hammocks
Subdivision and increase the width of the driving lanes to modern
standards.
Project B-4513 was canceled by the City Commission.

1988-
September. The city of Miami established a Stormwater Utility to provide
a funding source for stotmwater management improvements that are
planned throughout the city.
1988-
October. Roads area residents, from the Holleman Park Subdivision, began
an active campaign to improve that area.
1990-
Holleman Park's neighbors re-established good rapport with Public Works
and won the department's support for a new sewer project.
1991-
April. Three hundred and eighteen (318) Roads residents, from the
Holleman Park Subdivision, petitioned a sewer project for this area from
the City of .Miami Public Works Department. See bundle of letters in file.
1991-
The City of Miami Dept. of Public Works approved and budgeted the...
"ROADS AREA STORM SEWER -PHASE I"
Project cost was estimated at $1.2 Million. Moneys from the Stormwater
Utility Fund and certain Federal funds were to be used for the project.
1992-
First quarter. Engineering Design phase of project was started. Field
Survey of the area was completed. As -built information was drawn -up.
1992-
June. $1.2 Million were budgeted by Public Works for construction in
1993. Construction was scheduled to start April 1993, and completion
was scheduled for September 1993.
1992-
July. City Manager required Finance Director to find $850,000.00 needed
to cover shortfalls in the General Fund.
Finance Director found the money in the Public Works project
"ROADS AREA STORM SEWER -PHASE I"
1992-
September. Left with insufficient money for the project ($350,000.00),
Public Works abandoned the Roads project and re -assigned the Roads
project engineers to work on the Andrews' emergencies.
1994-
June. City Manager negotiated, and City Commission approved, to take
$580,000.00 from the General Fund to induce a developer in the East
Shenandoah Subdivision of the Roads, to down -zone his property from
R-4 to R-2.

Dear Neighbor:
There a -re many problems which are common to The Roads, but
several of them are more prevalent in the Holleman Park area.
The following are some of the basic problems:
a) Many old homes in need of repairs.
b) Most of the illegal subdivision of homes.
c) Most of the abandoned (or disabled) vehicles in
the streets.
d) Most of the commercial vehicles.
e) No storm drains.
f) Destroyed and compacted grassy areas which are
ugly and can not drain the rain water.
g) Proximity to other areas that are being improved
and are pushing the undesirables towards us.
h) Proximity to areas that are "going down" and are
attracting gangs.to our door steps.
i) Excessive amount of graffiti, which attracts more
criminals and scares away the decent people.
If you are concerned about any of these problems and would
like to receive, and pass along, more information in reference

Dear Neighbor:
Thank you for your response to our exhortation of October 13
at the MRNCA meeting. We, the Roads' property owners need to
start analyzing the present situation of the neighborhood and
the potentially serious problems we are facing.
I am personally interested in one aspect of development which,
I think, is going to improve more than one problem. I am refer-
ring to the installation of storm sewers in the area of Holle-
man Park. This subdivision was developed in the early 1920's
when almost nobody had an automobile; therefore, there was not
a single car parked on the grass swale between the sidewalk
and the pavement. The swale could do the job for which it was
designed: drain the rain water and look pretty. Sixty five years
(and many conversions of single family homes into duplex and
triplex) later, everybody has an automobile... and some of us
have an automobile and a truck or a bus or a junk car parked
on the grass. The results are:

1) The grass swales have been compacted by the vehicles
and are not able to drain as fast as they should, there-
fore, we have standing water when it rains, and Coral
Way gets flooded for hours due to the water runoff from
j the Roads.
1 2) The loss of drainage is made worse by those who pave
a "parking lot" in front of their houses, without pro-
viding a drainage well and catch basin as required by
Code .
3) The wide grass area, which used to be beautiful, is
now convenient storage space for trucks, buses and
junk cars.
4) The looks of our Roads does not encourage the investment
i necessary to promote increase in property value.
Yes, we would have to pay a fraction of the cost of improvements,
however, I feel it will be worth it. When we have curbs and
gutters nobody will be able to park on the grass, we will have
more trees, new driveway approaches and a cleaner urban look
which will discourage the ordinance violators and will attract
investments.
jThe approval of the Highway Improvement Bonds, on the November 8
elections, will help us get the storm sewer we need, and the
j additional benefits that will come along with that. I ASK YOU,
PLEASE, TO THINK ABOUT IT. TAKE A RIDE ALONG SW 22 RD. FROM
5 AVE TO 2 AVE. COMPARE THE AREA OF 22 RD & 4 AVE WITH THE
NEW CORNER BUILT BY THE INTERNATIONAL BANK ON CORAL WAY & 22 RD.
IF YOU LIKE WHAT THE BANK DID IN THAT CORNER, PLEASE VOTE FOR
THE BONDS AND BE READY TO PETITION THE CITY FOR THE SEWER.

OFFICIAL NOTICE
In September 1988, the City of MIamI established a Stormwater
Utlllty to provide a funding source for stormwater management
Improvements that are planned throughout the entire City. These
Improvements are required by the Federal Clean Water Act of 1972
as well as the State's Surface Water Improvement and Management
Act of 1987 In order to reduce pollution entering Biscayne Bay
and Its tributaries.
In response to this legislation, the City hired a stormwater
management consultant to determine the scope of the stormwater
management Improvements that will be required to comply with th'e
full Intent of the legislation. Approximately $270 million (In
1986 dollars) worth of Improvements were Identified by our
consultant to protect and preserve the water resources that are
vital to our community and the entire South Florida area.
The Clty's Stormwater Utility has now been In operation for
approximately two years. Utilizing the current stormwater
utility rates, It would take approximately sixty (60) years for
the utility to generate sufficient revenue to fund the needed
Improvements. In order to reduce this time frame to a reasonable,
period, the stormwater utility rates have been revised. The
following new rates have been established for the stormwater
utility fee as provided In Ordinance No. 10616:
1. Residential (i.e, single family home, condominium
unit, apartment or townhouse unit, mobile home
unit)...............................$3.00 per month
2. Non-Residentlal (i.e, enterprise, business, and all
other occupancy or use not covered by the
residential classification) ...... the fee shall be
based on the amount of paved and developed area and
will be directly proportional to the fee
established for an equivalent residential unit.
The new fee will be In effect on or after October 1, 1990 and
will appear on the water and sewer bill that you receive from
Mlaml-Dade Water & Sewer Authority Department.

"double permit fee for owner -builders" by the Building
and Zoning Department.

the building permit process for our neighbors who need
to fix their homes.

PURPOSE: The purpose of this meeting is to schedule the implementation of
the "B & I" projects for 1990 and prepare the committee report
to the general rxmbership at the "Open Meeting" of June 27, 1990.

On the September election's ballot the city of Miami voters will be
asked to approve the "Local Streets and Drainage" Bond Issue.
Up to this date no improvement has been scheduled for The Roads area
and no money is being allocated for this neighborhood. If we do not
get our projects scheduled and furred at this time, another ten years
will pass before we can even talk about its for this area.

decidir sobre varias preguntas que tienden a aumentar el monto de las
contribuciones que hacemos a los gobiernos de la ciudad y del condado.
Dado que en los ultimos anos los electores hemos hecho de la respuesta
negativa a todos los aumentos de contribuciones un simbolo de protesta,
podemos esperar, con temor, que esa sea la reaccion popular en las proximas
elecciones y que los votantes hispanos cometamos el error de votar en contra
de la emision de bonos municipales para la reconstruccion de Galles y
alcantarillado.
Es extremadamente importante que los radio-oyentes de la WQBA, en especial de

Dear Neighbor:
On September 4, 1990, the city government
will ask the voters to approve the issue
of municipal bonds to fund the
construction of storm sewers and street
improvements within the neighborhoods of
Miami. It is very iuportant for us to
vote "YES" on this question.
A large portion of other taxes we pay the
City goes for administrative government
jobs or to provide police and fire
services on other parts of the city,
however, the moneys raised through these
bonds will only be used for neighborhood
street improvements and to reduce the
street flooding problem, mainly, on the
Southwest side of the city.
The cost per property, for all these
public works, will be just a few dollars
a year.. It is estimated that we will
start paying approximately $3.00 a year
by 1992 and end up paying approximately
$12.00 a year by the year 2000 (for an
average value property). The annual
payment will then decrease until pay-off
in approximately 20 years.
The cost of improvements in front of the
individual properties will be paid 80% by
the city at large and 20% by the
individual property owner. This 20% comes
up to approximately $10 per lineal
frontage foot for a property requiring a
street with three new lanes and drainage.
This amount will* be assessed to the
individual property two or three years
after the improvements are complete and
may be paid in ten years with a
ridiculously low 5% simple interest
if the owner so desires. Properties in
front of streets where less work is
needed will pay less, those properties in
front of which no work is done, will not
be assessed
It is very important to note that no
bureaucratic jobs will be created with
these funds. The moneys will be used for
design, constriction and inspection of
the works. By law the construction
contracts will be issued among the local
minority contractors, who in turn will
hire many city neighbors to do the work.
It will be like "hiring our neighbors to
fix our streets". At this time, when the
construction industry in Dade County is
so slow, these public works will put
bread on many tables in Miami.
To understand why the City needs to issue
bonds to fix the streets, we need to
remember the purchase of our house. When
we bought the property we acquired, all
of a sudden, a large amount of blocks,
cement and concrete; however, since we
did not have all the cash to pay for it
we had to get a mortgage, which we are
paying off (or paid -off) in twenty or
thirty years.
The City has the same problem. They must
buy large amounts of asphalt and concrete
and have to pay the contractors,
therefore, they must get "a mortgage".
The way the City gets a mortgage for
public works is by issuing municipal
bonds.
Another characteristic of the municipal
bonds is that they may be purchased
(through agents) by the taxpayers, who in
turn can earn the dividends back. The
dividend earned from municipal bonds,
usually 7 or 8 percent are tax free, this
is equivalent to earning 10 to 11 percent
on the investment.

This letter is to petition the inclusion of the Holleman Park
Subdivision in the STORM SEWER LOCAL DRAINAGE PROGRAM for
the 1991-1992 PUBLIC WORKS CAPITAL IMPROVEMENT BUDGET.
Holleman Park, one of the three major subdivisions of the
Miami -Roads area, is located from S.W. 15 Road to 23 Road and
South Miami Avenue to 5 Avenue.
When Holleman Park was developed, in the early 1920's, the
population of Miami was a little over 29,571 residents. The
subdivision, located just two blocks away from our present
Downtown Financial District, was considered a "suburb". The
residents probably did not own more than a couple of automobiles
per street block.
The original storm drainage system, consisting of wide, deep,
grassy swales at both sides of the paved streets, along with
the spacious private gardens and large number of vacant building
lots, was certainly able to drain almost any kind of storm;
however, seventy years later the situation is very different.
Today, the population density in Holleman Park is at least
fifteen times higher than in the 1920's, the subdivision is
fully developed and the average number of automobiles per street
block is above thirty. Many backyards have been covered with
home additions and many gardens have been covered with concrete
driveways, causing the private properties to drain onto the
public right of way. The swales have been filled and compacted
or paved over, and are no longer functional as drainage
facilities. In several places they are used for dead storage
of disabled vehicles, which sit on the dirt as monuments to
the stagnation of the neighborhood attracting undesirable uses.
In the past, Public Works has provided local drainage structures
at several locations; however, this has been a "band -aid" cure
where major "surgery" is necessary.
The most visible consequence of this problem is the inundation
of Coral Way. With the entire neighborhood draining onto it,
the water ponds developed on this street measure up to six
hundred feet in diameter. It is obvious that the local streets

are causing the problem on Coral Way. This main street should
not be expected to drain the entire neighborhood.
The neighbors of. Holleman Park believe that the storm drainage
system of the area should be rebuilt, that a modern system
including curbs and gutters must replace the existing seventy
year old drainage system.
We are submitting, herewith, ,3/8 signed petition letters from
residents of the priority target area: described below. It is
important to note that these petition letters have only been
accepted from voting age residents within the target area, and
that the area includes only approximately 200 properties.
We specifically ask that a modern storm drainage system, with
its corresponding curbs and gutters and associated pavement,
be built on that portion of Holleman Park from S.W. 3 Avenue
(Coral Way)-to-5 Avenue and 23 Road to 15 Road, and that this
construction be included in the 1991--1992 cycle of the Public
Works Department Capital Improvement Budget. This section of
Holleman Park includes the largest commercial area in the
neighborhood and appears to be in the highest need for
improvement. We will expect other sections of the "Miami -Roads"
neighborhood to be improved in following years.
We understand that this construction qualifies as an "Expansion
of the Existing Storm Drainage System" under Section 53.5-28(5)
of the City Code, therefore, all of the construction costs are
to be paid from the Stormwater Utility Trust Fund, to which
the city residents already contribute approximately $36.00 per
year per household.
We thank you and your Department for your cooperation and desire
to improve the city of Miami and specifically our neighborhood.

Dear Neighbor: July 14, 1991
On April 1991 we asked you to sign a petition letter to the
City of Miami Department of Public Works, requesting the
installation of a modern storm drainage system in the Holleman
Park area. We are very pleased to announce that the Department
is complying with our request. On the other side of this paper
we are returning a copy of your letter.
A new project entitled "Roads Area Storm Sewers -Phase I" is
now included in the Department's proposed 1991-97 Capital
Improvement Program which will be submitted to the City of Miami
Commission for Approval in September. Assuming the Commission
approves the Department's proposed program, the engineering
design for our project will start in the first quarter of next
year (1992), with construction beginning approximately one year
later (March of 1993).
This Storm Sewer Project will benefit our neighborhood, will
increase the neatness and beauty of our streets and the sale
value of our properties. We must remain alert and ready to
defend this extremely necessary project. At least one
commissioner could be expected to fight this project in order
to use the money in his part of town.
The Department of Public Works is paying for this project with
moneys from the "Stormwater Utility Trust Fund", to which we
already contribute, and from federal funds secured for our
neighborhood. This means that there will not be any additional
assessment to our properties. We will perhaps be expected to
improve our individual driveway approaches.

In the name of the Miami -Roads neighbors I thank you, Mr. Jim
Kay and Mr. Len Helmers, for taking your personal time to be
part of our "B & I" 1990 Program kick-off on May 31st, and
discuss with us the plans and needs of your department.
Your talk and your answers were very informative. The awareness
of our neighbors in public works matters was substantially
increased by your presentation. Hopefully, our voters will
approve the "Local Streets and Drainage Bond Issue" when
the question is presented to them on September.
Several issues of great importance were raised at the meeting.
Most importantly, the fact that not every public works problem
will be solved with the amount of money requested. That aspect
of the bond issue will probably attract a lot of discussion
during the next three months.
I sincerely hope that we may welcome you again in the future.
As indicated on our original invitation letter, we will have
a general membership meeting on June 27, 1990, at the St. Sophia
Church. We would be very pleased to hear from you at that meeting
(either personally or through your staff), specially in regards
to the minor maintenance work petitioned by several neighbors.

We, the undersigned, elected officers of the Miami -Roads Neighborhood Civic
Association, after having conducted several neighborhood meetings, telephone
surveys and having heard the complaints of many of our neighbors in regards
to the condition of our street curbing, swales and drainage, and in the mane
of the general membership of our association, do hereby petiticn the city
of Miami to construct the following improvements in the area of the city
known as "The Miami -Roads":
a) Install storm sewer, as required, to avoid flooding on any of our
streets.
b) Reconstruct the existing curbing in accordance with its original
design.
c) Construct paved street parking lanes, curbing and storm drainage
and plant trees, as required, in the Holleman Park Subdivision. This
is to be accomplished following a design that will match the design
of the streets on the adjacent Brickell Estates and Brickell Hammocks
subdivisions.
We, the undersigned, know that we and our neighbors will be assessed for
the improvements, as designated in Section 56 of the City of Miami Charter.
We further certify that we advised those neighbors, with whom we have
discussed the matter, of the referenced assessment.

RE: ROADS AREA STORM SEWERS -PHASE I:
Dear Mr. Lee:
This project is part of your department's 1991-97 Capital
Improvement Program. Funds for engineering design for Phase
I are budgeted for 1992.
More than three hundred residents of Holleman Park who petitioned
this project last year, want to make sure that construction
funds for Phase I are budgeted for 1993.
We specifically ask that a modern storm drainage system, with
its corresponding curbs and gutters and associated pavement,
be built during 1993 in the area defined as Phase I.
The recent improvements of Coral Way by D O T will reduce the
water depth on that driving surface, however, it will force
the standing waters back onto the streets that drain on Coral
Way. In the future, the water will reach a higher level between
Coral Way and 4TH avenue and between Coral Way and 2ND avenue.
This will make our situation worse than it has been.
The Roads area has paid the debt service and the Stormwater
Utility Trust Fund for improvements to other areas of the city.
We want to make sure that we are not passed up another.year.
We understand that this construction qualifies as an "Expansion

of 5th Ave) with the other side of the
Roads (between 23rd and 32nd Road and north
of 5th Ave) you will notice how the other
side is improving and this side is falling
behind. This area does not have to be
the Cinderella of the neighborhood, we
pay as much taxes and fees as them and
a lot more than other parts of the city.
WE MUST FIGHT TO Its ROVE OUR NKEGHBCFMM.
The City approved a storm sewer project
for this area last year. We can not allow
them to go back on their commitment and
ignore us one more year. Let's stay alert

No hay por que aceptar calles que se inundan
sin contenes y cunetas, sin pavimento donde
parquear y sin areas verdes con arboles
y flores, protegidas de los carros, tal
como existen en otras partes del barrio
y en otras partes de la Ciudad donde se
pagan mends impuestos que aqui.
Los barrios sin calles bonitas tienden
a deteriorarse y a devaluarse. Eso es
to que esta occurriendo en esta parte de
los Roads. Si usted compara esta parte
(de la 15 a la 22 Road al sur de la 5 Ave)
con el otro lado (de la 23 a la 32 Road
y al norte de la 5ta Ave) usted vera como
aquel area esta mejorando mientras que
esta se esta quedando detras. Este area
no tiene por que ser la Cenicienta del
barrio, aqui se pagan tantos impuestos
como alla y ma's que en otras partes de
la ciudad. HAY QUE LUCHAR POR MEJORAR EL
BARRIO.
La ciudad aprobo este proyecto de
alcantarillado el ano pasado. No podemos
dejar que se echen para atras y nos den
a la mala un ano mas. Hay que estar alerta
y en comunicacion. Por favor llameme al

Roads Area Storm Sewers - Phase I
Dear Mr. Roiz:
Thank you for your letter of May 29 expressing the concern of the
homeowners about the construction of a storm sewer.
The design for Phase I of the Storm Drainage facility in this
area will be ready by November, 1992. The projected starting
date is April, 1993, and completion should take place by
September, 1993.
